11 THE SUPPORT Legal Framework The information System is defined on the law, more precisely, in the Public Contracts Code and its regulations; Prior Options Government decisions: Definition of the public entity responsible for the system; Develop the information system by contracting an IT partner; Without the publication of the contract from direct awards on the system it is not possible to pay any invoice from that contract Isabel da Rosa 11

14 ABOUT KPI S In 2010 it was launched the first Annual Report on Public Contracts Information. Since then this report is launched every year and translated to english (in dif ferent paces); The parameters, that are measured or quantified, have varied from year to year, verifying a significant increase in parameters over time; These reports are online on the Portal: The report is based on data from the BASE portal and provides an overview of public procurement in Portugal Isabel da Rosa 14

20 THE POSITIVE POINTS 7 years of structured data on Public Procurement; Promotes the development of a set of significant KPIs; Transparency changes people behaviour; The system it is a vital tool on monitoring the public contracts; Searches results are available in Open Data format; The Portuguese State owns the data regarding public contracts for all the entities that conduct procedures under the Public Contracts Code; There is a central repository for the Public Contracts information; There is more information recorded on the system than the one that is public; It is a valuable tool for auditing and inspectorate entities, namely, in planning their activities; Has been a success case regarding the interoperability with different solutions from Private and Public Entities; It has a participative governance model Isabel da Rosa 20

21 THE NEGATIVE POINTS For contracts different from Direct Awards cannot be sure that contracting authorities will record the information; There was a high resistance in the beginning for contract authorities to record the information; It is a system developed along the time and integrates experience and users feedback. It is never completed; We have been increasing the automated recording solutions to ensure data integrity and quality; We have been increasing the validation rules on the recording phase; Isabel da Rosa 21
