3 Background Energy Imbalance Market (EIM) The real-time market to manage transmission congestion and optimize energy imbalance (positive or negative) to balance supply and demand deviations for the EIM Area through economic bids submitted by EIM Participating Resource Scheduling Coordinators in the fifteen and five minute markets. 2

4 Background NV Energy Recap of Timetable NV Energy performs analyses and pursues Nevada regulatory approval to join the CAISO EIM in April, Public Service Commission of Nevada grants approval in Docket No on NV Energy performs stakeholder meetings and files OATT amendments with FERC in March 2015 targeting an October 1, 2015 market entry date. CAISO began EIM operations on 11/1/2014 with PacifiCorp as the first EIM Entity to join. FERC grants conditional approval to NV Energy on May 14,

5 Background Timetable continued FERC conditions include several future filings NV Energy must petition for authority to sell into its own BAA at market based rates (market power study). To be filed Friday, July 24. File any tariff changes for any solutions found pursuant to FERC s investigation of PacifiCorp s price excursions. Abide by market readiness criteria being developed and approved by FERC prior to any EIM entity joining the market. Within 15 months after go-live, file an informational report addressing whether sufficient data exists to alter the flexible ramping constraint allocation method. 4

7 Background EIM Terminology Review EIM Transfer: Real-time energy dispatch instructions (1) NV Energy BAA and the CAISO BAA (2) NV Energy BAA and PacifiCorp east (3) CAISO BAA and PacifiCorp west Load Aggregation Point (LAP): A set of Pricing Nodes used for the settlement of demand in the EIM. NV Energy will use one LAP. Locational Marginal Price (LMP): The marginal cost ($/MWh) of serving the next increment of demand at a Pnode (price node). 6

13 Operational Overview Base Schedule - Preliminary Submission Transmission customers submit initial base schedules 7 days before the Operating Day. Method of Submission All generation resources in BA submit using the Base Scheduling Access Portal or BSAP. Loads Submit using means mutually agreed upon submission method with EIM scheduling coordinators. Excel template is provided on the OASIS website. Interchange Wheeling transactions are directed to provide 7 day interchange forecast data per the CAISO and NV Energy OATT. Generators selling outside the system will provide their generation forecast through BSAP and interchange submission through interchange tagging process. 12
