6 General Information Wage Rate Determination Ohio Revised Code requires the public authority to ensure the design services fees must be fair and reasonable compensation To this end the CRAA developed the Wage Rate Determination (WRD) process to establish consultant fees. 6

7 General Information Audit Guide and Wage Rate Determination Profit Percentage: 8% Using consultants financial records and FAR 31 guidelines, Audit recalculates the overhead rate. Adjustments include: Classification errors Productivity analysis (Zweig-White) Remove bonuses 7

15 Pre-Qual Program Short History of Current Program Program was set up so CRAA would have multiple firms available to use quickly. 31 disciplines were established. Lump sum (LS) agreements executed for services less than $50,000 based upon negotiated scope. Hourly agreements executed for services $50,000-$149,999 based upon technical proposals and then negotiated scope. Program was extended through

17 Pre-Qual Program Solicitation Process The number of prequalified firms is at the discretion of the CRAA. If a firm is prequalified, the CRAA does not guarantee that a firm will be awarded any work or make a representation of the amount of work a firm may receive within the twoyear term. Clarifications: Please submit all required documents, certificates, etc. the CRAA will not request clarifications. 17

19 Pre-Qual Program Program Expectations Program will be utilized similar to the current Program. Tasks $0-$49,999 Negotiated scope and LS fee, CRAA Professional Services agreement submitted with your prequalification statement of qualifications for $50,000 executed. 19

20 Pre-Qual Program Program Expectations Tasks $50,000-$149,999 Requests for Technical Proposals will be requested. Proposals will be evaluated and ranked. Highest ranked will do the CRAA Wage Rate Determination (WRD) process. Negotiated scope and hourly fee. CRAA Professional Services agreement > $50,000 will be executed. 20

Services will be for Civil Engineering type disciplines: Bridge/Culvert Inspection Level 1 & 2 Soils & Geotechnical Services Materials Testing Civil Construction Admin/Management/Observation - Civil Surveying Services 21 disciplines total See handout 21
