4 1.0 Overview of Enterprise Payment The U.S. Postal Service is upgrading its payment architecture for business customers. The new Enterprise Payment System (EPS) replaces the current product-centric payment landscape with a centralized account management system enabling customers to pay, manage, and review their services and shipping/mailing activity online using a single account. The key aspects of the new application provide USPS business customers the ability to: Create an Enterprise Payment Account to be used for payment of these USPS products and services: o PO Box, Caller and Reserve Services o Address Quality Services (AEC, AECII and SSACS) Select one of two Payment Methods, to be used for all purchase transactions: o Automated Clearing House (ACH) Debit o Trust The Enterprise Payment System offers a suite of reports with product-specific transaction details. Customers can manage their Enterprise Payment Accounts, controlling how their funds are distributed across accounts, who has access to their accounts and what products and services are linked to their accounts. 1.1 Registration The Enterprise Payment System requires Business Customers to have registered user and company profiles with Customer Registration, using the Business Customer Gateway (BCG). EPS is currently in pilot, and registration is by invitation only. Please contact your Business Mailer Support representative for more information. When a customer enters Enterprise Payment from the BCG for the first time, the account wizard will guide them through the creation and activation of an Enterprise Payment Account. The steps include: Create EPS Account Add Payment Method Activate Payment Method Link products and services to EPS Account for payment 1.2 Enterprise Payment Dashboard When accessing EPS, the user lands on the Enterprise Payment Dashboard. This page presents the customer with a list of their accounts that are Active, Pending, Inactive, Suspended, or Pending Closure. 1.3 Manage the Enterprise Payment Account Management features include: Manage user roles granting access and roles for Enterprise Payment accounts Transfer funds between two Enterprise Payment Accounts Request Trust fund withdrawals Set transfer and withdraw limits Approve transfer and withdraw over limits Create new EPS Account Link products and services Select notification options Enterprise Payment System Release Overview Chg /6/2017 Page 1 of 3

5 1.4 Manage Payment Methods Managing Payment Methods is a key aspect of Enterprise Payment Account management. The payment methods supported by the Enterprise Payment System currently are: ACH Debit - Your commercial bank account is automatically debited for products and services purchased with your Enterprise Payment Account. Enterprise Payment aggregates transactions throughout the day and a debit for the total is withdrawn daily at the close of business (@ 6 PM Eastern). Trust Your available balance for USPS transactions is based on the funds deposited into your Enterprise Payment Account and withdrawals for individual transactions are subtracted from the total funds available. Customers can make deposits to an Enterprise Payment Account Trust Account via ACH Credit, Wire Transfer or through a USPS retail deposit. 1.5 Link Enterprise Payment Accounts to Products and Services A customer will link products and services to Enterprise Payment Accounts they designate to purchase and pay for the product or service. The setup to link varies for each product or service: PO Box, Caller and Reserve Services. The PO Box, Caller and Reserve Services configuration is housed within the Enterprise PO Boxes Online (EPOBOL) application. Enterprise Payment allows a customer to navigate into EPOBOL to complete the link to a designated EPS Account. In EPOBOL, the customer s Customer Registration Identification (CRID) governs which PO Box, Caller and Reserve Services, that have been linked to the customer s Enterprise Payment Accounts, can be managed (open, close and renew) by that customer. 1.6 Notifications Customers can receive notifications based on a list of triggers to which they might opt-in or opt-out. Examples include large transactions, transfers of funds, new users being granted access, account status changes, insufficient funds or negative balances, etc. Some notifications are not optional and are sent automatically to the customers. 1.7 Reports The reports available in Enterprise Payment are designed to give USPS business customers full insight into the transactions being charged to their Enterprise Payment Account. The main dashboard provides a transaction history that shows high-level detail for any transaction charged along with an aggregation of expenditure byproduct. The report can be filtered by day, month, or year. From the main dashboard, a customer can drill into the specific details of any transaction. For most products and services, this is a single layer for the drill-down. All reports are downloadable in multiple formats. 1.8 Deposits and Transactions Enterprise Payment is a payment-processing engine that receives transactions tied to Enterprise Payment Accounts from multiple transaction-initiating systems such as EPOBOL and Address Quality Services. The payment method (ACH Debit or Trust) set as the primary payment method will be the payment type used to pay for product and service transactions Deposits The Enterprise Payment System must receive a deposit in order to activate an Enterprise Payment Account that is using Trust as the primary payment method. Several options are available for Enterprise Payment users to fund their Trust payment methods. The availability of funds in the Enterprise Payment Trust account varies with the deposit method. 6 1.8.2 Transactions As transactions come in, Enterprise Payment deducts the transaction amounts from the Trust account balance if set as the primary payment method. This means that at any given moment, Enterprise Payment provides an accurate representation of a Trust balance. For ACH Debit transactions, the transactions received during the day are aggregated nightly for Enterprise Payment Accounts. ACH Debit transactions may take up to four business days to clear the customer s financial institution. 2.0 Enterprise Payment Updates, Enhancements and New Functionality 2.1 New Functionality Deploying in Release 2.1 Close Enterprise Payment Account BSA or BSA Delegate with Administrator access to EPS will have the option to manually close Enterprise Payment accounts if certain conditions are met. Delete Payment Method Administrator and Payment Manager roles will be provided with the functionality to delete an ACH Debit payment method. Deposits at Retail Locations Customers will be able to make deposits to their EPS Trust accounts. 2.2 New Products and Services Address Quality. Allows customers to designate which of their Enterprise Payment accounts can be used for Address Quality product and service payments. Once Enterprise Payment accounts are linked to Address Quality accounts, EPS sends the information to the National Customer Support Center (NCSC) in order for NCSC to send invoice transactions for the customer to EPS for payment. In Release 2.1, Address Quality Services available for payment through Enterprise Payment accounts are Address Element Correction (AEC), Address Element Correction II (AECII) and SingleSource ACS (SSACS). 3.0 Glossary and Acronym List Acronym Title Explanation ACH Automated Clearing House An electronic network for financial trans actions in the United States. CRID Uniquely identifies a customer at a location and connects the Customer Registration customer s company information by physical address across multiple Identification applications and to any account established for the customer.
