2 Financial Inclusion? The players in the space of financial inclusion include: Government which handles the policy level issues, Financial service providers who need to provide access and literacy interventions and technology solution providers who provide the enabling technologies. To address the policy issues for example, the Government of Zimbabwe has put in place the National Financial Inclusion Strategy covering the period 2016 to This strategy underpins the strength of financial inclusion as a driver of economic growth. The strategy is to be realized in the confines of the nine G20 principles for Innovative Financial Inclusion which cover aspects of Leadership, Diversity, Innovation, Protection, Empowerment, Cooperation, Knowledge and the Framework. The financial services sector itself has a diverse array of players including Insurance, Pensions, Capital Markets, Banking, Development Finance Institutions, Payment systems and Micro Finance Institutions.

3 What are the Barriers? 1. Demand side constraints (low income, irregular income, failure to meet minimum criteria for account opening, inadequate information on financial services, lack of confidence in the financial system, financial illiteracy) 2. Supply side constraints (Absence of robust credit information systems, Poor infrastructure in rural areas leading to financial institutions reluctance to establish branches, Lack of skill to understands the dynamics of projects of those at the bottom of the pyramid) 3.
