3 Public Notice ************************************************* State of Maine Department of Health and Human Services Public Notice for RFI # Advanced Data Analytics The State of Maine Department of Health and Humans Services, Office of MaineCare Services is seeking information regarding professional tools and services to provide: 1) data mining, discovery and advance analytics, visualization, and reporting, 2) data management, and data storage applicable to MaineCare data; 3) training and education of end users in statistical analysis techniques, and 4) technical assistance with building reports using these techniques. In accordance with State procurement practices, the Department is hereby announcing the publication of a Request for Information (RFI) # for information of the aforementioned goods and services. 4 State of Maine - Department of Health and Human Services RFI # Advanced Data Analytics PART I INTRODUCTION A. Purpose and Background This is a non-binding Request for Information (RFI). This RFI is an information gathering and market research tool, not a formal solicitation for responses to specific requirements (such as in a Request for Proposals (RFP) document). The Department of Health and Human Services (Department) is seeking information regarding professional tools and services to provide: 1) data mining, discovery and advance analytics, visualization, and reporting, 2) data management, and data storage applicable to Maine Care data, 3) training and education of end users in statistical analysis techniques, and 4) technical assistance with building reports using these techniques from interested parties as defined in this Request for Information (RFI) document. This is an opportunity for interested Vendors to help the Department better understand a marketplace or specific subject matter. This process, however, will not result in a contract award. The Maine Department of Health and Human Services and the Office of MaineCare (Medicaid for the State of Maine) Services are undergoing a transformation to become more proactive in understanding the needs of the populations they serve. One of the components of this transformation is planning and implementation of more effective and value- based interventions in collaboration with members and providers to achieve better outcomes in population health and the cost effectiveness. This transformation requires a new and more robust approach to data analytics and reporting that focuses on healthcare performance measures and outcomes, healthcare economic analysis (i.e. cost-effectiveness analysis, forecasting, trend analysis) and innovative strategies for data dissemination and reporting. This data analytic capacity is critical for the success of the Department s Value-Based Purchasing initiatives and to the successful functioning of the organization overall. In order to strengthen the data analytics capacity of the Department, there is a need for the professional tools and services to provide: 1) data mining, discovery and advance analytics, visualization, and reporting, 2) data management, and data storage applicable to Maine Care data, 3) training and education of end users in statistical analysis techniques, and 4) technical assistance with building reports using these techniques. B. General Provisions 1. This is a non-binding Request for Information (RFI). Therefore, no award shall be made as a result of the RFI process. 2. Issuance of this RFI does not commit the Department to pay any expenses incurred by a Respondent in the preparation of their response to this RFI. This includes attendance at personal interviews or other meetings and software or system demonstrations, where applicable. 3. Issuance of this RFI in no way constitutes a commitment by the State of Maine to issue a Request for Proposal (RFP). State of Maine RFI# Page 4

All responses should adhere to the instructions and format requests outlined in this RFI and all written supplements and amendments, such as the Summary of Questions and Answers, issued by the Department. 5. All submissions in response to this RFI will be considered public records available for public inspection pursuant to the State of Maine Freedom of Access Act (FOAA) (1 M.R.S. 401 et seq.). 6 PART II INFORMATION SOUGHT In order to enable the MaineCare data users to discover data segments of interest, patterns, and actionable intelligence; forecast trends; visually depict large/complex information and understand important relationships in large data sets; and create interactive ad-hoc and standard reports with real-time data and with in-depth data analysis capabilities the Department seeks information about professional tools and services to provide: 1) data mining, discovery and advance analytics, visualization, and reporting, 2) data management, and data storage applicable to MaineCare data, 3) training and education of end users in statistical analysis techniques, and 4) technical assistance with building reports using these techniques. The analysis will be done to answer questions of the internal and external stakeholders, policymakers and auditors about MaineCare spending, population health and health care utilization, providers performance, and for planning the cost-efficient interventions. The responses must, at a minimum, address the following that are applicable to your services: 1. Provide a brief description of your data analytics, data discovery and visualization, and data management capabilities, including storage and governance services. Include any experience and proficiency in solving complex problems with analytical methods in the HealthCare related settings and specifically with Medicaid professional, facility, dental, and pharmacy claims related data. 2. Provide information about how your solutions are supporting the data driven decision making. 3. Describe your solution s reporting capability and ease of use for end users. 4. Identify the specific knowledge requirements (coding language, IT, statistical analysis methodologies) for the users. 5. Provide the information about your experience in training the data users in statistical analysis techniques and ongoing support with report building. 6. Provide the recommended hardware/os requirements (if applicable). Describe your product s scalability. 7. Provide architectural information and diagrams representing the intended role for a described capability (e.g., data storage, data ingest, data processing, analytics). 8. Describe your solution s ability to integrate with industry standard architectures including the potential use of Application Program Interface (API) and Software Development Kit (SDK). 9. Describe your solution s security capabilities, methodologies, and strategies and its ability to meet security standards. 10. Provide a detailed description of your solution s functional performance, and both your company and your solution s differentiated position in the data analytics and data management marketplace. 7 11. Describe your methods for ingesting data from source systems and open sources, applying metadata and other tags, and delivering data to users in near real time. 12. Provide change management process, version control, technology road maps. 13. Describe user adoption and usage strategies. 14. Provide an exemplar case study or success story where your data mining, predictive analytics, and/or data management services were created, deployed and integrated. At a high level, explain the methodology used, the alternatives considered and challenges faced. 15. Provide information on which agencies and/or private entities have benefited from your services and how your company is prepared to deliver service capabilities to a State agency that must comply with IT laws, regulations and policies. 16. Provide information and suggestions that may encourage new, different or innovative approaches that would result in an efficient use of resources. 17. Provide information and technical recommendations regarding hosting MaineCare data warehouses and related Extract, Transform, Load (ETL) processes. 18. Provide information about technical capabilities and limitations for attaching to data sources hosted by the Department and its vendors 19. Please describe the security standards your solution meets. 20. Please describe any additional offerings and features that would be useful in meeting the Department s Data analysis goals. 21. Provide the information about the major milestones of such project and estimated time frame for reaching these milestones 22. For all phases of implementation activities, identify and describe a recommended approach to contract pricing including a payment schedule and specific contract performance milestones tied to payments. 23. 9 PART IV SUBMISSION REQUIREMENTS This section contains instructions for Respondents to use in preparing their responses. It is requested all responses follow the outline suggested below, including the numbering, section, and sub-section headings as they appear here. The Department seeks detailed yet succinct responses that demonstrate the Respondent s experience and familiarity with the subject matter. As this is not a competitive RFP process, Respondents should not provide any specific cost or customized pricing documentation in their response. A. Response Format 1. For clarity, the response should be typed or printed. Responses should be single-spaced with 1 margins on white 8 ½ x 11 paper using a font no smaller than 12 point Times New Roman or similar. 2. All pages should be numbered consecutively beginning with number 1 on the first page of the narrative (this does not include the cover page or table of contents pages) through to the end, including all forms and attachments. For clarity, the Respondent s name should appear on every page, including Attachments. Each Attachment should reference the section or subsection number to which it corresponds. 3. Respondents are asked to be brief and to respond to each question and instruction listed in the Submission Requirements section of this RFI. Number each response to correspond to the relevant question or instruction of the RFI. The response should be limited to a maximum total of 15 pages. 4. Include any forms provided in the package or reproduce those forms as closely as possible. All information should be presented in the same order and format as described in the RFI. 5.
