Falmouth bound traffic driving through Penryn is a key concern and traffic Truro bound causes much congestion on the Strategic A39 route. The key junction of Union Corner on the main route into Falmouth is currently operating over capacity. This junction is currently a double mini roundabout and the improvements proposed are to change Union Corner to a single large roundabout with widened approaches. 1.2 Scope of Work Project Management: Undertaking of Total Project Management up to award of contract Production of Highlight Reports for presentation to Steering Group Production of Stage Plan Production of End Stage Report Control of internal and external fee expenditure Attendance at Steering Group and Planning Liaison Meetings Undertake design team review meetings Highways: Undertake preliminary highway design Produce Acceptance/Exception Reports for RSA1 and RSA2 Undertake C2, C3 and C4 enquiries Undertake detailed highway and drainage design Production of detailed cost estimate Review of street lighting requirements Signage design Preparation of public consultation documents and management of consultation process Topographic Survey: Identify extent of survey required to obtain 3D information Liaise with CORMAC Solutions to confirm requirements and procurement of survey Validate topo survey data for development of 3D ground model Transport Planning: Undertake capacity modelling of junctions Liaise with CORMAC Solutions regarding modelling of junctions Production of Traffic Assessment Page 1 of 8

2 Environmental: Undertake Ecological surveys for Environmental Impact Assessment (cost to be determined following review) Undertake a formal screening exercise in accordance with the Design Manual for Roads and Bridges (DMRB) Volume 11 Environmental Assessment HD47/08 for auditing purposes. The screening process will identify whether the project falls within Annex I or II of the EIA Directive and will establish the need to carry out a statutory Environmental Impact Assessment and publish an Environmental Statement. Where a relevant project is to be determined; details of the determination process (i.e. project size and environmental sensitivity) as defined in relevant guidance is to be included as part of the exercise. Production of a scoping report in accordance with the DMRB Volume 11 Environmental Assessment and in particular Part 4 HA 204/08 and Part 6 HD48/08. The scoping exercise will be a desk based study using available data and information and will cover all twelve topics listed in the DMRB Volume 11. It will determine which topics should be taken forward in a statutory Environmental Impact Assessment and will detail the level of assessment required (i.e. either a Simple or Detailed assessment) for each topic. Provision of environmental services in technical disciplines (including, but not limited to, air quality, noise, landscape, water, cultural heritage, community) to undertake environmental impact assessment. Review of ecological survey reports and base line surveys commissioned by Duchy of Cornwall. The process includes baseline data collection, impact identification and assessment, proposals for mitigation and monitoring. The EIA is to be undertaken in accordance with the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 and using guidance from the Design Manual for Roads and Bridges (DMRB) Volume 11 Environmental Assessment HD47/08. CDM: To confirm the Client s duties Notify the HSE of the work with the F10 form Prepare draft Preconstruction Information and issue to designers (if the scheme progresses further then the PCI will need to be updated and reissued as part of a construction package) Liaison with the designers for their hazard identification and mitigation Compilation of the Health and Safety File for the Client Review the Principal Contractor s construction phase plan (CPP) Planning Application: Project management during planning determination Preparation of drawings for public exhibition Attendance at public exhibition Review and consider Exhibition response Compile and coordinate planning submission Response to queries raised by planners during planning determination Review and consider exhibition responses Procurement: Undertake development of drawings for Tender issue Preparation of tender documents to include: Liaison with CC to agree form of NEC contract Page 2 of 8
