1 MANAGER, FINANCE Purpose of Position The (MF) is responsible for the Finance department and plays a role in monitoring and evaluating overall corporate strategy with an emphasis on long term financial sustainability. This position provides both operational and programmatic support to the organization including providing useful financial insights to help make better decisions about formulating and executing financial strategy. Critical outcomes include: supporting the leadership team with key financial information and operational analytics, evaluating the outcomes of the 3 Year Business Plan using GVHA s Performance Management Dashboard, and driving a culture of financial accountability in managing the business. 2 Contractors/Consultants External Resources (auditors, bankers, investment or insurance brokers) Municipalities/Government Ministries/City of Victoria/First Nations Specific Accountabilities Financial & Operational Delivery/Execution: Supervises the finance department to ensure proper maintenance of all finance systems and functions Oversees preparation of monthly, quarterly and annual financial statements and required financial analytical narrative Assesses enterprise-wide financial performance against both the annual budget and long term strategic goals and targets Coaches, trains and mentors the finance department and other staff on raising awareness and knowledge of financial management matters Reports operating results against budget on a regular recurring basis to management and BoD Approves all changes to the general ledger chart of accounts as proposed by the Acting Controller Prepares ad-hoc special financial analysis to enhance/inform management decision making and/or committee and Board recommendations when required (e.g. customer profitability analysis and strategy) Monitors short and long-term cash flow requirements and secures investments for appropriate terms based on cash flow needs Represents the company to financial institutions, investment advisors, auditors, CRA, public officials Oversees property tax portfolio, including review of property tax assessments, calculation of property tax billing and represents GVHA at appeal hearings Ensures necessary internal controls are in place to maintain integrity and accuracy of financial information and that they are implemented Assists with coordinating business cases to support capital and other strategic investment projects with the support from other GVHA operating staff and/or departments Oversees all procurement for GVHA Develops and maintains financial planning model and provides management and Audit & Finance Committee (AFC) with regular updates Manages revenue and receivables cycles Strategic Financial: Reports out on the financial metrics on a quarterly and annual basis to management and BoD Coordinates quarterly updates of the Performance Management Dashboard, tracking results against target Prepares annual Management Discussion & Analysis that supports and reflects the audited financial statements for CEO and AFC review & recommended approval to the Board Participates in and oversees the development and execution of analysis of various business initiatives and operational efficiencies (e.g. new operations, facility development, asset acquisition, funding opportunities, etc.) Monitors expenses and identifies areas for cost savings and efficiencies with supporting implementation strategies 2

3 Oversees long-term budgetary planning and cost management in alignment with 3-year business plan and reserve strategies and policies (i.e. BOD-09 Restricted Reserve Policy) Oversees trend and cost analysis and comparison of benchmark metrics with similar organizations Develops tools and systems to provide critical financial analysis to the executive team and make actionable recommendations on financial strategy Develops short and long term financial planning and investing strategies based on Board policies and CEO direction Develops and implements market pricing methodologies and strategies in collaboration with Leadership Team (including rate reviews and strategies) Trains other staff including non-financial staff in understanding and utilizing the new financial modeling tool, budgeting tools and Enterprise Risk Management processes Develops financial related performance metrics as required that support the company's strategic direction and supports Leadership Team in developing other performance metrics Negotiates/arranges debt financing on new Board-approved initiatives/alternatives as required Liaises with Leadership Team for business cases on the long-term infrastructure development, maintenance and capital replacement program Ensures GVHA properties are assessed and taxed in an equitable and fair manner Stays informed of the changes in accounting reporting standards and partners with key executive/management staff to implement any necessary conversions Financial Policy & Procedure Development: Oversees and participates in development and maintenance of policies and procedures related to GVHA s financial practices (e.g. all FIN policies, including procurement policy) Coordinates GVHA s annual external audit Annual Budget: Leads/coordinates the annual budgeting process Participates in the review and analysis of operating and capital budget submissions Oversees preparation of compiled operating and capital budgets for Leadership/Mgmt teams review and final draft presentation to CEO before submission to AFC and Board Makes recommendations and works with management based on compiled budget review if budget targets are not met Funding Research & Opportunities: Researches & identifies funding opportunities for capital and operating initiatives and maintains funding/grant opportunity matrix on Port site Coordinates the preparation of all required applications, reports and submissions to meet all funding contract requirements (e.g. WD Canada 150, Legacy Fund) Board & Board Committees: Acts as the lead staff resource for the AFC, and prepares meeting packages for AFC Chair and CEO review as per AFC work plan Supports the Board Administrator (BA) to ensure accurate/concise recording of minutes at AFC meetings Creates and delivers presentations to AFC other Board Committees and BoD, as required Presents financial statements and reports to AFC & BoD regularly and as required 3

4 Engages the AFC around financial and IT-related issues, trends, and changes in the operational model and operational delivery Engages the Board around GVHA s Enterprise Risk Management (ERM) program Supports CEO in engaging the AFC and BoD to develop short, medium and long term financial goals and strategies Prepares reports for Board Committees and the BoD as required Insurance Portfolio: Oversees management of insurance portfolio and annual insurance renewal Maintains relations with insurance broker Prepares RFP for insurance advisory services every 5 years, or as otherwise directed by the Board and CEO Risk Management Oversees GVHA s Enterprise Risk Management (ERM) program and makes recommendations based on industry best practices Coordinate quarterly ERM assessment reviews with risk owners and reports out to Leadership/Mgmt teams and AFC Ensures risk owners are reporting key risks to Board Committees they are a staff resource to Assists CEO with financial related enterprise-wide risk management (e.g. identifying current risk practices, impact/mitigation of risk, monitoring risk plans) based on Board policy Develops processes and disciplines around monitoring/assessing financial related risk Human Resources Manages recruitment, terminations, supervision and performance management for direct reports Provides direction, training, coaching and motivation to direct reports Conducts ongoing performance management and regular performance reviews for direct reports Financial Responsibility Signing authority as per Corporate Delegation of Financial Authority Policy (up to $50,000) Corporate credit card spending authority up to $5,000 limit Supervision Supervises 3 direct reports Tools/Equipment Operates standard office equipment Operates personal computer for word processing, spread sheets, data bases, electronic mail, calendar, internet etc. Working Conditions Office environment, Monday to Friday Occasional evenings and/or weekends due to seasonality, operational requirements, or work plan activities (e.g. AFC meeting prep, year-end audit) 4

5 Occasional local travel to attend meetings, training and/or conferences Experience and Education CPA, CMA, or CGA designation Minimum of 5 years of post- designation experience as a Manager of Finance or equivalent, with an operating budget of at least $10 million Minimum of 5 years supervisory experience Experience in a senior management role, partnering with Leadership/Management team, resulting in the development and implementation of creative financial management strategies for various projects Experience managing corporate IT systems projects including finance and accounting software packages Experience with Microsoft Dynamics GP Proficient with Microsoft Office (Word, Excel, PowerPoint) Experience compiling and interpreting data, budgets and statistical analysis Experience working with and presenting to a Board of Directors Experience in full cycle accounting Experience developing and preparing a variety of written reports, analysis, forecasting, presentations and other documentation in accordance with Board directives or regulatory guidelines Experience with Enterprise Risk Management programs (preferred) Knowledge, Skills, and Abilities Thorough knowledge of accounting standards for not-for-profit organizations Working knowledge of principles/practices of budgeting and accounting in not-for-profit sector Working knowledge of manual and automated financial accounting, reporting and control systems Excellent written and oral communication skills, including public speaking/presentations Demonstrated leadership ability, team management, and interpersonal skills Sound analytical and problem-solving skills Demonstrated team player Ability to develop and assess business proposals from a financial perspective Ability to apply research methods, statistical and cost analysis techniques, quantitative and qualitative analysis as applied to performance metrics and forecasting Ability to research, analyze and merge complex subject matter to summarize, identify issues and trends, and generate recommendations in a language suitable to the audience Ability to establish and maintain effective relationships with a variety of internal & external stakeholders with diverse/competing interests and/or perspectives to meet GVHA objectives Sound judgment with an ability to develop creative solutions to meet GVHA needs Ability to plan, organize, and effectively manage workload while meeting deadlines Ability to use software applications such as MS-Word, MS-Excel to develop and maintain complex spreadsheets and tracking systems Ability to monitor and manage investment portfolios Ability to interpret Board of Directors and/or administrative direction and incorporate into Corporate policies and procedures 5
