3 3 Highlights from October 2016 Steering Board 1. Liaison with DCMS and Ofcom Study on Brexit Spectrum implications submitted to DCMS (Matthew Hancock) and follow-up meeting requested with David Meyer on this and other SPF business. Digital Economy Bill (spectrum aspects) SPF briefing discussed can pick up today under AOB. Paper on Infrastructure resilience (spectrum aspects) reflecting earlier SPF workshop led by Qinetic 2. Other draft deliverables from studies 1. 5GHz band SPF position paper (based on Cluster 1 discussion) prepared by Analysys Mason was reviewed, will be completed after upcoming workshop #3 on the topic in Cluster G spectrum SPF position paper (based on Cluster 1 discussions) prepared by Analysys Mason was reviewed and agreed to be sent out for any final comments. 3. Updates to work programme and plans for 2016/17 funded studies Cluster 1: complete initial papers on 5GHz band and on 5G mobile and consider next steps/studies. Cluster 2: added GHz band sharing options as a task Cluster 4: EC TFR and 5G action plan to be analysed and viewpoints reflected to DCMS/Ofcom

5 5 SPF Consultancy Studies (1/3) Study Description 1. 5G mobile spectrum Phase I: UK s 5G Priorities Gather and publish collective views on how 5G might emerge in the UK, and the policy questions that this raises. The work item will be aimed at synthesising the presentations and discussions from the Cluster 1 workshop on 5G Phase II: Overall spectrum requirements for 5G: To evaluate emerging global information on characteristics of 5G and likely network topologies, and evaluate the likely overall low (below 6 GHz), medium (6 30 GHz) and high (above 30 GHz) spectrum requirement; this insight will then be valuable when considering individual candidate frequency bands 2. 5GHz band development Short SPF Preparatory study on improving spectrum access in the 5GHz band: synthesising the presentations and discussions from the Cluster 1 workshops relating to spectrum access in the 5GHz band, and further analysis as required, in order to produce a summary of SPF s discussions. Opening up (greater / new access to) millimetre wave spectrum: Study to investigate scope and steps to be taken to open up commercial exploitation of Q and V band spectrum, in particular for mobile (including wifi) and satellite broadband - Evaluate technology evolutions - Investigate evolution in network level innovations - Explore developments in markets and demand - Recommend actions for industry, Government and regulator 2. Promoting future effectiveness / efficiency of spectrum use and coexistence: This study will first collate using a longer term outlook emerging opportunities in technologies (eg. improvements in receiver performances and spectrum utilisation) and techniques (eg. for improving coexistence). This will be followed by a consideration and recommendations on steps that could be taken by the full range of players (industry, regulators and Governments) to enable a more timely emergence of such opportunities 2. 7 7 SPF Consultancy Studies (2/3) Other candidates suggested for Steering Board consideration by SPF members: a) Re-fresh/update of earlier SPF licence-exempt study report b) Future mobile demand, inc data intensive OTT applications and mobile TV spectrum impacts (replacement for item 3 above?) c) Receiver parameters and shielding for efficient spectrum sharing and compatibility The Steering Board will review the studies schedule at its January 2017 meeting any feedback to be sent to SPF secretariat.
