1 Amendment One to the Decision Support System Request for Information RFI Questions and Answers and Response Date Change The receipt deadline for responses has been extended to Wednesday, October 8, 2014 at 5:00 p.m. CST. Respondent may propose SLA requirements to optimally operate the DSS. There are two appendices, Appendix A is a vendor response cover page, and Appendix B is an acronym reference guide. There will not be a contract resulting from this RFI process. However, the State of Oklahoma issues purchase orders on an annual basis. The initial contract is for the period 'date of award through June 30" of the following year. Each year of the contract after the initial year is an option year contingent on state appropriations. OHCA does not have a contractual size limit for the data volume. However, the current volume used is 3.4 terrabites. 32 What is the volume of the seven years of stored data (GBs or records)? See question 31 above. 33 Does OHCA have any data miners/etl developers/frontend developers on staff available to assist with development which we should account for in our response? If so, please specify approximate numbers. OHCA employs data miners, and the MMIS Fiscal Agent supplies data miners/etl developers/frontend developers. Respondents should use their expertise and experience to determine how to develop a staffing model to include in the response.

5 34 How does OHCA define the differences between business intelligence and decision support solutions in terms of functionality? Analytic capability? Reporting capability? Users and user needs? Decision Support is the data warehouse container comprised of databases and hardware. Business Intelligence is analytical software, such as predictive modeling, Pentaho, Business Objects, etc. Analytic capability is defined by the second and third paragraphs of 1.1 of the purpose for the RFI. Reporting capability is the ability to create highly formatted documents that help to identify trends, exceptions, and thus business opportunities; many examples of current reports are referenced in the RFI and specific examples may be seen at the link provided in question 36 below. Users are OHCA, HP, and other external entities who use the BI tool to access the DSS. Users needs vary, but center around being able to accurately and efficiently access the stored data and generate reports. 35 How do you define BI vs. DSS? Initiate. 53 Is the vendor expected to provide the referenced FWA capability as part of the solution? Currently fraud, waste and abuse algorithms are defined by OHCA staff and executed in the DSS. If a replacement is considered, those algorithms would transition to the new system. Respondent may describe how their solution supplements or provides fraud, waste and abuse efforts.

7 54 With respect to three dozen sources of information; how often are these files updated into the current DW? 55 What are the target dates for Level 2 and Level 3 MITA maturity? 56 Will OHCA aggregate the clinical data or is the vendor expected to? Files are updated weekly or nightly depending on the dataset. OHCA will continue to work toward maturity, and has no established deadline date. At this time, OHCA does not have a clinical data set, but when available, the vendor shall aggregate the data. Respondent shall use their expertise and experience to determine how to define and deliver the described functionality and/or services. All Oklahoma border states.
