3 Page no. : 3 of SCOPE This specification covers manufacture, preserve, testing, packing and furnish of stockbridge vibration dampers to be used on AAAC, OPGW and ACSR conductors for transmission and distribution overhead lines. The purpose of the vibration damper is to reduce the effects of Aeolian vibration. The manufacturer will be responsible for design and manufacturing the specific damper according to IEC requirements. I.E.C catalogue numbers are: I.E.C. catalogue number ACSR 210/35 ST1A/AL ACSR 300/50 ST1A/AL ACSR 680/85 ST1A/AL AAAC 120 AL AAAC 185 AL AAAC 241 AL AAAC 593 AL AAAC 774 AL UPAS 362 AL59 Stockbridge damper suitable for: OPGW 118 (including protection rods) OPGW 245 (including protection rods) Installation on AGS armor rods and/or dead end set reinforcing rods for OPGW Installation on AGS armor rods and/or dead end set reinforcing rods for OPGW 245. 4 Page no. : 4 of DOCUMENTS FOR THE PROPOSAL The Bidder will submit together with his offer the following documents from the manufacturer: 3.1. Valid ISO 9001 certificate, as defined in the threshold conditions Appendix 1:"statement of manufacturing experience", signed for each of the proposed item Appendix 2: "Obligation to submit damping study upon award of bid", signed for each of the proposed item Assembly drawing for each of the proposed item showing the vibration damper in at least two views, the following data shall be given on the drawing: Catalog Number Main dimensions Conductor diameter range for the damper clamp Width across flats for bolts and nuts Tolerances, Tightening torque Markings Weight Part List Materials. Coating (type and thickness). In addition for OPGW 118 & 245 (IEC catalogue number: and ) Drawing of the protection rods with the following data: Catalogue number, main dimensions (length and diameter of each rod ), marking (including identification central mark), material and no. of rods Type test reports: Bidder will submit one of the following: Type test report according to IEC (acc. to par 7 in this spec.) for each of the proposed items. Or Type test report (for one item) according to the relevant standard (and acc. to par 7 in this spec.) for similar item. And Appendix 3: "Obligation to submit type test report upon award of bid" 'signed by the bidder and the manufacturer 'for each of the proposed item. Appendix 4: "Schedule up to delivery approval", signed by the bidder and the manufacturer for each of the proposed item. 5 Page no. : 5 of 22 Remark: A manufacturer that is proposing the same item (identical) that was previously supplied to I.E.C, which I.E.C has good experience with, may ask, and I.E.C will consider, exempting from the submission of the documents in par I.E.C reserves the right to request, at its sole discretion, from the bidder to complete these documents or any other clarifications. The above mentioned documents will be in English or Hebrew. All dimensions and quantities must be in M K S (Meter, Kilogram, Second) Measurement units. Bidder which will not submit all the above will be disqualified. 4. MANUFACTURING STANDARDS The vibration dampers shall be manufactured and tested in conformance with the latest published recommendation of the following standards: IEC Requirements and tests for stockbridge type dampers. IEC Overhead linesrequirements and tests for fittings. IEC Zinccoated steel wires for stranded conductors. EN Conductors for overhead lines round wire concentric lay stranded conductors. DIN EN ISO 4017: Fasteners Hexagon head screws Product grades A and B. DIN EN ISO 4032: Hexagon regular nuts (style 1) Product grades A and B Alternative standards for DIN EN ISO 4017, DIN EN ISO 4032 should be stated by the bidder and will be considered by I.E.C. (the stated standard will be send together with the Documents for the proposal). 5

Design The damper shall be designed according to the standard IEC The vibration damper shall be designed for use on phase or earth conductors as listed in par in this spec The vibration damper shall not damage or cause corrosion to the conductor when installed or during service The vibration damper shall be of the stockbridge type only The design of the stockbridge damper shall be such as to avoid local corona formation and significant radio interference The dampers shall not contain nonmetallic materials The dampers shall be free of defects such as cracks and edges Welding will not be accepted For OPGW 118 stockbridge cat. no : The clamp will be suitable to be install on AGS armor rods or dead end set reinforcing rods: Diameter of the Armor rods of the AGS: 4.62 mm. Material and surface treatments The choice of material and surface treatments shall be such that the dampers shall be resistant to atmospheric corrosion during the entire operating time Damper Clamps Damper clamps shall be manufactured from aluminum alloy. The alloy must be resistant to cracking, stress corrosion and layer corrosion Protection Against Corrosion The clamping bolts, washers and spring shall be hot dip galvanized steel acc. to ISO The messenger cable shall be coated acc. to IEC TESTS INSPECTION AND REPORTS The following tests for each item will be made in accordance with the latest published recommendations of the standard IEC 61897: 7.1. 15 Page no. : 15 of MARKING Each damper shall be marked in a durable and legible manner with the following: Manufacturer s name or trade mark. Conductor diameter range for the damper clamp. Quality indication on bolt. Tightening torque. For OPGW 118 & OPGW 245: Each rod set will be marked with a label the label will contain the following information: The P/N Manufacturer s name or trade mark. Conductor cross section. Identification central mark (colure code). The marking will be indelible and legible. 9. PACKING The dampers (for each type) will be supplied in wooden boxes, properly packed and lagged to prevent the dampers from possible damage during shipment and storage. Each box will contain the same quantity of items. Each packing shall be marked with: IEC order number. Manufacturer name or trade mark. Conductor diameter range for the damper clamp. Number of dampers in the package. Gross weight. IEC catalogue number. Manufacturer's part number (P/N) Remarks: 1. for cat. no and the stockbridge damper and the protection rods will be packed together. 2. The wooden box dimensions shall be 1 m x 1.2 m with access for a fork lift 10. QUALITY ASSURANCE Manufacturer s Quality Assurance Program shall meet the requirements described in ISO QUALITY CONTROL Quality control requirements will be according to I.E.C standard QAPP02 Rev.4. 15

16 Page no. : 16 of DELIVERY APPROVAL CONDITIONS The successful bidder who submitted Type test report for the proposed item will submit Damping study within one month upon award of bid. sample tests reports before the shipment of each delivery The successful bidder, who submitted Type test report for a similar item, shall submit: All the required documents for I.E.C approval and within the period of time as indicated in the attached appendix 4 "schedule up to delivery approval" Damping study as in par. 7.3 for each of the proposed item Sample tests reports will be submitted before each delivery. In order to perform the tests the bidder can receive the required Conductor from I.E.C Warehouse. (Shipping costs will be at the expense of the successful bidder). "If the contractor fails to fulfill in the above requirements, in accordance with the terms of the tender documents and/or the order/contract within the periods above, it shall constitute a substantial breach, entitling the I.E.C. to be paid liquidated damages according to Tender document, and to pursue all other remedies available under the law for a substantial breach of contract." Acceptance tests: The I.E.C. reserves the right to verify the compliance of the delivered items with this specification. Delivery which will not pass acceptance tests will be rejected. 16
