1 REQUEST FOR QUALIFICATIONS STATEMENT (RFQ) CONSTRUCTION MANAGEMENT AT RISK SERVICES FOR THE GREENWOOD HIGH SCHOOL GYMNASIUM GREENWOOD, SOUTH CAROLINA GENERAL INFORMATION Greenwood School District 50 is requesting Statements of Qualifications from interested and qualified Construction Managers at Risk for pre-construction services and construction services for the Greenwood High School Gymnasium to be constructed adjacent to and at the site of the existing Greenwood High School gymnasium. The pre-construction services will include scheduling, cost estimating, and advising on constructability, phasing, and site logistics. The construction services will include responsibility as the general contractor for the construction of all the proposed work. DESCRIPTION OF PROPOSED PROJECT The scope of work for the Greenwood High School Auxiliary Gymnasium Addition includes a brick veneered with reinforced structural concrete block back-up and rigid steel frame building of approximately 12,000 square feet on a slab on grad with concrete footings in fill; long span steel joist and a low slope 4-ply built-up roofing system with insulation and metal decking will be the roof structure; and some interior non-load bearing interior partition walls of concrete block and metal studs with gypsum board comprise the interior structure. Group toilets and bleacher seating for 400 will be part of the project. All new construction will be equipped throughout with an automatic fire suppression sprinkler system. Some renovation to the existing gymnasium areas will be required to allow connection of the existing to the new addition. The anticipated area of renovation will be approximately 1,200 square feet. Extensive site work will be involved with fill being imported from off site. Architectural, Structural, Civil, Plumbing, Mechanical, Electrical and Fire Suppression Drawings and Specifications are in progress. The desired timeline is: 2013 July through August Schematic and Design Development Documents, September through October Construction Documents, November through December bidding, 2014 January through June construct Phase 1 consisting of site and foundation work, and Phase 2, July 2014 through May 2015 construct the remaining portions of the work. The school is to remain fully occupied during the life of the project. Temporary partitions and other life safety measures will be required. 1

2 PURPOSE The purpose of this Request for Qualifications is to obtain information about Construction Manager at Risk companies interested in providing pre-construction services at the discretion of the Greenwood School District 50 for this project. The information obtained will be utilized by Greenwood School District 50 to evaluate each interested company by utilizing the criteria outlined in this Request for Qualifications (RFQ). SCOPE OF WORK To be considered for selection, the Construction Manager at Risk company shall be qualified and capable to provide the following services for the proposed project: 1. Construction scheduling. 2. Construction cost estimating, including life cycle cost analysis. 3. Constructability analysis and review. 4. Phasing and coordinating site evaluation, new construction, existing construction and final site development. 5. General construction including pre-qualification of subcontractors with emphasis on MOB (Minority Owned Business) and local Greenwood area tradesmen, craftsmen and suppliers. a. The selected contractor shall be required to obtain a minimum of 3 qualified competitive bids for all work in excess of 1% of the total construction cost. b. The Owner shall be present when all bids are opened for review. c. The Owner reserves the right to pre-qualify and/or approve subcontractors. 6. Providing technical assistance and advice on the activities identified above as required. 2

3 PROPOSAL FORMAT To facilitate review of your Statement of Qualifications by Greenwood School District 50, it is requested that your submission conform to the following format: 1. AIA Document A : This document must be completed in its entirety. Original copies of this document may be purchased through the American Institute of Architects. 2. Other Supporting Data: Address the Criteria for Review as outlined below and include any other information you feel to be relevant to the selection of your company for the specific requirements of this project. 3. Qualifications Statement: The entire Qualifications Statement must not exceed fifteen (15) pages excluding the front and back covers, cover sheet, letter of introduction (maximum two pages), AIA Document A , and a statement from the Proposer s bonding company as described below. An RFQ submission exceeding this limit will not be considered. CRITERIA FOR REVIEW OF STATEMENT OF QUALIFICATIONS Listed below are the criteria to be used in screening and ranking the Statement of Qualifications for the selection of the successful company. It is understood that some criteria can and may be included in AIA Document A Bonding Capacity: (10%) A minimum single project limit bonding capacity of $10,000,000 is required. Companies not meeting this criterion will not be considered. A statement from the Proposer s bonding company confirming the Proposer s bonding capacity shall be submitted with the Qualifications Statement. 2. General Construction Experience in South Carolina: (15%) A current unrestricted general contractor s license in South Carolina is required for submission of qualifications. The Proposer shall document a good record of his company s general construction activity in the state of South Carolina within the last five (5) years. 3. General Construction Experience with Greenwood School District 50: (15%) A current unrestricted general contractor s license in South Carolina is required for submission of qualifications. The Proposer shall document a good record of his company s general construction activity with Greenwood School District 50 within the last ten (10) years. 3

Overall Qualifications of the Company: (20%) Proposer shall document his company s experience in items listed in the above Scope of Work, specifically experience as a Construction Manager at Risk on public projects whose construction value exceeds $10,000, Proposed Project Team: (10%) Proposer shall identify personnel that are proposed for the Project should his firm be selected. Provide brief resumes including recent relevant experience for the following team members: Project Executive, Estimator, Project Manager and Superintendent. 6. Experience in Working with Applicable Regulation and Procedures: (10%) Proposer shall document his company s demonstrated working relationship with the South Carolina Office of School Facilities, the South Carolina Department of Health and Environmental Control, and the South Carolina Department of Transportation as well as his understanding of the rules and regulations regarding construction of similar projects. 7. Response Capability: (10%) Proposer shall demonstrate his capacity to adequately respond to requests for consultation meetings or project administration requirements and shall include the locations of all established working offices and dates of their establishment. 8. Project Understanding: (5%) Proposer shall state his general understanding of the project requirements and the local community environment. 9. Fee and Costs: (5%) In addition to qualifications and experience, the Proposer s anticipated range of Fee Structure will be a minimal factor for consideration in the selection process. All Contract Fees will be negotiated during the selection process. For the purpose of comparison, the Proposer should base his anticipated fees on a hypothetical Construction Cost of $2,300,000, the Description of the Proposed Project and the Scope of Work as outlined in this RFQ. The Proposer is to state his estimated Fees for the following: a. Pre-Construction Services Fee: State as an estimated lump sum amount or as an estimated percentage of construction cost. b. Construction Phase Fee: State as an estimated percentage of the Construction Cost excluding the cost of 100% Performance and 100% Payment Bonds for the project. This estimated Construction Phase Fee associated with the project shall include all Overhead and Profit of the Construction Manager at Risk (General Contractor). 4

5 SELECTION OF THE CONSTRUCTION MANAGER AT RISK Companies shall have no contact related to this project with the Administration, Personnel, School Board Members or any Employees of Greenwood School District 50 or the Faculty or Staff of Greenwood High School during this RFQ process. Any such contact will subject the company to immediate disqualification for consideration for this project. All questions regarding this RFQ must be directed in writing by to the School District s Architect, Courtney Furman of Furman Architects at no later than five (5) calendar days prior to the due date of the RFQ submittal. Questions submitted later than five (5) calendar days prior to submittal of the RFQ will not be considered. It is the intent of Greenwood School District 50 to review the submitted Statements of Qualifications based on the Criteria for Review contained in this RFQ. After all the Statements of Qualifications have been screened and ranked, the School District may select the CM@R Contractor or may choose to shortlist the highest ranked Proposers for additional evaluation and/or interviews prior to making a selection. Upon determining the Proposer the School District deems most qualified for the project, the School District shall commence any remaining matters of negotiation with this Proposer. If a suitable agreement cannot be negotiated, the School District may terminate negotiations and proceed to initiate negotiations with the next most qualified Proposer. In the interest of negotiations, the names of Proposers will not be disclosed prior to the issuance of the Notice of Intent to Award. When a suitable agreement has been concluded, a Notice of Intent to Award will be issued to the selected Proposer, and all Proposers will be notified. CONTRACT It is anticipated that AIA Document 121 CMc 2003 as may be modified in negotiations will be used. A detailed scope of work and associated fees will be incorporated as part of the contract. This detailed scope of work will be developed and agreed to by the CM@R and Greenwood School District 50. It is anticipated that Fees for Pre-Construction Services and Construction Phase will be based on criteria (lump sum or percentage of construction cost) as outlined in Item 8 under Criteria of Review and that a Guaranteed Maximum Price will be negotiated at the conclusion of pre-construction services. 5

6 TERMS AND CONDITIONS Greenwood School District 50 reserves the right to reject any and all submissions to this RFQ if it is deemed in the best interest of the School District and to waive any formalities in the RFQ process. Greenwood School District 50 assumes no responsibility for costs incurred in responding to this RFQ. Greenwood School District 50 reserves the right to terminate the s contract in accordance with the provisions of the contract agreement. Any prospective Proposer who is aggrieved in connection with this RFQ shall protest in writing to the School District within ten (10) calendar days of the issuance of the Request for Qualifications. Any actual Proposer who is aggrieved in connection with the intended award or award of a contract shall protest in writing to the School District within ten (10) calendar days after the Notice of Intent to Award has been issued. SUBMISSION OF QUALIFICATIONS STATEMENT AND CONTACT PERSON The Qualification Statement is to be submitted in a sealed package as two (2) hard copies in approximately 8 ½ x 11 format and as a digital file in PDF format on a CD or USB Flash Drive labeled with the Proposer s company name. Sealed package shall be identified as RFQ Services for Greenwood High School Gymnasium.
