2 Background Scottsdale Green Building program (Anthony Floyd) Five (5) home energy ratings for GreenBuild Phoenix in 2009 Scottsdale received ~ $2.5 million of American Recovery and Reinvestment Act (ARRA) funds Development of $250,000 internal proposal to use ARRA and DOE Energy Efficiency and Conservation Block Grant money for broadened audit/rating program for Scottsdale home owners and small commercial building owners Fall Proposal approved by City Council Background $150,000 devoted to Comprehensive Home Energy Rating for home owners in south Scottsdale 2

Wastchak awarded contract for 150 audits City advertises for free audits and in three weeks, fills all 150 spots July Audits begin Summer commercial audits failed so dollars shifted to do 100 more residential audits via contract change order As of February audits completed Overview of Audit Project Comprehensive Home Energy Audit Building Performance Audit (combustion safety testing) Home Energy Rating Ratings run in REM/Rate software Report to homeowner includes: Findings & Recommendations Home Energy Rating Certificate Home Energy Retro-fit Report Estimate of typical improvement costs and average energy savings (allows for rough estimation of cost effectiveness) Information regarding available utility and government incentives and rebates Photos 4

15 Recommendations Combustion safety issues communicated at time of inspection and always listed first on list. When recommending air sealing, always include recommendation for adding ventilation if sealing will take leakage below 0.35 NACH. Only included recommendations in Retro-fit Report that were at least $10 of savings. Duct leakage always the first recommendation (if no safety issues) because of cost effectiveness. CFL light bulb Recommended air conditioner/furnace change out when unit needs to be replaced Recommendations Only recommended window change outs if single-pane, clear, aluminum framed windows. Did not recommend insulation improvements to walls, except cavity insulation or exterior stucco insulation for block walls without a decorative finish. Always recommended upgrading refrigerator to ENERGY STAR if 20+ years old removing the extra refrigerator from the garage. 15

16 Conclusions Self selection by homeowners (not representative) CFL s s, vinyl-lowe lowe windows Rising standards alone are reducing energy consumption, i.e. HVAC, water heating Homeowners don t really want handholding when reviewing report and audit finds Addition of home energy rating to audit provides quantifiable, directed recommendations Presentation Outline 1.
