2 The Parliamentary Estates Directorate (PED) acts on behalf of the owners of the Parliamentary Estate. It deals with all property operations and management, to ensure the estate is maintained and managed to agreed standards. The Design Authority, with the assistance of the Delivery and Maintenance teams and other specialists from across the House of Commons (the House ), have specific responsibilities for setting up, maintaining, and monitoring processes, systems, standards, and infrastructure to ensure quality of design, construction, operation, and maintenance. Thus ensuring standardisation, value for money, statutory compliance, and user satisfaction. The Design Authority provide a centre of ecellence that will be able to articulate generic standards, from first principles in order to deliver to set qualities, for use by anyone delivering work or projects across the whole estate and will: a. provide strategic requirements to support the quality of the estate and the business plans of both Houses. b. provide assurance that all future designs and installations are configured, standardised, compliant, and future proofed. c. provide the estate with supporting information and epertise to ensure projects and designs incorporate true life costings. d. provide assurance that the delivery team has evaluated and mitigated risk to ensure the business continuity of the House. The Design Authority roles and responsibilities incorporate standards, quality assurance, project delivery support, stake holder and client support, compliance assurance, monitoring and certification of infrastructure and equipment, records management, and specialised project delivery. The post holder reports to the Principal Engineer who heads the Design Authority for and on behalf of the Estate. The post holder will be the estates building services mechanical engineering Epert and will be directly responsible for: - Acting as the owner of mechanical building services, write and set overarching generic and specific engineering standards based on first principles. Producing engineering designs Producing designs, specifications and commissioning principles, methodologies and philosophies for internal and eternal design teams. Leading on new engineering technologies for and on behalf of PED. Monitoring engineering designs and to provide design sign off at each appropriate stage and project checkpoint. Acting as the PED mechanical engineer building services epert and representing the estate with all key eternal bodies including liaising with the Parliamentary Information Communications Technology Department. Authorising changes and modifications to ensure systems resilience and future proofing is maintained. Inspecting, surveying, and reporting on the nature, aspect, form, condition and/or construction of the estate. The post holder will manage the processes of compliance to such standards as they apply to the consultants and contactors designs, production and fabrication drawings, assembly and installation of construction projects. 2

3 The post holder will foster a culture of achieving business and project delivery ecellence, high customer service and professional standards, compliance with statutory, regulatory and legislative compliance, as well as providing best practice support and guidance. 2 Project Delivery The post holder will also be required, when opportunities eist and do not impinge onto the primary functions of the role, to deliver projects by undertaking the client facing role acting as the Intelligent Client (project sponsor) and deliver projects as a Senior Project Leader. When acting in a project delivery capacity, the post holder will act as the customer representative on behalf of the project owner or project board, as appropriate, to pro-actively lead on the delivery of comple mechanical and construction related projects. This involves understanding the client requirements, translating these into agreed and funded schemes, and overseeing the successful contracting for and completion of these schemes, to the satisfaction of the client and the Design Authority, and in accordance with our defined processes, standards and prevailing regulatory demands. 4 ADDITIONAL INFORMATION REGARDING THE POST Location This post will be located on the Parliamentary Estate. Hours Consideration will be given to candidates who wish to work as part of a job share. If you are selected for interview please inform the panel of the days/hours you are available to work. Net conditioned full-time working hours for staff of the House are usually 36 per week, ecluding meal breaks. However, a person working in your post full time would normally only be required to work 34 hours net per week. This determines the basis on which we will calculate any pro rata entitlements (e.g. annual leave). The core business hours for this post are currently 9.00am- 5.30pm. The eact hours of attendance each day are to be agreed with line management. 5 SECTION C: JOB SPECIFICATION DESCRIPTION OF DUTIES The PED Design Authority Function The Design Authority develops the engineering standards, design philosophies, and guidelines for the whole estate. The Lead Mechanical Engineer is directly responsible for the hot water services, cold water services, mains water services, soft water services, chilled water distribution and a/c systems, DX system, fire mains and protection, boosted water systems, gas distribution, air-conditioning, refrigeration systems, compressed air drainage systems, steam distribution and equipment, and control LTHW heating systems, mechanical ventilation BMS Control systems, eternal gas control mechanisms, and any other mechanical building services systems. Act as the estates Authority on Mechanical Engineering, assist in the development and management of the strategic financial and strategic mechanical engineering long and short term strategies, and maintenance planning for the Parliamentary Estate. With the Principal Engineer, develop, document, produce, and own the Mechanical Services and Infrastructure standards. Own the Mechanical building services and commissioning methodologies, evaluate proposals to ensure adaptations do not threaten service delivery. Develop and produce, as a designer in own right, own project briefs, designs and specifications and manage mechanical services and infrastructure biased projects through to final delivery and commissioning without the use eternal consultants or epertise. Monitor and identify engineering infrastructure, approaching maimum capacity, end of useful life, and obsolete technology. Undertake feasibility and option studies for epanding, replacing and future proofing and to enter recommended options into the estates project programme. Consider and research proposed new concepts to ensure they have sufficient history and engineering robustness. Co-ordinate and establish the scope and demands of the mechanical, electrical and communications infrastructures, plant and equipment and ensure they are entered into holistic accessible drawings and database. Act as the Authorised Mechanical Building Services Engineer on heat generators and echangers and pressure systems and refrigeration plant and systems for and on behalf of the estate, and in accordance with statutory regulations on mechanical installations. The Authorised Mechanical Engineer will be responsible to monitor and to field on site problems relating to engineering problems which are integral with the Safe Systems of Work on the mechanical installations on the estate. Monitor the design developments and approve project engineering designs and construction processes prior to each appropriate stage and each delivery checkpoint. Review, authorise and manage Design Sign-offs and Applications to work on eisting infrastructure on schemes to ensure the estate has consistent design management and methodologies over designers, consultants, and contractors. Support the Commissioning and Records Manager in recording and tracking all Design Sign-offs and Applications to work on eisting infrastructure. Evaluate 5

6 project design and construction methods to ensure they are configured and arranged to minimise impact and disruption to the users and business of the Houses. Evaluate project design and construction methods to ensure they comply with eisting health and safety legislation and best practice, and are safe to install, operate, maintain and decommission. Provide approval that the designers, consultants and contractors consistently produce the most cost effective project that is practicable, maintainable, energy efficient, manageable, resilient, accessible, sustainable, epandable and future proofed, asbestos free and creates a safer working environment. Add value to the tender evaluation process by assessing and evaluating consultants and contractors engineering technical competency for design and project delivery prior to appointment. Review testing and commissioning proposals provided by internal and eternal designers and Senior and Project Leaders and their teams, to ensure correct and appropriate engineering testing and commissioning is compatible and deliverable and in accordance with the eisting infrastructures and approved designs. Witness, record and provide signoff for the engineering testing and commissioning as part of PED`s handover. Assist the Commissioning and Records Manager to record and transfer sign-off information into a data base, including any deviation at end of defects period, and future maintenance or adjustment works. Provide a proactive epert service (Mechanical Services and Infrastructure) when dealing with project faults and/or failures which may be due to Consultant or Contractors error by providing early insight and evidence should a dispute follow. Provide specialist technical advice and support to other members of the Design Authority. General Deputise for the Principal if required and carry out any other duties as and when required to do so. Provide reports to committees of either House or to project boards and attend these as necessary. Use a wide range of office and project management I.T. Have achieved chartered status. SKILLS AND EXPERIENCE Substantial post qualification eperience as a designer in own right, in receiving a range of different outline tasks, developing briefs and solutions, producing mechanical services plant, equipment and infrastructure designs, through to project completion, within budget, on time, to programme and to the clients satisfaction. Eperience in being the author of standard and specific mechanical services engineering standards and guidelines, design briefs for internal and eternal designers and consultants, monitoring the design developments and providing approval at each appropriate design, delivery stage or checkpoint. Eperience of producing a range of reliability assessments and condition appraisals of comple mechanical services, plant, equipment and infrastructure. Develop findings into recommended solutions, feasibility studies, option appraisals and business cases. Eperience of acting on behalf of the client or user, as an onsite representative overseeing on site installations, monitoring testing and commissioning comple mechanical services plant, infrastructures and equipment.
