The due date for questions and bids remains the same as stated in Addendum 1. I. Attachments to the ITB A. Introduction Good afternoon, and welcome to the pre-bid meeting for ITB 17-28, National Pollutant Discharge Elimination System (NPDES) Charles County Plaza Submerged Gravel Wetland (SGW) Retrofit. My name is Amanda Willis, Senior Procurement Specialist for Charles County Government. Also with us today is Mr. Art Swann, Capital Services Program Manager and Ms. Lynnie Ball, Capital Services Project Manager, of the Department of Public Works Capital Services Division. As well as Mr. Kevin Aydelotte and Mr. Bill Stephen, with Vista Design, Inc. The County intends to contract with a single Contractor to perform construction services on the NPDES Charles County Plaza Submerged Gravel Wetland (SGW) Retrofit project. The primary purpose of this project is to restore an existing storm water management facility located in the Southwest quadrant of the Charles County Plaza retail shopping center. This project is in support of Charles County s efforts to fulfill the Maryland Department of the Environment s (MDE) permit requirements to fulfill its National Pollution Discharge Elimination System (NPDES) MS4 permit requirements. This project has been designed to treat over acres of impervious surfaces within the watershed which are currently considered untreated or undertreated. Work includes the restoration of 1

2 the existing Detention Basin and the installation of a new SGW, as described within the solicitation. All work must be conducted in accordance with all applicable County and State Specifications, and the approvals that govern the work items. This meeting will be conducted in two parts. I will first review selected portions of the Invitation to Bid within the ITB. Items not reviewed should not be construed as being less important than those reviewed. No information will be presented that is not already contained within the ITB. NOTE: PRE-BID MEETING ATTENDANCE ROSTER PUBLISHED SEPARATELY ON COUNTY BID BOARD. B. Procurement Discussion All solicitation documents may be found on the County Bid Board. Ensure all required forms and any other information required is complete and in your bid package. A complete bid package is explained on pages I-1 through I-3. Incomplete bids may be rejected. NOTE: BID DUE DATE AND TIME REMAINS THE SAME AS STATED IN ADDENDUM 1. Questions concerning the ITB should be directed to me in writing via the contact information provided in the ITB on page I-4. No information obtained from any source other than the solicitation documents found on the County Bid Board, or from myself, Mr. Swann, or Mr. Polk during this meeting, may be considered to be accurate. Please refer to the County Bid Board for all posted addendums. Bids must be valid for 120 days from the bid due date (page I-2). Term of Contract The Contractor shall complete the scope of work and all requirements contained within the ITB within three hundred sixty-five (365) consecutive calendar days. Work shall begin after the start date to be specified in the Notice to Proceed issued by Charles County Government. There is an aspirational 25% MBE goal for this solicitation. This ITB is subject to the County s Small Local Business Enterprise (SLBE) program. The protest policy is on page I-8 and I-9. The County may reject any and all bids for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. By submitting a bid in response to this solicitation, the bidder certifies that their firm is not debarred, suspended, or otherwise ineligible for participation in government procurement by the federal government, the State of Maryland, or any other state, county, or municipal government. C. Technical Discussion The Stormwater Management Facility is located off of Rt. 301 behind the Mom s Organic Market (MOMS) shopping center. The work required is clear cut and straight forward. This is a shallow gravel wetland and there is asphalt that needs to be removed and replaced. The Contractor must be mindful of their work in the project location due to cars and traffic. 2

Pre-Bid Meeting Questions # Question Response Initial Response: The County will take a look into it. 1 Any chance of changing the blue stone #57, #6 to local materials? 2 Where are the boring logs in the documents? Further Clarification: Per MDE Chapter 5 of the Maryland Stormwater Manual, ASTM DD48 type 4, 5, or 6 stones (AASHTO Nos. 4, 5, or 6) may be used. Stone sizes smaller than Type 6, including 67 s, are not to be used as the gravel media of the submerged gravel wetlands. Initial Response: They should be in the Stormwater Management Report. We can provide you a copy in an addendum. The County obtained a waiver from the Soil Conservation District to not have to go through Pond Code So you got a waiver from the Soil Conservation District to not have to go through Pond Code 378, which means? We will go through the clay core trench when we install the outlet pipes? Further Clarification: Two separate Soil Investigations have been completed. See Attachment A and Attachment B for further detail. With the waiver the core trench is not affected by this project. Correct. The Contractor will remove the clay core trench and restore the clay core after the installation of outlet pipes. 5 Is there an MOT plan for the road? Use the State Highway Administration (SHA) standard detail included within the solicitation. 6 Disposal of material? Do you have a site for that or is it the Contractor s responsibility? The Contractor will be responsible for the removal of disposal material. 7 Is it tied to a stream? 8 So the water back there is just parking lot discharge? The outfall goes through Piney Branch but there is no stream inflow. Yes. 9 So for the outfall going into that pond, is there any restrictions? As far as pond and stream shut offs? This project includes Time of Year Restrictions (TOYR). No work from March 1 st through June 15 th. This is detailed within the solicitation documents. III.
