4 Recommendations To comply with and ensure that the requirements of section 2 & of the Health and Safety at Work Act (as amended) 974, the Management of Health and Safety at Work Regulations 999, the Control of Asbestos Regulations 26 and the Control of Substances Hazardous to Health 22 are met. The following recommendations should be implemented: Undertake suitable and sufficient Risk s of identified asbestos containing materials against normal occupation and maintenance operations, in compliance with Regulations of the Management of Health & Safety at Work Regulations 999 and Regulation 6 of the Control of Asbestos Regulations 26. The findings of the survey be brought to the attention of those persons who are likely to come in contact with asbestos, in compliance with Section 2 and of the Health and Safety at Work Act (as amended) 974 and Regulation 9 of the Control of Asbestos Regulations 26. Implement an Asbestos Management Policy, Plan and review process in compliance Regulation 4 of the control of Asbestos Regulations 26. Instigate regular inspections, to record and update details of retained asbestos containing materials. Where asbestos debris or asbestos in poor condition has been found it is recommended that access is restricted and or controlled to these areas in accordance with Regulation and Regulation 6 of the Control of Asbestos Regulations 26. All identified asbestos to be appropriately identified and subject to risk assessment, management and re-inspection. Site specific recommendations in respect to the location and condition of asbestos materials identified during the course of this inspection are detailed in the Surve Data Sheets and Asbestos register. In considering the management of asbestos materials identified to date, these recommendations should be taken into consideration. It is recommended that further intrusive investigations and sampling be carried out in accordance with HSG 264, where any refurbishment, maintenance, installation or similar activity may expose asbestos materials that have remained inaccessible during this survey. This should be a refurbishment/demolition survey as documented by HSG 264. The findings of this report should not be solely relied upon in obtaining costs for proposed asbestos abatement work. Any proposed abatement /removal of the asbestos should be undertaken against a detailed specification. 5 Recommendations This report has been completed to current legislative standards, as outlined in the HSE book " A comprehensive guide to managing asbestos in premises". The guidance describes a multi stage approach, firstly identifying any asbestos hazards followed by prioritising the actions required to manage them. The various stages and the part this document plays in them is outlined below. STAGE - MATERIAL The first stage is to establish the location and condition of any asbestos containing materials. This survey reports where asbestos containing materials (ACMs) are located and what hazard they represent to anybody exposed to them. In the pages that follow there can be found a list of the various ACMs ranked into bands indicating how great a hazard they represent. The way these bands are grouped is explained below: HAZARD BAND A : points or more - HIGH HAZARD MATERIAL ACMs in this band should be regarded as having a significant potential to release fibres if disturbed. A decision should be made urgently on how to ensure that people are not exposed to the hazard, and remedial works be carried out. HAZARD BAND B : 7 to 9 points - MEDIUM HAZARD MATERIAL ACMs in this band can also be regarded as having a significant potential to release fibres if disturbed but not as much as those in risk band A. A decision regarding how these ACMs are to be managed should be made promptly but probably as part of the overall management plan. Appropriate remedial works should be carried out. HAZARD BAND C : 5 and 6 points - LOW HAZARD MATERIAL ACMs in this band should be regarded as providing a low risk to people exposed to them but precautions should be followed and regular inspection of the sites will be required to check on any deterioration in condition. HAZARD BAND D : to 4 points - MINOR HAZARD MATERIAL Similarly to Band C, ACMs in this band should be regarded as providing a low risk to people exposed to them but precautions should be followed and regular inspection of the sites will be required to check on any deterioration in condition. 6 Recommendations MATERIAL S For each sample / inspection, a Material is compiled. A points score is allocated on the basis of the examination of a number of parameters. The scoring algorithm is described in the HSE document referenced HSG 264. This scoring, and the associated banding helps rank the hazards in order of their seriousness. The parameters which go to make up the score are as follows: PRODUCT TYPE Different ACM's have different propensities for releasing asbestos fibres. This parameter provides different scores related to how likely they are to release fibres. TYPE - point Asbestos reinforced composites (Plastics, resins, mastics, roofing felts, vinyl floor tiles, semi-rigid paints or decorative finishes, asbestos cement etc). TYPE 2-2 points Asbestos insulating board, mill boards, other low density insulation boards, asbestos textiles, gaskets, ropes and woven textiles, asbestos paper and felt. TYPE - points Thermal insulation (eg pipe and boiler lagging), sprayed asbestos, loose asbestos, asbestos debris, asbestos mattresses and packing. EXTENT OF DAMAGE GOOD CONDITION - points No visible damage. LOW DAMAGE - point A few scratches or surface marks; broken edges on boards, tiles etc. MEDIUM DAMAGE - 2 points Significant breakage of materials or several small areas where material has been damaged revealing loose asbestos fibres. HIGH DAMAGE - points High damage or delamination of materials, sprays and thermal insulation. Visible asbestos debris. 7 Recommendations SURFACE TREATMENT: If an ACM is sealed inside a non asbestos layer its ability to release fibres is considerably, if not totally, inhibited. This parameter makes a judgement on the effectiveness of the seal which is often in the form of a thick paint like layer or proprietary encapsulation sealant. SCORE POINTS Composite materials containing asbestos. Eg. Reinforced plastics, resins and vinyl tiles. SCORE POINT Enclosed sprays and lagging. Asbestos insulating board (with exposed face painted or encapsulated). Unsealed asbestos cement sheets etc. SCORE 2 POINTS Unsealed asbestos insulating board. Encapsulated laggings and sprays. 8 Recommendations STAGE 2 - PRIORITY Once the hazards have been identified the HSE guidance indicates how to apply a numbering system which will help prioritise the ACMs for any treatment they require. The information the prioritising algorithm requires falls into 2 groups, both of which are aimed at calculating the level of risk that people near the hazard are exposed to. The company has not sought, and will not be seeking, UKAS accreditation for Priority s. GROUP - ACM RELATED DATA (DISTURBANCE AND MAINTENANCE ) The first group records more information regarding the ACM itself and is divided into sub groups as follows: A. LIKELIHOOD OF DISTURBANCE This section estimates how likely the ACM is to be disturbed and influences the overall score accordingly. It is divided up into subgroups as follows: A. NORMAL OCCUPANT ACTIVITY This parameter takes into account the main and secondary activities for the area, both fall into the following groups. 12 Recommendations TOTAL Adding the Material and Priority scores together produces the Total. These three scores help decide the priority to apply in dealing with each ACM. Two reports follow which are designed to rank the data firstly by Hazard Band, which identifies any urgent actions. The second report gives all three assessment scores ranked by Total Band or risk bands. These bands are grouped as follows: Although recommendations which are issued will vary according to each individual situation, it is desirable that some standardisation of action is achieved to allow Property and Engineering Managers to identify areas that require immediate attention, and to instigate planned preventive maintenance and management of asbestos containing materials. RISK BAND A 8 POINTS OR MORE HIGH RISK: The potential hazard arising from this category warrants urgent action. Immediate plans should be made for the removal/containment of the asbestos containing material. If delay in remedial action is likely to occur the affected area should initially be sealed-off and appropriate warning signs posted. Where the asbestos material is badly damaged and beyond repair, or could be subject to further disturbance, then the ACM should be removed. Where the risk of disturbance can be minimised, then the repair/encapsulation, application of appropriate warning labels and annual visual re-inspection should be considered as part of the Asbestos Management process. RISK BAND B 4-7 POINTS MEDIUM RISK: This category indicates that deterioration in any of the contributory factors may result in fibre release. Therefore all asbestos should be contained/sealed/encapsulated on a programmed basis within a specified time scale - normally within to 6 months. 13 Recommendations The condition of the asbestos material should be regularly monitored and, where necessary, sealed/re-encapsulated. Approved warning labels (where agreed in the Asbestos Management Plan) should be applied in an appropriate position to minimise the risk of accidental damage to the material. Following such remedial works visual inspection of the ACM should be carried out on a 2 monthly basis. RISK BAND C 9- POINTS LOW RISK: This category indicates the need for regular monitoring. Although the current risk of fibre release is low, this material may suffer deterioration through age/local accidental damage. Approved warning labels (where agreed in the Asbestos Management Plan) should be applied in an appropriate position to minimise the risk of accidental damage to the material. Visual inspection on a 2 monthly basis to ascertain any change in condition is recommended. RISK BAND D -8 POINTS MINOR RISK: This category indicates Priority.
