5 1.0 INTRODUCTION 1.1. What is asbestos? Asbestos is the name given to a group of naturally occurring fibrous silicate minerals, whose varied properties such as resistance to heat, mean that it was used within the formulation of many building materials. The prime usage of asbestos within construction and other uses was approximately from the 1950 s and up to Use of most asbestos was banned in the UK in 1985 with the exception of some highly specialist applications, with a total ban being enforced in 1999, therefore for any construction post 1999 it can be reasonably assumed that it does not contain asbestos within its fabric. Asbestos has been classified as a class 1 carcinogen that is it should be regarded as carcinogenic to man. In order for asbestos to be hazardous to health it must be of a condition that will give rise to airborne breathable fibres. Notably an asbestos containing material s condition and treatment must be in a state whereby fibres can be released, alternatively physical or natural disturbance of an asbestos containing material must be undertaken. Asbestos containing materials are not hazardous where they are effectively managed and maintained in a good state of repair. Owing to the widespread use of asbestos materials within buildings, it is accepted that there is now a naturally occurring element of asbestos within the environment 1.2. The Duty Holder Under Regulation 4 The Duty to Manage of the Control of Asbestos Regulations (CAR) 2012, the BBC recognises their responsibilities as a duty holder to: a) Take reasonable steps to find materials in premises likely to contain asbestos and to check their condition; including the need to inspect all accessible areas. b) Presume that materials contain asbestos unless there is strong evidence to suppose they do not; c) Make a written record of the location and condition of asbestos and presumed asbestoscontaining materials (ACMs) and keep the record up to date; d) Assess the risk of the likelihood of anyone being exposed to these materials; and e) Prepare a plan to manage that risk and put it into effect to ensure that; i) Any material known or presumed to contain asbestos is kept in a good state of repair: ii) Any material that contains or is presumed to contain asbestos is, because of the risks associated with its location or condition, repaired or if necessary removed; and iii) Information on the location and condition of the material is given to anyone potentially at risk The BBC fulfils their role as duty holder by appointing competent persons to undertake the safe management of asbestos within their premises, for which they maintain responsibility. 5

6 1.3. Management responsibilities The BBC chosen Facilities Management Team (IFM), as part of their duty to manage asbestos under Regulation 4 of the Control of Asbestos Regulations (CAR 2012), have employed Interserve Environmental Services as the Asbestos Management Team (AMT) to manage all buildings containing ACMs as listed under the BBC Property Portfolio where the BBC are deemed to be the duty holder. Confirmation of which buildings fall under this category can be obtained by contacting the Asbestos Project Manager. The AMT will authorise issue of the register to competent building managers of the BBC Estate Only. This register is not intended to be used as the basis of any project, building or maintenance works which may involve disturbance of asbestos-containing materials. Prior to any works the Asbestos Project Manager MUST be consulted for specific information and advice. In areas where extensive building refurbishment or demolition is proposed which could lead to disturbance of ACMs, it is the requirement under the control of Asbestos Regulations 2012 (CAR) to undertake a Refurbishment/Demolition Survey as described in HSG264. (This survey must be undertaken by UKAS accredited consultancy companies and in conjunction with the Interserve FM/Interserve Environmental Services Team). Licensed contractors selected from BBC approved list should remove all ACMs prior to commencement of such works 1.4. Training As a minimum, asbestos awareness training is required to be given to employees whose work could potentially expose them to asbestos. Such training shall meet the minimum requirements as set out by the United Kingdom Asbestos Training Association (UKATA). Appropriate refresher training shall be provided as necessary or sooner where there may be a significant change in regulatory standards, guidance or approved codes of practice. Other groups including, Facilities Management staff and asbestos consultant staff shall require training appropriate to the roles in which they undertake. 6

7 Information for all BBC staff and for those with specific responsibilities is published on myrisks. Training can be arranged by the FM or through the AMT. All Persons engaged to work at BBC Premises shall attend as a minimum attend the induction training. This training will include an overview of the BBC organisational arrangements for the Management of Asbestos and any emergency procedures or reporting 1.5. Emergency Procedures In the event that there is a suspected or potential disturbance of an ACM then the following outline procedure should be followed by any member of staff or contractor. All incidents should immediately be reported to the NSC via phone call to 0490 from any BBC phone or via from external phones. The NSC will follow the defined asbestos incident script to ascertain basic information on the suspected incident. The NSC will instruct the reporter to make sure the area is isolated until the presence of asbestos can be proved or disproved. Once this information has been gathered the NSC will communicate with the APM via phone call and the details of the suspected incident and the immediate actions taken to that point. The incident summary will then be communicated to the agreed asbestos incident communication group to keep them updated Register information The basis for the asbestos register is compiled using historical survey information dating back to the 1990s. This information has then been supplemented with new surveys that have taken place in the intervening years. However no full site wide sampling survey has been conducted since this time. This Register is compiled from historical survey information, bulk samples and annual inspections of asbestos containing materials which have taken place within: C BBC Caversham Club The main aims and objectives of these site surveys were: a) To positively identify those areas of the above building where ACM is present. b) To take samples and identify the type and extent of ACMs present. c) To assess the state of repair and general condition of ACMs and provide a risk assessment for each item. 7

8 2.0 GENERAL SITE AND SURVEY INFORMATION 2.1 Restrictions and Limitations Accessible is defined as reasonably and safely reachable on foot, or from a stepladder up to 3m, or by removing a cover which is screwed in place, and without damaging fittings or decorations. The opening of electrical equipment (e.g. switch boxes), plant (e.g. boilers, air handling units and ducted systems) and hazardous installations (e.g. chemical containers) is specifically excluded unless accompanied by qualified competent persons. Inaccessible floor and ceiling voids (e.g. under fitted carpets/floor coverings or technical equipment, above fixed ceiling tiles) have not been penetrated or accessed nor has heavy furniture or technical equipment been moved. The lifting of tongue and groove ceilings and floors has been specifically excluded. Wall cavities, service risers, ducts and other voids may be blocked or bricked in. These will only be detected where shown on the drawings provided and may not be accessible unless there is a hatch or other opening present. Lift shafts and cars and similar areas containing moving machinery have not been inspected, neither has the inside voids of partition walls, soil pipes etc unless otherwise stated. Aluminium clad and foil-faced man-made mineral fibre insulation has not been inspected beneath unless the surveyor had strong reason to believe residual asbestos debris may be present. Fire doors have been accessed via unscrewing of kick plates / hinge plates or locks. All Fire doors, Smoke Doors and Plant Room Doors and 20% of all other doors have been investigated. Ducts have been accessed only where possible. In all cases where reasonably practicable the ductwork has been recorded as lined or 'lagged' Yes or No. Note: this list is not exhaustive. Should there be any doubt as to whether an area or item has been inspected please refer this query to the Asbestos Project Manager. 2.2 Summary of Limitations specific to: C BBC Caversham Club The survey information has indicated specific inaccessible areas and elements found during the survey in Table2 Asbestos Register. HSG264 states that where access cannot be gained to an area it must be presumed that it contains asbestos. Further destructive surveying should therefore be undertaken should planned works be likely to affect these areas. The requirements of CAR 2012 are to undertake, as a minimum an annual inspection of asbestos. 8

9 For these purposes, we have also included within Table 2 Asbestos Register, the No Access details. This is to allow the information to be accessed and updated on a regular basis. It should be noted that even when there is no asbestos found in any particular area, it is not a guarantee that this location does not have asbestos present. Due caution must always be used when dealing with building materials and any suspected materials must be registered and left undisturbed until further investigation proves it is safe to proceed. Using standard polarised light microscopy (PLM) as detailed in the Analyst s Guide (HSG 248) it may not be possible to identify very fine asbestos fibres such as those present in some textured coatings. It is recommended that all textured coatings should be considered to contain asbestos fibre unless they are analysed using Scanning Electron Microscopy (SEM). 2.3 Bulk Sampling and Identification To minimise the risk of exposure to fibres and damage to decorations or fabric not all ACMs were sampled. Some were visually identified and strongly presumed or presumed to contain asbestos. A material is defined as strongly presumed to contain asbestos if fibres are visible and have the appearance of asbestos; or if similar construction exists and laboratory analysis of one of the materials has confirmed the presence of asbestos. A material is defined as presumed to contain asbestos if no fibres are visible but asbestos is known to have been commonly used in the manufactured product at the time of installation (e.g. floor tiles, ceiling tiles, insulating boards etc.) 2.4 Buildings/Areas Included in the Survey All areas occupied by the BBC were included in the survey. 2.5 Buildings/Areas Not Included in the Survey Some areas were not accessed. Please see Table 2. If any doubt as to scope of survey, please contact the AMT. 9

10 3.0 RISK ASSESSMENT AND PRIORITISATION SYSTEM 3.1 General The risk assessments for asbestos materials in this survey are calculated in accordance with MDHS100 (this scoring is now detailed in HSG264) and HSG227. The material risk assessment algorithm is an assessment of the condition of the ACM. The algorithm used considers four parameters: product type; extent of damage; surface treatment and asbestos type (Note: If presumed asbestos type is unknown then material will be presumed to contain crocidolite as a worst case). Each of the parameters is scored and added to give a total score between 2 and 12: Materials with scores of 10 or more should be regarded as High Risk with a significant potential to release fibres if disturbed Those with a score between 7 and 9 are regarded as Medium Risk Materials with a score between 5 and 6 are Low Risk Scores of 4 or less are Very Low Risk The priority risk assessment looks at the likelihood of someone disturbing the ACM. 12 3.2 Category 1 High Priority (>18 Points) Category 1 indicates materials, which contain asbestos and are in a condition and/or location, which require urgent attention. High (>18 Points) materials are not suitable for remedial measures and should be removed as soon as possible. 3.3 Category 2 Medium Priority (13 18 Points) Category 2 indicates that the material contains asbestos and is in a condition and/or location, which require some action. This action would include encapsulating the material either by applying a sealant coat to the surface of boards or enclosing within impervious panelling. Warning labels should be fixed to the encapsulating material in order to alert site occupants to the presence of asbestos and thus to avoid the risk of accidental damage. These materials should be removed as part of a phased removal programme. 3.4 Category 3 Moderate/Low (<13 Points) Category 3 indicates that the material contains asbestos but is in a condition and/or location which does not give rise to a significant health risk PROVIDED IT REMAINS UNDISTURBED either by routine maintenance or by personnel carrying out routine daily work activities which could cause impact or abrasion of the material. Category 3 Moderate/Low is valid as a priority rating only if this proviso is maintained. Clients are advised to be alert to any changes in work activities in areas where Category 3 risk material is located. The BBC Asbestos Strategy Document contains guidance on managing the risks of asbestos containing materials. Please refer to this document for guidance or contact the Asbestos Project Manager. 12

13 4.0 SURVEY RESULTS The Asbestos Schedule is located in Table 1. Areas surveyed are outlined on the accompanying drawings. Information on items that have been sampled and identified as ACM or that are presumed to contain ACM is highlighted within this report. Table 2 lists those areas that could not be accessed or had limited access. These are areas or materials that were not accessible for sampling. These areas must be presumed as containing ACM until it can be shown otherwise by more rigorous survey techniques. In order to maintain a concise report, this report is based on positive reporting only, i.e. areas of No Asbestos are not listed individually. If a Floor level or room is not identified within Table 1, it may appear on Table 2. If it does not appear on Table 2, then the area is deemed to contain no ACM, subject to the limitations of Survey Type. For additional detail regarding such areas, information may be available on the accompanying drawing(s), or can be extracted from within the Database, via the AMT. 13
