2 1. OVERVIEW OF PROJECT Metallurgical Industrial Development Acceleration & Studies (MIDAS) is an applied research, commercialization and digital fabrication training facility in Trail, B.C., focused on the metallurgical sector that exists in the region surrounding the Teck Trail Operations smelter. MIDAS makes recent advances in manufacturing technology (including 3D Printing) accessible to West Kootenay companies, entrepreneurs and students. MIDAS is a partnership between the Kootenay Association for Science & Technology (KAST) - a non-profit society active in the West Kootenay since and industry partner Fenix Advanced Materials, which produces high-purity metals for the semiconductor market. The Government of Canada has provided basic financial support for MIDAS capital expenditure on digital fabrication laboratory equipment, including installation, to enhance the region s existing expertise in rapid prototyping, advanced manufacturing and 3D printing. The client now wishes to engage a Construction Manager to provide construction services using a CCDC 5B Canadian Construction Documents Committee Contract (with amendments). This project is a renovation and facility upgrade to the existing building at 2950 Highway Drive in Trail BC. The construction budget is approximately $400,000- $450,000 (includes estimate of CM fees). The project phasing has some flexibility but the project is expected to begin in January 2016 and be completed no later than the end of May, The owner has hired, under separate contract, a design team led by Cover Architectural Collaborative Inc. for the design and construction phases of this project. 2. CONTACT PERSON AND ENQUIRIES All enquiries related to this request for proposal are to be directed as follows: Narelle Sookorukoff- narelle@coverac.ca phone: KEY DATES RFP Released: Friday, December 18th, 2015 RFP Closes: Tuesday, January 5th, SCOPE OF PROJECT Construction Management and Construction Services are required for work as follows (review in accordance with attached plans): CODE AND LIFE SAFETY ISSUES: First priority Reconstruction of fire separations Fire alarm upgrades Corridor and emergency exit lighting Structural shear wall construction AHU for North Area (to service Electronics Area and Learning Centre) ELECTRONICS ROOM: Second priority project Demolition to create new openings between electronics area and learning centre Mechanical requirements for ventilation Electrical requirements to service equipment as specified by electrical drawings SHOPBOT ROOM: Third priority project Construction of new walls 3

4 Mechanical requirements for dust extraction to be put in place Electrical requirements to service equipment ROOF PONDING Water ponding on roof over north end/ single storey of building to be addressed WOOD WORKING/ METAL WORKING/ CASTING AREA Demolition and construction of walls to match layout in attached drawings Electrical and mechanical requirements to be completed LEARNING CENTRE/ OFFICE AREA Demolition of walls to match layout in attached plans Facilitate electrical and mechanical requirements Owner is completing some portions of the work such as ordering of equipment, etc. 6. SCOPE OF SERVICES The intent of this proposal is to identify a construction manager/ contractor to provide preconstruction phase advisory services as well as construction services as outlined in CCDC 5B- Construction Management Contract- for Services and Construction. In general, services will include but not be limited to: PRE-CONSTRUCTION PHASE: Scheduling Constructibility Reviews with Owner and Consultant Cost Control Open-Book Procurement of Materials and Sub-Contractors Risk Mitigation CONSTRUCTION PHASE: Scheduling Procurement and Payment Supervision/ Coordination Safety and Quality Control Cost Control and Coordination with Owner Supplied Services and Equipment POST-CONSTRUCTION PHASE: Coordination of Deficiency Work Substantial Performance Application 4

5 Warranty Administration and Repair 7. CONTENT OF PROPOSAL Please submit the following information as part of your proposal: 7.1 CONSTRUCTION MANAGEMENT TEAM: Names and experience of key people to be assigned to the project 7.2 RELEVANT EXPERIENCE: A brief listing of relevant project experience to confirm company capabilities. 7.3 CONSTRUCTION MANAGEMENT SERVICES: Provide confirmation of services to be provided and understanding of project scope. 7.4 FINANCIAL PROPOSAL: A) Provide a fixed or percentage fee for non-construction related services based on the services requested and outlined in CCDC- 5B. B) Provide a listing of time-based rates and expenses for personnel to be employed during the construction phase of the project. 7.5 REFERENCES: Provide reference names and contact information or testimonials of previous experience. 8. AWARD AND START-UP/ COMPLETION Award of this contract will occur in early 2016 with immediate start-up expected. Overall completion of the project is required by May 31/ GENERAL Proponents should be aware that some portions of the building have tenants, and attempt should be made to limit disruption to these areas. As certain areas of the project are completed (such as the electronics room), the client will begin to selectively use these spaces. Temporary construction measures will be required to maintain cleanliness, safety and security. END 5
