BELT BUCKLE, SAFETY AWARD PUBLICATION This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 2. TxDOT is committed to procuring quality goods and equipment. We encourage manufacturers to adopt the International Organization for Standardization (ISO) standards, technically equivalent to the American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q ), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources. Manufacturers should note that future revisions to this specification may require ISO certification. 3. The LOGO to be imprinted on the goods covered by this purchase is copyrighted by TxDOT. The vendor is advised that permission for use of the LOGO is granted for meeting the requirements of this order. Any person or company wishing to use this LOGO for other than this purpose must contact the Intellectual Property Group of the General Services Division at (512) PART II SPECIFICATION 1. SCOPE: This specification describes the requirements to provide belt buckles for presentation by TxDOT to employees for safety awards. The type of belt buckle will be specified on the solicitation. 2. DESIGN AND MATERIAL REQUIREMENTS 2.1. Buckle shall meet the following requirements: Type: Safe Operator 15 and 30 Years Shall be manufactured by the sand cast process Shall be solid bronze 85 or tin bronze or TxDOT approved equal Size shall be 2 5/8 in. high x 3 1/2 in. wide, and 1/8 to 3/16 in. thick Background shall be recessed a minimum 1/32 in. from the front rim of the buckle Logo and lettering shall be raised a minimum 1/32 in. from background. (See Attachment A.) All raised areas (logo, lettering, and rim) shall be satin finished. The remainder of the buckle shall be oxidized in black Buckle shall be curved to an elevation of 21/32 in. height at the center. 1-3

2 Buckle shall have curved prong, curved 1/8 in. from the buckle and 5/16 in. in length. The prong shall be an integral part of the casting. See Attachment A for approximate location Buckle shall have swivel type loop to accommodate a 1 1/2 in. wide belt. The swivel supports shall be 9/32 in. in length and shall be an integral part of the casting. See Attachment A for approximate location Tolerance of plus or minus 1/32 in. will be allowed on all above dimensions except for the minimum stated in Para and Allowable variations shall be proportioned Buckle shall be completely coated with a clear lacquer protective coat Buckle shall meet the following requirements: Types: SAFE OPERATOR 25 and 35 YEARS NO INJURY AWARD Shall be manufactured by the lost wax cast process Shall be silicon bronze, Alloy No. CD 875 or TxDOT approved equal Size shall be 2 3/4 in. high x 3 3/4 in. wide x 1/8 in. thick Background shall be recessed a minimum 1/32 in. below raised areas and oxidized in black ink All lettering and stars shall be recessed into the raised areas and oxidized in black The outer edge of the buckle shall be a rope design The outer raised ring and the raised shape of the State of Texas shall be polished satin finish Buckle shall be curved to an elevation of 21/32 in. height at center Buckle shall have curved prong, curved 1/8 in. from the buckle, and 5/16 in. in length. ART WORK: TxDOT will provide black and white art work. 4. PRE-PRODUCTION SAMPLE: Vendor shall submit a pre-production sample to TxDOT for approval within 28 calendar days after receipt of purchase order. The sample shall be checked for compliance with specifications and vendor will be notified within five calendar days whether sample is approved. If approved, the pre-production sample will become a part of the first order. Vendor shall not proceed with production of remainder of buckles until notified by TxDOT that the sample is satisfactory. 5. PACKAGING: Each buckle shall be individually packed in a two piece cotton lined, white gift box. Buckles shall be shipped in minimum 200-pound test cardboard cartons. Each carton shall be identified as to contents. 6. ACCEPTANCE AND PAYMENT: All belt buckles will be inspected upon receipt. Inspection will not take more than five working days. Payment will be processed within 30 days after the inspection has been completed and TxDOT determines that 2-3

3 the material delivered meets specifications or the day on which a correct invoice for the material was received, whichever is later. 7. WARRANTY: The belt buckle shall be warranted against all defects in material and workmanship for a period of not less than 12 months. If the manufacturer s standard warranty period exceeds 12 months, then the standard warranty period shall be in effect. 3-3
