2 Project Description NOVA Parks (a public body) is seeking proposals for providing design, engineering and permitting services for expanding approximately 1.1 miles of the W&OD Trail into a dual paved trail network. The project area extends from Grove Avenue to the east side of Little Falls Street. NOVA Parks (Owner) shall select a Consultant to complete the work and manage all necessary subconsultants. There will be one contract between the Owner and the Consultant, who will be the team leader and shall be responsible for coordinating all aspects of the design and engineering within the project scope of services. Consultants are encouraged to take steps so that Disadvantaged Business Enterprises (DBE) and Small, Women and Minority Businesses (SWaM) have the opportunity to compete for and perform services on the contract. If the consultant intends to subcontract a portion of the services on the project, the consultant is encouraged to seek out and consider DBE and SWaM firms as potential subcontractors. The consultant is encouraged to contact DBE and SWaM firms to solicit their interest, capability and qualifications. The current trail system includes a 10 foot wide multi-purpose asphalt trail and a meandering gravel walking trail. The proposed trail system will consist of two asphalt trails separated by a paved median of varying width. The existing gravel trail shall be removed. 2

3 Detailed survey of the project area was recently completed by CAP Land Surveying and a PDF copy is attached to this RFP. CAD files of the survey will be made available to the Consultant for use during project design. NOVA Parks has completed some preliminary analysis and planning of the project. In general, it has been determined the best approach will be to construct an 11 foot wide bicycle trail in the general location of the existing trail and construct a new 8 foot wide pedestrian path to the north. NOVA Parks may provide lighting on this project at a future date. In order to ensure lighting 3

4 compatibility with the project design, the Consultant team shall include a trail lighting expert. The Consultant shall provide 30% lighting plans for the project that will include lighting fixture/pole selection and location. There are numerous private and public utilities that traverse the property. Consultant shall be responsible for accurately determining horizontal and vertical location of utilities that may be impacted by construction. The proposed improvements will require site plan approval from the City of Falls Church. Minimum services to be provided by the Consultant include: Site demolition and grading plan E&S plans Utility locating Dual trail plans including all necessary drainage/culvert improvements New curb ramp, sidewalk and crosswalk plans at all intersections Trail and roadway striping and signage plans Landscaping plans Storm water management and detention plans 30% trail lighting plans Project sequencing plans that will maintain trail continuity at all times during construction All work necessary to obtain project approvals from City of Falls Church. The Consultant shall apply for and obtain all necessary permits on behalf of Owner. Owner shall pay all permit fees. Proposals must be received no later than Tuesday, April 17, 2018 at 2:00 p.m. Eastern Standard Time. 4

5 Proposal Submission Requirements Proposals shall identify the range of services available through the Offerer and a listing of proposed subconsultants. Offerers should demonstrate the qualifications and experience in the design and implementation of similar projects for all team members. Offerers should identify the principals who will direct the work for each team member as well as the individuals who will manage the project day-to-day. Resumes shall be provided for all team members that will work on the project. A listing of client references from similar projects is required for both the Offerer and any subconsultants. References shall include the following: A project description and photographs Total project cost (design and construction) Cost of serviced provide by the Consultant Project date of completion Name, title, agency/company affiliation, telephone number and address of contact person Offerers should provide three complete copies of their proposals. NOVA Parks will retain all material received in connection with this solicitation. 5

6 Procurement Procedures Written proposals should be sent to the attention of Todd Hafner, Senior Project Manager, at NOVA Parks Headquarters, 5400 Ox Road, Fairfax Station, Virginia 22039, and must be received no later than Tuesday, April 17, 2018 at 2:00 p.m. Eastern Standard Time. The ranking and selection of the preferred Offerers and the awarding of any professional services contract shall be in accordance with the provisions of the Virginia Public Procurement Act. Selection will be based on qualifications, experience, competency, demonstrated ability to perform the work in a timely and effective manner and approach to the project. Consideration shall also be given to the Offerers' non-binding fee estimates provided at the interview stage of the selection process. Proposals will be reviewed and evaluated by a selection committee appointed by NOVA Parks, which will "short-list" two or more qualified Offerers who will be invited for interviews. The interviews may be conducted formally or informally, depending on the nature and number of responses to this solicitation. Offerers have the option of completing the interview via conference call in lieu of traveling to NVRPA headquarters. At the interview stage, Offerers will be asked to elaborate on their experience and qualifications and on their approach to the project, and to demonstrate their knowledge of and familiarity with issues, problems and circumstances, which might be encountered in carrying out the consulting project. Also, the Offerers will be asked to provide non-binding fee estimates for the professional services contemplated to be rendered. The format of the required fee estimate will be sent to those Offerers selected for interviews. Offerers are not required to include fee estimates in the initial proposal submission. Upon completion of the interviews, the selection committee will rank those Offerers who were interviewed in order of preference. The Director of Planning and Development will enter into negotiations with the first Offerer in an effort to arrive at a mutually acceptable fee arrangement and professional services contract. In the event the negotiations are successful, a professional services consulting contract will be offered in accordance with the NOVA Parks' contracting procedures. In the event such negotiations are not successful, the Director of Planning and Development will discontinue negotiations with the first Offerer and will enter into similar negotiations with the second, and so on, until an acceptable contract is obtained. NOVA Parks reserves the right to reject all proposals if, in its sole judgment, the responses to this solicitation are unsatisfactory or inadequate; it elects to substantially modify the magnitude or scope of the project; or it elects to abandon or defer the project.
