2 LWIB Executive Committee Special Meeting Item #2 August 12, 2014 Submitted By: Chad Pettera Item Butler Workforce Center Request for Proposals for Leased Space Background The Butler Workforce Center is being forced to relocate, due to the sale of the current building by the building owners. A Request for Proposals (RFP) was issued on Aupril 25, 2014, and closed on May 28, A total of seven proposals were received and reviewed by a task force. Members of the task force included Carol Lee, Kansas Department of Commerce; David Alfaro, Butler County Economic Development Director; Mayor Michael Fagg, City of El Dorado; and Rod Blackburn, LWIB Chairman. After initial scoring, four sites were selected for tours. The tours were held on July 14, 2014 and attended by task force members, as well as Workforce Alliance and Kansas Department of Commerce staff. Following the tours, two sites were selected as finalists and presented to the Local Workforce Investment Board (LWIB) for consideration on July 17, The LWIB directed staff to negotiate with the two finalists for final costs for the lease and for building improvements. Layouts of the two facilities have been prepared by staff, and the final bids are: 615 N Main: Square Foot 2,740 / Price Per Square Foot with requested improvements $ N Main: Square Foot 2,433 / Price Per Square Foot with requested improvements $22.06 The two proposals are included on the following pages. Of the two sites, staff recommends 524 N. Main. The overall cost of the facility will be lower, there will be access to shared rooms available in the future for events, the build out can mirror the new Wichita Workforce Center, and the Mental Health Association will be located in the same facility for customer access and for shared building maintenance. Finally, this location has access to better parking, and the building has better street visibility. Recommended action Authorize the Chief Executive Officer to enter into a lease agreement for the Butler Workforce Center. 2

17 Introduction Allow me to introduce myself, my name is Eddie Dean I have been a resident in El Dorado, KS for 48 years. I have been a self-employed businessman for 40 years in the El Dorado area. I started my own construction business in 1974 and earned my real estate license in I currently, along with my son, operate Custom Homes by Dean and Sons. We are VA and FHA approved builders, and licensed in the State of Kansas as Residential and Commercial Contractors. I am also a current and upstanding stockholder in the Community National Bank & Trust. Our company was established in We have owned and leased offices in our building for 19 years, and currently lease other offices in our building to RCIL and TJ Rogers Beauty Salon. We are enclosing our letter of Good Standing with the State of Kansas. As licensed builders, we are up to date on all building codes, laws, and regulations. The office building we have available for lease is located at 613 N. Main, El Dorado, KS. The building has everything that is required and if not, we are more than qualified to install as needed. I currently have two office staff located in my office. The building is inspected once a year with the El Dorado Fire Department so that we remain up to date with all fire codes. We have a once a year inspection from Kaiser Pest Control. We are currently renovating the front of the building so that it is more visible from the street and parking area. 17 1

18 Statement of Work General Criteria a. Lease space is located at 613 N. Main, El Dorado, KS, within city limits b. Easily accessed and located on a main street of the city c. Restrooms for customers are located within the building next to office space d. Off street parking is available and abundant e. Our facility door openings are all ADA compliant f. All telecommunications wiring, outlets or jacks are installed in the building g. Security system is available if you choose to have it activated h. Accessible 365 days a year 24 hours a day i. Approximately 2500 square feet available Services provided by our facility Repair of Facilities a. We will furnish and maintain water, sewer, gas, electricity, airconditioning and heat. We will pay all monthly bills for water, gas, electricity, and taxes b. Maintenance and landscaping surrounding the building and parking areas c. Snow Removal d. Regular custodial service and trash removal e. All bathroom supplies as well as maintenance and cleaning f. Maintenance of building including lighting fixtures and bulbs g. Heating and Air-Conditioning maintenance h. Window washing of exterior windows on a regular monthly scheduled interval a. We will repair and maintain all walls, windows, doors, roof, floors, foundation, heating and air-conditioning as well as plumbing, sewer lines, and electrical wiring b. We understand it is our responsibility for any cost that may occur for the repairs Space Design and Construction Requirements a. Parking areas are paved and have adequate drainage, striping, or bumper blocks b. Parking is available in front (south) of building and to the west of the building 18 2

19 Finished Materials c. All walkways and parking areas are ADA compliant and equipped with signs and markings d. Our building is equipped with telecommunications and some fiber optic wiring, outlets or jacks. If need be, we will work with your data and voice service provider to make sure we have adequate services at all workstations. e. Entire office has sound insulation already in place f. We offer common area public restrooms (male and female) located close to office areas. g. All restrooms will be maintained as needed. h. Our building is not equipped with any water fountains at this time i. Our building is not equipped with a double door vestibule. There will not be one installed. The entryway presently on the building is ADA compliant. j. Our building currently has a lighted sign located on the front of the building above the lease area front door. It can be changed out with your work force logo. k. We also have a sign located next to the main street for additional exposure l. We currently have double pane windows with low E tint on all of the exterior windows a. We understand it is our responsibility to maintain and improve or replace all materials due to typical wear and tear. b. We will install new carpet and repaint all interior walls in the 5 year increments as requested. c. Carpet will not be less than 28 ounces in weight, walls are painted all eggshell finish and can be easily cleaned d. Bathrooms and break rooms currently have 12x12 inch vinyl flooring e. All offices have rubber cove base f. All bathrooms have 4 inch rubber cove base if need be we can change to 6 inch, and we have 8 inch Formica back splash if need be we can change that to tile. g. Ceilings are currently 2x4 ft acoustic tile with lay in light fixtures h. All doors are 36 inch openings and have door stops and all security access doors have a door closure on them i. All restrooms and toilets are equipped with mirrors, soap dispensers trash containers, toilet paper holders, and toilet privacy partitions j. Each restroom is equipped with 2 water closets and men s is also equipped with one urinal. k. All exterior windows are not equipped with blinds at this time. We will install all horizontal blinds on all exterior windows. 19 3

20 Safety and Security a. Our building is inspected once a year with the El Dorado Fire Department b. Fire extinguishers are provided c. All exits are marked by approved illuminated signs and battery back up d. Exterior doors are equipped with key locks e. All interior offices will be equipped with locks with three keys provided f. All master keys will be located in a key box in our office g. Building is equipped with exterior site lighting on the south (front) and west sides of building h. Exterior lighting is currently controlled by photo censor and time clocks i. Fire alarms, smoke detectors, and an automatic sprinkler system is not required for this building j. Building is equipped with emergency lights k. Building walls and doors meet all fire rating code l. There has never been any asbestos abatements since we have owned the building and we are unaware if there is any asbestos in the building structure m. Air conditioning units are self contained within the lease space, air conditioning are 2 zone n. If Work Force determines that there is a security issue we will discuss the repairs or changes needed 20 4

21 Conclusion We believe our facility meets all requirements for the Work Force Alliance. We have enclosed a project cost proposal for removal of two interior walls so that we can meet the size of offices you requested. We appreciate your willingness to take the time to read through our proposal and feel we will make great working neighbors.
