1 STAFF REPORT Meeting Date: June 5, 218 To: Honorable Mayor & ity ouncil From: Darren Grilley, ity Engineer Robert Welch, Project Manager Subject: Metro Purple Line Extension Section 1, La ienega Station onstruction Update Attachments: 1. Location Map 2. Project Schedule 3. Sound Wall Graphics Design oncept INTRODUTION This report provides details about the upcoming work in the La ienega Station area. Estimated to occur in June 218, Metro s contractor, Skanska Traylor Shea (STS), will remove the k-rail from the north side of Wilshire Boulevard. Once the k-rail (construction barrier) is removed, STS will begin the next phase of work, which includes jet grouting activities west of La ienega Boulevard and excavating the La ienega station box. Metro may haul excavated materials to and from the Fairfax station through the ity of Beverly Hills once all lanes of travel are open on Wilshire Boulevard. DISUSSION On February 21, 217, ity ouncil approved the Memorandum of Agreement (MOA) detailing the permit conditions for the Design-Build onstruction work of the La ienega Station. In September 217, STS completed the piling phase of work and began the weekend closures of Wilshire Boulevard to perform decking. The decking closures were completed in January 218 five weeks earlier than expected. Following decking installation, the contractor worked behind the existing (k-rail) with intermittent lane closures. It is anticipated that the k-rail will be removed the weekend of June 15, 218 and traffic control associated with jet grouting west of La ienega Boulevard will be implemented. Once all the k-rail associated with these activities is removed and all traffic lanes are open, traffic signals and turn lanes will be restored in the construction area. Metro and the ity are working to determine where parking can be restored on Wilshire Boulevard.

2 Meeting Date: June 5, 218 Jet Grouting in Los Angeles The contractor is currently performing jet grouting activities east of San Vicente Boulevard in Los Angeles. The work requires eastbound lane reductions on Wilshire Boulevard in the ity of Beverly Hills and is anticipated to be complete in June. Jet Grouting west of La ienega The weekend of June 15, 218, the contractor will set up traffic control for jet grouting west of La ienega Boulevard, between Le Doux Road and arson Road. This may require directional closures on westbound Wilshire Boulevard as the contractor removes and relocates the k-rail currently on Wilshire Boulevard to west of Le Doux Road. Equipment will be set up in the center median behind k-rail and fencing. The jet grouting at this location is anticipated to last approximately six months. Two lanes in each direction will remain open during peak traffic hours, Metro may require additional lane closures and intermittent directional closures during off-peak and weekend hours. Left turn and through movements will be restricted at Le Doux Road, Stanley Drive and arson Road. Jet grouting activities are allowed from 7 am until 8 pm and the contractor may perform clean up activities from 8 pm until 1 pm. Bus stops will be temporarily relocated out of this zone. Hauling from the Gale Staging Yard With the decking now in place, work efforts are focused on excavating the station area and hauling materials from the site. This work is done from the Gale Staging Yard and ity staff will adopt traffic management plans to limit the number of truck trips allowed per day in accordance with the Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR). The FEIS/EIR estimated between 4 and 8 trips per day during station box construction. The trucks will typically enter the Gale Staging Yard using North Gale Drive and exit by turning west onto Wilshire Boulevard and then travel south on La ienega Boulevard. Hauling from the Fairfax Station Once jet grouting is complete and all lanes are restored on Wilshire Boulevard, the contractor has requested to haul from the Fairfax staging area along Wilshire Boulevard to southbound La ienega Boulevard. The proposed hauling route through the ity of Beverly Hills is consistent with the hauling routes included in the FEIS/EIR for the project. These streets are also designated by the ity for heavy vehicle usage and the trucks will not travel west of La ienega Boulevard on Wilshire Boulevard. Hauling vehicles of a size or weight that exceeds the maximum limitations specified in the alifornia Vehicle ode will be coordinated with the Beverly Hills Police Department and is subject to heavy hauling conditions. ommunity Engagement Metro and the ity conduct a joint outreach meeting at ity Hall each month, which provides information to the community about upcoming work activities. Each of the changes discussed above has been noticed to the community at the January, February, March and April community meetings. On April 11, 218, the ity hosted a business stakeholder meeting and a community meeting near the La ienega Station area focusing on this upcoming work in Section 1. A follow-up meeting with the business stakeholders was also held on May 2, 218. During the stakeholder and community meetings, staff requested feedback on new graphics that will be applied to the sound walls at both the La ienega and the Gale staging yards after the k-rail is removed. These graphics are required by Metro per the permit conditions allowing the sound wall at the Gale staging yard to use a portion of the sidewalk.
