Pinn at 6:09 P.M. 2) APPROVAL OF MINUTES: Minutes were approved, as presented. 3) CONTINUED CASES: None 4) NEW CASES: Case No H007/925 S. STATE ST. PAM OWENS, CERTIFICATE OF APPROPRIATENESS (COA) FOR PROPOSED MURAL. The applicant (Pam Owens) and the artist (Ms. Mednicov) were present to answer questions. The application for the project had identified the location as the E. 10 th Street Parking Lot Wall. The Commission clarified that the location would be near 925 S. State Street. The applicant briefly discussed the project and stated that the project would be grant funded (under The National Endowment for the Arts for the Gaylord Building). This would be part of unlock: Merging Art and Industry in Lockport, Illinois. The artist was one of ten artists who were selected to complete a mural. The artist described the mural. Her intent is to create a collage that is approximately 36 x40. The collage would be a collection of prints that the community would collect from Lincoln Landing. Essentially it would be a collection of history. Members of the community would use crayon and thin paper to collect rubbings of the bronze medallions and other surfaces found in Lincoln Landing. These prints would be collected, assembled, and then attached with wheat paste (flour water seal) to an exterior wall. The wall would be sprayed and cleaned prior to assembling the collage. The mural could last a few months to a year. The artist replied, the painting would be oriented on the north side of the building which could increase its lifespan with limited exposure to direct sunlight. The painting is anticipated to be H&A Meeting

3 completed by September (weather permitting) and must be displayed through October 2018 as required by the program. However, the owner would like to keep the mural long term and display the mural indefinitely. The paint will be oil based by Bronin Paint Company. (Which will be similar to Sherwin Williams Color Watch). Long term upkeep and touch-ups will not be performed. However, the applicant stated that a similar mural (at another location) dated approximately 5 years ago, is still in outstanding condition. The artist also attested that the substrate of the building would be suitable as he would be scraping and power washing the wall surface prior to applying paint. He anticipates beginning power washing immediately. Future community engagement is encouraged, announcement will be made (via Gaylord Buildings Web Site) the artists availability for answering questions at the mural site. MOTION TO APPROVE MURAL PAINTED ON THE EXTERIOR WALL BY DALE AS NOTED WITH MODIFICATIONS TO THE ADDRESS, 2 ND BY J. PASTORE VOTE INDICATED ALL IN FAVOR. MOTION CARRIED 5/0. 5) CHAIRMAN S REPORT: Chairman shared an update (of the City Administrator) that the project had been pushed back a month for the Thompson windows. 6) STAFF: None 7) CITIZENS TO BE HEARD: None 8) MISCELLANEOUS: Commission asked if staff received any complaints for damage incurred on State Street during construction phase for the IDOT project. 4 City of Lockport Planning & Zoning Department 222 E. 9 th Street Lockport, Illinois Phone Fax Planning and Zoning Memorandum Case # 2018-H008 TO: FROM: Heritage and Architecture Commission Kimberly Phillips, City Planner DATE: November 9, 2018 SUBJECT: 1015 S. State Street - Certificate of Appropriateness for New Gooseneck Lighting and Wall Sign. I. SUMMARY Robert Wong, on behalf of Landmark Living Corp. is requesting a Certificate of Appropriateness to allow new Gooseneck lamps and wall sign for tenant Edward Jones. The subject property is located at 1015 S. State Street (west side of State St., south of 10 th St.) Three (3) gooseneck lamps (with 10 Angle Shades) are proposed over a new wall sign, according to the documentation provided, the color of the light fixtures will be black. The gooseneck lamps will be fastened with a lag screw into a back plate (of the fixture) and anchored into the mortar joints of the brick storefront. The (8 square foot) wall sign will be a flat panel (1 ½ thick HDU Panel with ½ recessed background sand blasted wood grain, and painted green with graphics painted white. The sign will be mounted flush to the building s exterior with required hardware. II. GENERAL INFORMATION A. Petitioner: Robert Wong of Southwater Signs on behalf of Landmark Loving Corp. B. Location: 1015 S. State Street C. Zoning: C-4 Downtown Commercial III. ANALYSIS The Building is a brick building with a Dominant façade. According the Historic Preservation Plan, the building has a good upper façade with window hoops and cornice and the storefront configuration is compatible with surrounding streetscape. However, the use of white paint on the brick storefront is

5 identified as disruptive. Recommendations of the Plan include 1.) Painting the storefront a darker color and 2.) Painting the window frames and trim a dark color. I. RECOMMENDATIONS Staff references the Secretary of the Interior Standards for Rehabilitation which establishes guidelines for work/alterations undertaken on historic buildings. Some exterior alterations to historic buildings are generally needed to assure its continued use. Storefronts are typically the focus of historic commercial buildings and define the overall historic character. However storefronts also are important to a store s advertising strategy and are commonly altered to meet the needs of new businesses. Recommendations for installing additional or new fixtures to the building s exterior is to first evaluate the overall condition of the masonry to determine whether maintenance will be required. Secondly care should be taken to appropriately fasten the fixture. Avoid drilling/attaching hardware directly to the brick itself whenever possible anchor into the mortar joint. IV. ATTACHMENT(S) 1.)
