6 LSMC Duty, responsibilities and rights of Building Permit section To check/verify Architectural drawings/ Designs as per building bye laws and register the file Notice to neighbors and field verification of plot/ access roads and other legal documents Submit Field Verification report Recommend for building gpermit to Executive officer/mayor To check and verify at Tie beam level as per Bye laws To check and verify buildings for completion certificate as per Bye laws To monitor regularly in the construction fields To inform city dwellers about the permit processes and planning processes To formulate new systems/mechanisms for effective enforcement of Building Bye laws

7 Duty, Responsibilities and rights of Earthquake Safety section LSMC To check/verify structural drawings Designs as per NBC and to recommend No objection for further process of Building permit To give suggestions to house owners & masons regarding earthquake safe technologies in building constructions To monitor regularly in the construction fields To conduct training/orientation program to designerstechnicians, constructors, house owners To carry out awareness programs to general public on Earthquake safety To work closely together with supporting organizations like DUDBC & NSET and others To formulate new program proposals for effective implementation of building code.

8 LSMC Duty and Responsibilities of House owners/designers/ Supervisors regarding the Implementation of NBC To prepare & submit structural design & drawings as per NBC To fll follow the suggestions/comments given by EQ QSection in design as well as in the construction. To apply Earthquake Safe techniques in construction field as per approved design To use the quality construction materials in field To give special attention in quality of concreting works and to make it mandatory to use vibrator, Mixtures, Compactors etc. To carry on construction under the supervision of skilled technicians To employ trained masons in constructions

Slab details a) Slab Reinforcement Plan (with c/c dimensions & grid names) b) Slab sections end to end (in x-x & y-y directions) 2. 17 Challenges for NBC implementation LSMC Professionalism & ethics still lagging among designers. Majority of design works are done by less competent/less qualified/ technicians/... less accountable! Local masons/contractors are still lagging in knowledge on earthquake resistance construction of buildings. Untrained masons working in low cost. Low Quality of construction works/materials Strengthening & Retrofitting of existing unsafe buildings Addition of stories in existing old buildings

18 Challenges for NBC implementation LSMC Negligence g & unwillingness of house owners to apply earthquake Safe techniques fearing of cost increment. Negligence knowingly/unknowingly about the importance of technical supervision & quality of construction works Need of Strong & effective Field monitoring/ inspection mechanism but we have less technical manpower
