6 I. INTRODUCTION 1. The Asian Development Bank (ADB) provides financing for the development the subprojects of Power transmission investment program - tranche 1. The sub-project of the 220 kv Song May Uyen Hung Transmission line is one of those subprojects 2. The National Power Transmission Corporation (NPT) of Viet Nam is the executing agency (EA) while the Southern Power Project Management Board (SPPMB) is the implementing agency (IA) of the sub-projects. 3. The sub-project has a total length of about km from 500kV Song May substation in Dong Nai province to 220kV Uyen Hung substation in Binh Duong province. There are not any public facilities, historical and cultural structures affected by the subproject. 5. Affected land in safety corridor are categorized as residential land, rice cultivation land, annually crop land, planted production forest, road. Among 448,126.9 m 2 affected land, there are 15% of them belonging to the GOV calculated as planted production forest, road, and drainage system. 1

The main environmental issues during construction phase of the subproject are identified as following: Soil runoff: Dong Nai River, Song May stream, irrigation and drainage canals in the subproject area would be affected by potential runoff during the construction phase. Impact on water quality: domestic sewage from construction workers, contamination due to spillage of oil and other lubricants, contamination due to disposal of construction wastes, and wastewater from washing of construction equipment and vehicles will potentially pollute the rivers, including the drainage canals and irrigation canals. Impact on air quality: Air quality in the area can be affected by exhaust gases containing total suspended particulates (TSP), SOx, NOx, and CO due to the movement of construction vehicles, excavation and backfilling works. Noise: Movement of vehicles transporting construction material and construction activities make noisy and impact to surrounding residential areas. Construction waste: During the construction of the transmission towers, construction wastes such as discarded construction materials, cement bags, wood, steel, lubricants, fuels, and vegetation debris will be generated. Disruption to traffic: The movement of construction vehicles along provincial and communal roads may cause increased traffic volume to and from the construction sites. Damage to infrastructure: The movement of vehicles and other construction activities may cause damage to irrigation and drainage canals crossed by or adjacent to the construction sites. The increased movement of vehicles along the existing access roads may also potentially damage the roads. Occupational health and safety: Construction activities may cause harm and danger to the lives and welfare of workers. Community health and safety: The project construction would impact community health and safety such as construction traffic, transport of materials, fires, emergency spills of materials, and unauthorized entry by the villagers into dangerous working areas. 7. SPMB cooperates with the Contractors and related agencies to enhance safeguard monitoring and management, and application mitigation measurement during subproject 2

8 construction period to prevent and reduce negative impact on social and environmental aspects caused by the subproject activities. 8. This Fourth Quarterly Monitoring Report (October - December) for Safeguard Policy will focus on the following issues: (i) Incorporation of environmental requirements into project implementation (ii) Subproject construction progress; (iii) Implementation monitoring program; (iv) Environment compliance inspection; (v) Progress of resolving issues/ problems identified in previous reports; (vi) Key Issues and recommendation. II. INCORPORATION OF ENVIRONMENTAL REQUIREMENTS INTO PROJECT IMPLEMENTATION 2.1. Compliance with ADB loan covenants and applicable government laws, regulations and requirements 9. The subproject shall comply with ADB safeguard requirements, Vietnam laws and regulations including Vietnam s obligations under international law. 1. The Table 2 presents the Laws and regulations which the subproject shall comply with. 2. The subproject compliance with the ADB safeguard requirements are as the in Table 3. Incorporation of Safeguard Requirements into Project Contractual Arrangements 6. The Contract Agreement for construction the 220kV Song May Uyen Hưng Transmission Line has been signed between National Power Transmission (NPT), represented by the Southern Vietnam Power Project Management Board and Song Da11-Thang Long Joint Stock Company. 7. The contractual agreement between the client (SPMB) and the Contractor indicates that the Contractor shall be undertaken mitigation measures in the construction phase to avoid and minimize negative impacts on society and environment. The Environmental management plan was enclosed in the working contract with Contractor. 8. The Biding Documents and the Contract Agreement included safeguard requirements, in which EMP mentioned in the IEE and the EPC are being adhered to during construction phase. 7

13 III. SUBPROJECT CONSTRUCTION PROGRESS 9. The 220kV Song May Uyen Hung transmission line has km long and 70 towers. Scope of this subproject is presented in the Table 5. 15 IV. MONITORING IMPLEMENTATION PROGRAM Monitoring program 12. The Consultant undertakes environmental safeguard policy compliance monitoring as below: - Coordinate with the related agencies to ensure that the EMPs including all proposed mitigation measures and monitoring programs are properly implemented. - Monitor environmental safeguard policy compliance of subprojects during implementation including pre-construction and construction phase. SPMB Monitoring Activities 14. The SPMB s staff for environmental and technical supervision regularly visits the construction site and monitors the safeguard compliance of the constructors. The safeguard compliance is undertaken as following: - Supervise the Contractors in their performance of safety methods and safety regulations on the site. - Examine, request, and supervise the Contractor in its implementation of traffic organization methods within the site and at the locations crossing the existing roads. - Instruct and supervise the Contractors to carry out the environmental and social management programs during the work execution; - Examine and supervise the environment protection methods in favour of the workers on the site and the surrounding environment proposed by the 11

17 Contractor, including: dust and noise mitigation measures, waste treatment and site clearing methods. Contractors Monitoring Activities 15. Contractors mobilize sufficient human, technical resources to timely prevent or mitigate possible advert environmental impacts caused by construction works or recovery works at site. Contractors daily implement mitigation measures and undertake internal monitoring safeguards compliance including conducting detailed inventory of the identified environmental and social impacts that will be caused by executing the works. 16. ENVIRONMENT COMPLIANCE INSPECTION 5.1 Environment compliance at construction site 17. The construction activities in this period were mainly tower erection and cable stringing. The Table 8 shows the implemented measures on environmental mitigation and compensation. The environmental in the project area rehabilitated after finishing of construction activities are as follow: Assess road: The assess road to the construction sites were used of local roads. Any spoil and materials drop out have been collected and moved these areas Local irrigation and water courses: Any obstructions installed on and adjacency the watercourses for construction activities have been moved away from the construction site and recovered natural water flow. Worker camps and storage areas: Spoil and redundant materials have been collected and removed from the worker camps and material storage areas. Foundation towers: Any spoil and redundant materials and equipment have been collected and removed from foundation towers. The ground was leveling as design elevation and recovered natural condition. 5.2 Community Health and safety (CHS) aspects 19. The SPMB cooperated with Contractors, local authorities and other related agencies to deal with the issues/problem identified in the previous quarterly report. The SPMB had direct instruction and issued letters to the Contractor regarding 16

22 enhancing safety and environmental protection for worker and community. Progress of resolving identified issues in the previous report are presented in Table 11. KEY ISSUES AND RECOMMENDATION 7.1. Key issues 22. Land subsidence: Although construction activities has completed, some tower locations have sign of land subsidence, particularly at tower No. 29 and No Hygienic sanitation at worker camp and material storage area: Contractor uses some area for worker camps and material storage areas such as material storage at Thai My commune, worker camp in Bac Son commune. It generates domestic waste and redundant materials from worker daily activities and construction works. The contractor shall keep hygienic sanitation before demobilize workers and hand over these areas to local people. 24. Some environmental issues that may occur during operation phase include: - Worker Exposure to Electromagnetic Fields (EMF):Typically, electric utility workers have higher exposure to EMF than the general public because of working in close proximity to electric power lines; 17

23 - The community may also be exposed to electrocution hazards as a result of direct contact with high voltage electricity or from contact with tools, vehicles, or other devices that come in contact with high-voltage electricity - There are several risks that could occur with the operation of the transmission line. Among these are the likelihood of cable being damaged, vandalism of the equipment along the transmission line, corrosion of the towers over time which could compromise its structural integrity, potential fire events, explosion of equipment, and being hit by lightning Recommendation 25. Land subsidence: - Treatment the land subsidence area: The contractor shall undertake suitable measures for treatment land subsidence of tower No. 29 and No Land subsidence monitoring: It should be regularly inspected land subsidence of towers and construction and have timely solution for this issue. 26. Hygienic sanitation at worker camp and material storage area: - The Contractor shall remove from the worker camps and material storage areas all waste from whatever source on site. - Any spoil or debris from construction works being deposited on worker camp and storage area shall be removed and the affected land and areas will be restored to their natural condition before handover these areas to local people. 27. Environmental issues that may occur during operation phase: - Safety for operation stage: During the operation phase the regulations on performance, maintenance and repairmen of power transmission line shall be complied with. The project owner should regularly conduct inspection and has timely solutions for the illegal violence on safety corridor, issues raising during operation as well as the impacts to local people. - Identification of potential exposure levels in the work area including surveys of exposure levels and establishment of safety zones; - Limit access to properly trained workers and those equipped with appropriate PPE when entering safety zones; - Utilization of personal monitors during work activities; and - Posting of safety signage and warning signs. - Provision of signs, barriers and gates/posts surrounding transmission towers particularly in built-up areas; 18

24 - Grounding of conducting objects such as fences or other metallic structures near power lines. - Lightning arresters will be provided along the transmission line as well as to houses located under the ROW of the transmission line. There should also be provision for ensuring security of the cable to avoid vandalism. Regular inspections of the line and the facilities would help identify missing or corroded parts. - In case of fire events, explosion, and other related situations, a fire management strategy which may be included in the emergency preparedness and response plan of the project should be developed. - Workers should be trained on emergency preparedness and response procedures and a manual on safety and emergency procedures should be prepared and disseminated to workers. 19
