1 Expression of Interest Model Residential School at SIDHAW Bagaha II Block West Champaran SC & ST Welfare Department Govt. of Bihar Patna

The SC & ST Welfare Department, Govt. of Bihar invites this E.O.I. with concept Plans for Residential Schools for Boys /Girls separately for a strength of 400 ( for Class I to X) and for Schools with strength 720 (Class I to XII ). 2. Objective The Concept Plans may be used with modifications as per site conditions / land availability at other Sites too, as and when required. To select two or three Architect Firms for various school projects that may be taken up by SC & ST Welfare Department. 3. Eligibility Criteria Only those Individuals / firms / satisfying the following criteria are eligible to participate in the design competition and to offer comprehensive architectural services (eligibility criteria shall strictly be furnished in prescribed formats with annexed supporting documents). 3.1 Relevant experience of comprehensive consultancy services for at least 3 nos. Residential Schools out of which at least one should be for Govt. / Semi Govt. Institution Should have provided comprehensive architectural services for at least one completed school project of not less than Rs. 10 Cr. or 4,000 Sqm. built up area. 3.2 Min. experience in profession of 10 years (year of establishment of firm). 3.3 Financial Turnover : Should be minimum Rs. 100 lakhs p.a. in last 3 years.

3 3 3.4 Comprehensive Consultancy Services experience shall mean that the Consultant has completed comprehensive services and the Client has accepted it and work commenced (Certificate of the same from the Client or any other proof viz. Campus Layout Plan / Photographs shall have to be furnished ). 3.5 Completed Project shall mean that the concerned project has been completed Photo of the completed project shall be furnished. 4. SELECTION PROCESS i) Evaluation of eligibility criteria of competing firms based on their technical bid. ii) Evaluation of shortlisting of up to three best concept designs of eligible competing firms by the Committee appointed by Department. iii) Presentation of upto three best concept design by shortlisted firms iv) Final selection of consultant shall be based on : (a) Experience in Residential Schools and Evaluation of Concept Plans. (b) Presentation, and (c) Financial proposal in the ratio of 70: 15: 15: of max. three best selected design proposals. Weightage in points upto 20 points in Technical Bid Assessment may be given for additional experience of more than 3 nos. Residential Schools Projects. v) Financial offer of selected Consultant shall be negotiated before award of work. Financial proposal of other participants will not be opened under normal circumstances.

SUBMISSION OF BIDS 5.1 Submissions for the Design Competition shall be addressed to The Director, SC & ST Welfare Department, Old Secretariate, Patna, Bihar The proposals shall be submitted in three envelopes as per following details: Sealed envelope superscribed Envelope A shall contain A2 size sheets comprising of : i) Concept Designs Layout Plans, Floor Plans, 3D Views sufficient to explain the Concept Design. ii) Approximate Estimate of Cost on Plinth area rate as per CPWD method. 5.2 Sealed envelope superscribed Envelope B shall consist of the following documents relevant to the credentials and eligibility criteria. i) Credentials and Firm details ii) Relevant experience in prescribed Format A & B iii) Performance Certificate / Photographs of Buildings, Campus Plans of the qualifying projects from Client. iv) Copy of Registration Certificates with Council of Architecture. v) Any other information as per formats / information need to be provided. 5.3 Sealed envelope superscribed Envelope C shall consist of the Financial Proposal, Scale of charges in percentage basis or lump sum basis or rate basis as prescribed in the format and marked financial bid with the name of the project & name of the firm on top of the envelope. 5.4 Envelope A & B to be submitted in sealed envelope marked Technical Bid with the name of the Project and name of firm on top of the envelope while Envelope C shall be submitted separately. 5.5 Envelope containing design and details of only those firm shall be opened who qualify the eligibility criteria as duly filled up in format A & B in envelop B and supported by relevant supportive documents.

5 5 6. GENERAL CONDITIONS 6.1 SCOPE OF SERVICES Carrying out field survey of project site. The field survey would consist of plain table survey Contour mapping, Soil investigation for determining the bearing capacity of soil, type of foundation to be used etc Preparation of Architectural & Structural Working Drawings, Water Supply, Sanitary & Electrical drawing including complete working drawings, preparation of Estimations and Tender document Site development, Boundary wall, Driveway, Landscaping drawings Detailed Estimates for all the above works Interior Layout, and Furnishing Estimates Consultant supervision during execution of work at important stages. 6.2 The Designs should be on Green Building Design Approach. 6.3 Selected Firm from outside Bihar shall be required to have a functional local office in Patna for effective coordination and consultant supervision of works progress. 7. FINANCIAL BID 7.1 The Financial Bid should be submitted in the following manner. a) Survey of land on per acre basis. b) Soil test for each site on lumpsum basis. c) Campus Layout and all Buildings Designs including structural designs (including Furnishing). For Architectural & Engineering Consultancy for Plans Designs and Estimates and Tender document: on % (percentage) basis /scale of charges of cost of project. d) Fee for repeat of Building blocks including Architectural and Structural Designs on other sites. (As percent of original block) e) Fee for repeat Architectural for Building types but with Structural Designs as per site condition. (As percent of original block)

6 6 f) For Consultant Supervision at the field level as per scope of services detailed in Annexure I Fee Should be quoted on percentage of cost of project inclusive of traveling and halting cost etc. 7.2 Fee for all services mentioned in to but for Renovation & upgradation of existing school project on percentage basis. 7.3 Separate Fee to be quoted for assistance to department in taking over complete school projects from Executing Agency where the Consultancy was not involved in supervision. 7.4 Service Tax and other taxes to be charged should be mentioned. 8. Site Plan is enclosed herewith (Place is Sidhaw in Bagathu in West Champaran District) and the interested Architects have to visit the site on their own cost for site study. 9. 7 7 Annx I Scope of Services in Consultant Supervision 1. Ensure that the works are being carried out generally in accordance with the drawings and specifications, as per Tender document / Agreement. 2. To give report to Head Office regarding progress of work and also general quality of work. 3. Prepare BAR Chart for execution of the work for guidance of speedy construction. 4. Guidance in the finishing work so that the finishing of the building is achieved of specified standard. 5. Give Certificate of general adherence to drawings and specifications at three major stages of work for passing of bills. (a) (b) (c) On completion of foundation and plinth/ lintel level On completion of roofs On completion of finishing of the building In addition to the above stages, the Architects will assist the Site Engineers in technical guidance as per their request.
