25 General findings: 1. Programmatically, the facility is generally good 2. Many building systems near end of life 3. Identified differed maintenance items 4. Survey shows low support for bond measure 5. The facility condition index is 8.1/28 = 0.29 (less than 0.50 replacement threshold) Cheraw SD Master Plan 26

26 Recommendations: 1. For the foreseeable future, it makes sense to remain in current facility 2. Adopt a strategic plan for addressing high priority deficiency items funded with capital reserves 3. Leverage BEST and other grants 4. Address key programmatic deficiencies: Science Room, career/technical program, nurse s station, improve Library, Improve Kitchen, Improve track 5. 31 OPTION 1 COMMENTS: This option varies a lot in costs from $0-$8 million. If this option is the direction the school and community would like to take, they will work to develop a maintenance plan based on specifically selecting and analyzing the issues that they would like addressed. The question was brought up about student and school disturbances created when fixing the building maintenance issues (specifically plumbing). A plumbing contractor who is very familiar with the school s plumbing was present to discuss possible construction implications. Plumbing renovation options, such as pipe sleeving was discussed to prevent having to tear up the floor. It was discussed that sleeving could potentially reduce flow and is only a temporary fix with a lower life span than tearing up and replacing the piping entirely. (Piping is currently at expected life span) The possibility to fur wall out for new plumbing chases was also provided as an alternative fix. The sewer line going east from the cafeteria was video scoped and was found to have some sludge but so far no pipe collapsing was identified. Additionally, the piping from the cafeteria to the gymnasium piping is pretty clear. Further video scoping will be done to assess the piping in the HS wing and in the water line piping to identify any corrosion or pipe failures. PROS: Lowest cost option Flexibility to address specific and significant items/ issues to meet budget restrictions. Could be phased over time. Could potentially get a grant for the maintenance construction if maintenance items are found to specifically affect safety and health. CONS: There are a lot of unknowns so issues could become a lot worse when discovered during construction. Asbestos abatement areas could vary if additional areas are discovered during maintenance construction. The current spaces will remain as is not addressing any classroom size or programmatic issues. As the desired maintenance list is developed, some items could be missed structural, etc. Providing only a temporary fix with a lower life span than new construction. Cheraw SD Master Plan 35

34 OPTION 2 COMMENTS: Generally the same comments and concerns as option 1, but adds a career tech shop and classroom. The question was brought up if the Career Tech program should be it s own new, separate building the group felt like it was not beneficial to be a separate building. PROS: Flexibility to address specific and significant items/ issues to meet budget restrictions. Adds career tech programs as requested by many community members. Lower cost than Option 3 & 4 by taking advantage of sf they already have. Flexibility and phasing possibilities could be constructed without affecting students. Possibility to be funded by a grant to address maintenance and small projects CONS: There are a lot of unknowns so issues could become a lot worse when discovered during construction. Asbestos abatement areas could vary if additional areas are discovered during maintenance construction. As the desired maintenance list is developed, some items could be missed structural, etc. Providing only a temporary fix with a lower life span than new construction. Wouldn t likely get a BEST grant for adding a career tech. program because it s not safety, health concern, but could get a grant for the maintenance construction. Taking away classroom space which gives the flexibility for use in the future. 36 OPTION 3 COMMENTS: This option maintains the MS metal building (including the practice gym, music room, and classroom), the old gym, cafeteria area, kitchen, locker rooms, and preschool room. Extensive renovation would occur in the cafeteria, kitchen and locker rooms. Moderate renovation (including new flooring) would occur in the two existing gymnasiums. New construction of classrooms, library, administration and career tech shop would occur. If this option is selected, there could be various design opportunities for the covered walkway between the two schools. If this option is selected, the design needs to explore alternative locations or solutions for the equipment located in the basement. PROS: With an extensive renovation, comfort issues and maintenance items would be addressed new lighting, plumbing, electrical, mechanical, roofing, etc. Some utility cost efficiencies in new lighting and mechanical systems. Two gyms are maintained. Preserves the old main gym history, sense of community More easily lock off public from classroom spaces All general classrooms would be in one building. Career Tech, Music and P.E. would remain in the separate building. CONS: Community Cost (note: based on the max bonding, the community would be bonded the same amount of money on any construction over 4million) Option 3 and 4 technically would cost the community the same amount of money based on max bonding and applying for a waiver. Would still need to address extensive drainage issues around the entire perimeter of the areas to remain. Lose the exposed wood and beam look in the classrooms. Two separate buildings is not ideal. The bus barn remains as is with maintenance issues addressed as desired. Cheraw SD Master Plan 42

61 OPTION 4 COMMENTS: Entirely new construction of a school and grounds. PROS: All programmatic issues are addressed New efficient systems More desired building orientation with secure entries One school so all students are under one roof security and safety. Thoroughly address drainage issues ADA compliant Could be phased as the new school is constructed in a different location from the existing school. A BEST grant with a full waiver would end up costing the community the same amount of money as option 3. CONS: Would lose two separate gyms (Note: the gym is drawn as a larger two court gym with a divider curtain). Community Cost (note: based on the max bonding, the community would be bonded the same amount of money on any construction over 4million) Would lose the existing, historic gym Would commit to the smaller football field footprint.
