1 INVITATION FOR BID FOR GENERAL CONTRACTORS Arlington Public Schools Purchasing Department BID TITLE: BID #: ARLINGTON PUBLIC SCHOOLS REMOVAL AND REPLACEMENT OF THE STADIUM BLEACHERS AND PRESS BOX AT WAKEFIELD HIGH SCHOOL, 4901 SOUTH CHESTERFIELD ROAD, ARLINGTON, VIRGINIA FY13 BID ISSUE DATE: FEBRUARY 15 th 2013 BID OPENING DATE AND TIME: MARCH 8 th 2013 AT 2:00 P. M., (LOCAL PREVAILING TIME) This is Arlington Public Schools (APS) Invitation for Bid (IFB) 56FY13 issued on February 15 th Sealed bids, subject to the specifications and conditions contained herein, will be received in the Arlington Public Schools Purchasing Department prior to the date and time stated above. The time a bid is received shall be determined by the time stamped by the time clock in the Arlington Public Schools Purchasing Department. Bidders are responsible for ensuring that Purchasing Department receives their bid submission prior to the date and time stated above. In the event this time clock is not functioning, the time shall be determined by time displayed on the wall clock above Room 405. The time on the wall clock will be written on the bid receipt by hand, by Purchasing Department personnel. Bids received at, or after, 2:00 P.M. (Local Prevailing Time) on Friday, March 8 th, 2013, shall not be considered. All bids must be submitted on the enclosed BID FORM. The bidder must complete all blanks. A person authorized to bind the company in contractual matters must sign the Bid Form. Failure to comply with these requirements may be cause for rejection of bid. Any bid received at or after the announced date and time of opening, whether by mail or otherwise, will not be considered and will be returned, unopened. BACKGROUND: Project: Arlington Public Schools is undergoing the construction of a new high school building at Wakefield High School. The school stadium is to remain and is not part of the new school construction contract. The 1

2 press box and the bleachers, both home and visitors at the high school, however, are in a state of disrepair. This project seeks to obtain construction services to remove and replace the existing school bleachers and press box with new bleachers and press box. The Project will be executed while the new school building remains under construction. Note: There is also an existing Sprint telecommunication cell tower minor construction project that will occur within the same timeframe as this project. BID ALTERNATES: See section for Bid Alternate details; and Section of Bid Form. 2.1 Bid Alternate Number 1: Provide a temporary retaining wall to the extent shown on the design documents. The bid specifications are a performance bid providing bidders in the details required for the temporary retaining wall. The design shown is schematic in nature. Bidders are to determine the specific design and type of materials required for the retaining wall in conformance with the performance specifications. Refer to the drawings. Refer to Specification Section Pre-Cast Modular Block Retaining Wall. 2.2 Bid Alternate Number 2: Provide a credit for the underground electrical connections to the existing transformer at the tennis courts. The credit is to include all underground work costs, permit and associated electrical work costs. Refer to the electrical drawings. Refer to Specification Section Buried pipe Installation. 2.3 Bid Alternate Number 3: Provide the costs for the underground electrical connections to the existing pole mounted transformer located near the field scoreboard at the stadium. The add is to include all underground work costs, permit costs and associated electrical work costs. Refer to the electrical drawings. Refer to Specification Section Buried pipe Installation. 2.4 Bid Alternate Number 4: Provide alternate access to site from the existing construction site for the construction access of the Home side Grandstand and new press box. Utilizing this side of the site is anticipated to require bidders to use a concrete pump for the concrete pad for the Home Grandstand foundation and slab and press box foundations. The costs shall anticipate the use of crane for materials deliveries to the site for the construction of the Home Grandstand and press box. Access to the visitors side will be unaffected. Bidders are to allow for costs of all associated materials and equipment to utilize this alternate access to the site. Refer to drawings and specifications. 2.5 Bid Alternate Number 5: Provide cost for the removal and replacement of all chain line fencing to a height of 36 inches in front of the bleachers and before the tracks. On the Home side, the entire length of fencing shall be replaced with chain link vinyl coated fencing. On the Visitors side, fencing shall be replaced from existing concession stand to include a new access gate and shall extend to the second access gate between bleachers and existing tracks. Bidders are to include all anticipated costs to execute this work. 2.6 Bid Alternate Number 6: Deduct costs for all fluorescent lighting shown on the bid documents, specifically underneath the Home Grandstand and inside the press box. Important: Costs 2

3 should include all associated electrical costs for this work. Refer to drawings and specifications. 2.7 Bid Alternate Number 7: Provide costs to install new LED lighting in all locations showing fluorescent lighting on the bid documents. Specifically underneath the Home grandstand and inside the press box. Important: Costs should include all associated electrical costs for this work. Bidders will be required to provide specifications used for their bid if this alternate is selected. ESTIMATED PROJECT DURATION AND COSTS: The estimated construction duration is approximately six (6) months; and the estimated construction cost associated with this project ranges between $900,000 to $1.5 million dollars. METAL FABRICATION QUALIFICATION REQUIREMENTS: See Attachment A to this Invitation for Bid. AVAILABILITY OF BID DOCUMENTS: Printed Procurement and Contracting Documents: A removable mass storage device (USB mountable flash drive) containing an electronic PDF file format copy of the drawings and specifications for this project will be available for pick-up beginning at a.m. on February 15th 2013, from the Owner s representative, Design Engineers, CHA Sports, 9020 Stony Point Parkway, Suite 160, Richmond, Virginia Telephone: (804) ; or via dbarlow@chacompanies.com. A hard copy of the drawings and specifications will also be available for viewing and inspection on Monday, February 18 th, 2013, by contacting the Owner s representative (CHA Sports). PRE-BID CONFERENCE: A pre-bid conference for all bidders will be held for this procurement on Thursday, February 21 st, 2013, at 10:30 am at Arlington Public Schools Facilities and Operations building located at 2770 South Taylor Street, Arlington, Virginia Attendance at the conference is not mandatory, but strongly advised. Those bidders planning to attend shall contact Amy Jones at (703) Immediately following the pre-bid conference, Bidders will be given the opportunity to visit the existing site which is a short drive from the conference venue. BIDDER S QUESTIONS: All questions/requests for information posed by any bidder, including those raised at the pre-bid conference, shall be submitted in writing to the Owner s Representative, Ajibola Robinson, Project Manager, by at ajibola.robinson@apsva.us by 5:00 PM, March 1 st, All questions should be copied to APS Purchasing Department, Amina Maddox, Senior Buyer, by facsimile (703) , or amina.maddox@apsva.us. After reviewing questions/requests submitted, the Owner s Representative may issue an addendum to respond to items deemed necessary. Changes to this bid will be made only by 3

If APS offices are closed for any reason on the date of the bid opening, the scheduled bid opening will be extended to the next business day offices are open. The opening time will remain unchanged. The bid opening will be Friday, March 8 th 2013, at 2:00 P.M. (Local Prevailing Time) at Arlington Public Schools Education Center, located at 1426 N. 5 Attachment A INVITATION FOR BID-56FY13 Metal Fabrication Qualification Requirements A. Manufacturer: 1. The detailed Metal Fabrication Product Specifications (Section Elevated Grandstand, of the Engineer s bid documents) are located in the Bid documents and can be obtained from APS Representative (Engineers, CHA Sports) in the manner set forth in the Invitation to Bid. 2. AISC Certification: All structural steel shall be fabricated in an AISC certified plant that is certified "STD" at the time of the bid. If Elevated Grandstand manufacturer is NOT listed as AISC certified, they may opt to use another AISC certified fabricator OR make available to a Testing Agency (chosen by the owner) who records and documents fabrication with focus on general management, engineering, procurement, operations, and quality control. The manufacturer shall also allow said Testing Agency to examine actual fabrication work in the shop. All costs associated with testing by the Testing Agency chosen shall be paid by the grandstand manufacturer. 3. Experience: Manufacturer of Elevated Grandstand system shall have a minimum of (5) years experience in fabrication of grandstand structures and shall, provide references to successful projects of similar size and project specific requirements. Projects submitted shall have been completed within the past three (3) years prior to the date of the bid submission. 4. A qualified representative of the Grandstand manufacturer must be onsite at all times during installation of the Grandstand. A resume for the onsite representative must be provided. B. Installer: 1. Installation: Installation shall be performed by factory-trained and certified representatives of the Grandstand manufacturer. Certification must be provided 2. Installer shall have completed at least five (5) installations of bleachers and press box, of similar size and scope, completed within the last three (3) years. Documentation of proof must be provided by the Bidder. 5
