1 Cherry Hill School District Building Project Summary August 8, 2018

2 Progress Update: Bond Referendum 2018 As of August 8, 2018, the Cherry Hill Public School District has not yet received approval from the New Jersey Department of Education for the project proposal for the Bond Referendum, scheduled for a special election on October 2, The proposal, detailing District s planned capital projects in each of our schools, was delivered to the NJDOE on April 4, Under state statute, we expected to receive approval within 90 days. Given that the 90-day mark was on the July 4 th holiday, we expected approval by July 6, Any district seeking to initiate a school facilities project must submit a project application to the New Jersey Department of Education s Office of School Facilities. This office reviews a district's proposed project to determine whether it complies with the facilities efficiency standards and the district's long-range plan. The Office of School Facilities must make a decision on a district's application within 90 days from the date on which it determines the application is complete. If it cannot make a decision within the 90-day period, it must notify the district in writing explaining the reason for the delay. Within 60 days of the expiration of the original 90-day period, the Office of School Facilities must make a decision on the application or it will be deemed automatically approved.

3 Progress Update: Bond Referendum 2018 If the Office of School Facilities approves a district's school facilities project, it will calculate eligible costs of the project on which the District will be entitled to receive debt service aid. For projects that aren t approved (usually due to not meeting the facilities efficiency standards) the district may modify their application submission or pay for the excess costs locally. The Office will determine preliminary eligible costs (PEC) on the projects and issue a PEC letter to the District. Once the district knows what the Office of School Facilities has determined as eligible on the project it can 1.) appeal the determination within 30 days or 2.) accept the PEC letters. If the PEC letters are accepted, the Office of School Facilities will release final eligible cost (FEC) letters. The District must then secure local funding through a bond referendum for the projects. The referendum questions must identify the final eligible costs of the project, as determined by the office, as well as those amounts that are in addition to eligible costs. Until the district knows what the State is approving and considering preliminary eligible costs, it cannot determine the local share what the taxpayer would pay. Because the District has committed to a tax neutral Question 1 in the referendum, we need to know what costs are eligible to ensure the base question truly is tax neutral. We then can determine if all of the proposed projects can stay in Question 1, if some need to be moved out of Question 1, and what the financial value and tax impact will be of any subsequent questions.

4 Progress Update: Bond Referendum 2018 While the district believes the projects submitted meet the requirements to be eligible (with the exception of athletic field improvements), there have been some questions from the Office of School Facilities on such items as asphalt replacement versus expansion, site lighting, playgrounds and any site work needed to be done in areas of new construction. We have been in daily communication with the NJDOE, 6 days a week, in an effort to help facilitate approval the process. We eagerly look forward to receiving the required approval and sharing the details of the bond referendum projects and which will be included in Question 1, Question 2 and Question 3. In the meantime, we invite you to look at the general project lists for each school on the following pages. Also included are before and after plans for reconfigurations of certain school buildings.
