2 SECTION SUMMARY OF WORK PART 1 - GENERAL 1.1 DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. 1.2 SUMMARY A. Section Includes: 1. Project information. 2. Work covered by Contract Documents. 3. Access to site. 4. Coordination with occupants. 5. Work restrictions. 6. Specification and drawing conventions. 7. Miscellaneous provisions. B. Related Requirements: 1. Section "Temporary Facilities and Controls" for limitations and procedures governing temporary use of Owner's facilities. 1.3 PROJECT INFORMATION A. Project Identification: 1. Project Location: 2430 Airport Blvd. Suite 225, Pensacola International Airport B. C. Owner: Pensacola International Airport Engineer: MOTT MACDONALD, LLC, 220 West Garden Street, Suite 700, Pensacola FL, WORK COVERED BY CONTRACT DOCUMENTS A. The Work of this Project is defined by the Contract Documents and consists of the following: 1. Application of new concrete sealer and concrete repairs of affected areas as designated on the drawings/plans issued as part of this bid package. SUMMARY OF WORK Pensacola International Airport

3 B. Type of Contract: 1. Project will be constructed under a single General Construction Contract. 1.5 ACCESS TO SITE A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section. B. Use of Site: Limit use of Project site to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. 1. Driveways, Walkways and Entrances: Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. a. Schedule deliveries to minimize use of driveways and entrances by construction operations, as well as to minimize space and time requirements for storage of materials and equipment on-site. C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weather tight condition throughout construction period. Repair damage caused by construction operations. 1.6 COORDINATION WITH OCCUPANTS A. Full Owner Occupancy: Owner will occupy site and existing building(s) during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated. 1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction. 2. Maintain existing building exits in a safe and clear condition free of obstructions and hazards. SUMMARY OF WORK Pensacola International Airport

Replace those exits that cannot be preserved due to construction operations with temporary substitute exits that provide adequate and safe exit access paths that are free of obstructions and hazards. 3. Notify Owner not less than 72 hours in advance of activities including any interruptions in utility services that will affect Owner's operations. B. Owner Limited Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the Work. provided such occupancy does not interfere with completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work. 1. Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied prior to Owner acceptance of the completed Work. 2. Obtain a Certificate of Occupancy from authorities having jurisdiction before limited Owner occupancy. 3. Before limited Owner occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. 4. Upon occupancy, Owner will operate and maintain mechanical and electrical systems serving occupied portions of Work. 5. On occupancy, Owner will assume responsibility for maintenance and custodial service for occupied portions of Work. 1.7 WORK RESTRICTIONS A Work Restrictions, General: Comply with restrictions on construction operations. 1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction. B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00a.m. to 5:00p.m., Monday through Friday, unless otherwise indicated. C. Coordinate the following arrangements with the Owner: 1. Weekend work hours, Early Morning work hours, and work hours for Utility Shutdowns. 2. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated: 3. Notify Architect and Owner not less than two days in advance of proposed utility interruptions. 4. Obtain Owner's written permission before proceeding with utility interruptions. D. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner. 1. Notify Owner not less than two days in advance of proposed disruptive operations. 2. Obtain Owner's written permission before proceeding with disruptive operations. 5 E. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor-air intakes. F. Controlled Substances: Use of tobacco products and other controlled substances on Project site is not permitted. G. Employee Screening: Comply with Owner's requirements for drug and background screening of Contractor personnel working on Project site. 1. Maintain list of approved screened personnel with Owner's representative. 1.8 SPECIFICATION AND DRAWING CONVENTIONS 1. Specification Format: The Specifications are organized into Divisions and Sections using the 40- division format and CSI "MasterFormat" numbering system. 1. Section Identification: The Specifications use Section numbers and titles to help crossreferencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents. 2. Division 01: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications. 2. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows: 1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates. 2. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted. a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon(:) is used within a sentence or phrase. 1.9 CODE COMPLIANCE 1. Contractor is to comply with all applicable regulations of governmental authorities having jurisdiction over the project. 2. The Florida State Building Code and Florida State Fire Code are made part of the contract documents in their entirety by cross reference, and compliance with these codes is mandatory. 7 PART 1 - GENERAL SECTION PROGRESS DOCUMENTATION AND PROCEDURES 1.1 SUMMARY A. Section Includes: 1. Progress documentation requirements: a. Contractor's construction schedule. b. Shop drawings. c. Progress reports. d. Progress photographs. 2. Progress procedures: a. Progress meetings. B. Contract time is indicated elsewhere. 1.2 SUBMITTALS A. Contractor's CPM Construction Schedule. 1. Submit within 30 days after notice to proceed. 2. Submit revised schedule with application for payment. B. Shop drawings and data sheets within 30 days after notice to proceed. C. Progress Reports: Submit with each application for payment. D. Progress Photographs: Submit with each application for payment. E. Minutes of Progress Meetings. F. 8 A. Bar Charts: 1. Provide individual horizontal bars representing the duration of each major activity. 2. Coordinate each element on the schedule with other construction activities. 3. Show activities in proper sequence. 4. Show percentage of completion of each activity. 5. Include cost bar at top of chart, showing estimated and actual costs of work performed at the date of each application for payment. 6. Use vertical lines to mark the time scale at not more than one week intervals. 7. Prepare on reproducible transparency. B. Reports - General: 1. a minimum of 3 copies. C. Photographs: Full color digital 1. Format: JPEG or TIFF 2. Copy on DVD 3. Provide 2 photos of each view. D. Video: Full color digital 1. Three copies of pre-construction and post construction on DVD. 2. These records will be utilized to determine the pre-existing condition of the roadway, driveways, fences, trees, landscaping and other improvements within the right-of-way. The contractor is cautioned to use care to include all existing landscaping, and previous damage to roadways, driveways and private or public property. 1.4 QUALITY ASSURANCE (NOT USED) 1.5 COORDINATION A. In preparation of schedules, take into account the time allowed or required for the engineer's administrative procedures. PART 2 - PRODUCTS (NOT USED) PART 3 - EXECUTION 3.1 CONTRACTOR'S CONSTRUCTION SCHEDULE A. Prepare and submit a construction schedule. B. Provide construction schedule in the form of bar charts: 1. 9 a. Each story. b. Each separate building. 3. Incorporate the submittal schedule specified elsewhere. 4. Incorporate the quality control activities schedule specified elsewhere. 5. In developing the schedule take into account: a. Phased completion. b. Site limitations. c. Weather, including seasonal changes. d. Need for temporary heating, ventilating, or air-conditioning. C. The Engineer will notify the contractor if schedule is not satisfactory; revise and resubmit. 1. Resubmit within 7 days. D. Make and distribute copies of schedule to the engineer, to the owner, to subcontractors, and to other entities whose work will be influenced by schedule dates. 1. Hang a copy of the schedule up in each field office or meeting room. E. Update the schedule whenever changes occur or are made, or when new information is received, but not less often than at the same intervals at which applications for payment are made. 1. Submit updated schedule with application for payment. 3.2 PROGRESS REPORTS A. Progress Reports: Prepare a narrative report describing the general state of completion of the work and describing in detail the following: B. Progress Photographs: 1. Take photos not more than one week prior to submittal of application for payment. 3.3 PROGRESS MEETINGS A. Schedule and conduct periodic progress meetings during construction period. 1. Have meetings bi-weekly, with at least one meeting in the week just prior to submission of application for payment. 2. Notify the engineer and the owner at least one week in advance of date of meeting; the engineer and the owner may attend. B. The following are required to attend: 1. Project superintendent. 2. 10 C. Prepare and distribute agenda prior to meetings; cover the following topics when applicable: 1. Review minutes of previous meeting. 2. Status of submittals and impending submittals. 3. Off-site fabrication and delivery schedules. 4. Actual progress of activities in relation to the schedule. 5. Actual and anticipated delays, their impact on the schedule, and corrective actions taken or proposed. 6. Actual and potential problems. 7. Status of change order work. 8. Effect of proposed changes on schedule and coordination. 9. Status of corrective work ordered by the engineer. 10. Progress expected to be made during the next period. D. Record minutes and distribute copies within 5 days to the Engineer, to the Owner, to all participants, and to all entities affected by decisions made. 11 SECTION SUBSTITUTION PROCEDURES PART 1 - GENERAL 1.1 SUMMARY A. Section includes administrative and procedural requirements for substitutions. 1.2 DEFINITIONS A. Substitutions: Changes in products, materials, equipment, and methods of construction from those required by the Contract Documents and proposed by Contractor. 1. Substitutions for Cause: Changes proposed by Contractor that are required due to changed Project conditions, such as unavailability of product, regulatory changes, or unavailability of required warranty terms. 2. Substitutions for Convenience: Changes proposed by Contractor or Owner that are not required in order to meet other Project requirements but may offer advantage to Contractor or Owner. 1.3 ACTION SUBMITTALS A. Substitution Requests: Submit three copies of each request for consideration. Identify product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles. 1. Documentation: Show compliance with requirements for substitutions and the following, as applicable: a. Statement indicating why specified product or fabrication or installation cannot be provided, if applicable. b. Coordination information, including a list of changes or revisions needed to other parts of the Work and to construction performed by Owner and separate contractors, that will be necessary to accommodate proposed substitution. c. Detailed comparison of significant qualities of proposed substitution with those of the Work specified. Include annotated copy of applicable Specification Section. Significant qualities may include attributes such as performance, weight, size, durability, visual effect, sustainable design characteristics, warranties, and specific features and requirements indicated. Indicate deviations, if any, from the Work specified. d. Product Data, including drawings and descriptions of products and fabrication and installation procedures. e. Samples, where applicable or requested. f. Cost information, including a proposal of change, if any, in the Contract Sum. SUBSTITUTION PROCEDURES Pensacola International Airport

Contractor's certification that proposed substitution complies with requirements in the Contract Documents except as indicated in substitution request, is compatible with related materials, and is appropriate for applications indicated. 1.4 QUALITY ASSURANCE A. Compatibility of Substitutions: Investigate and document compatibility of proposed substitution with related products and materials. Engage a qualified testing agency to perform compatibility tests recommended by manufacturers. 1.5 PROCEDURES A. Coordination: Revise or adjust affected work as necessary to integrate work of the approved substitutions. PART 2 - PRODUCTS 2.1 SUBSTITUTIONS A. Substitutions for Cause: Submit requests for substitution immediately on discovery of need for change, but not later than 7 days prior to time required for preparation and review of related submittals. 1. Conditions: Engineer will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Engineer will return requests without action, except to record noncompliance with these requirements: a. Requested substitution is consistent with the Contract Documents and will produce indicated results. b. Substitution request is fully documented and properly submitted. c. Requested substitution will not adversely affect Contractor's construction schedule. d. Requested substitution is compatible with other portions of the Work. e. Requested substitution has been coordinated with other portions of the Work. f. Requested substitution provides specified warranty. g. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved. B. Substitutions for Convenience: 1. Conditions: Engineer will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Engineer will return requests without action, except to record noncompliance with these requirements: a. Requested substitution offers Owner a substantial advantage in cost, time, energy conservation, or other considerations, after deducting additional responsibilities SUBSTITUTION PROCEDURES Pensacola International Airport

13 Owner must assume. Owner's additional responsibilities may include compensation to Engineer for redesign and evaluation services, increased cost of other construction by Owner, and similar considerations. b. Requested substitution is consistent with the Contract Documents and will produce indicated results. c. Requested substitution is compatible with other portions of the Work. d. Requested substitution has been coordinated with other portions of the Work. e. Requested substitution provides specified warranty. f. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved. 14 PART 1 - GENERAL SECTION PAYMENT & MODIFICATION PROCEDURES 1.1 SUMMARY A. Section Includes: 1. Schedule of values. 2. Payment procedures. 3. Modification procedures. 4. Completion procedures. 1.2 CONTRACT CONDITIONS A. See the conditions of the contract for additional requirements. B. Progress payment requests will be submitted to the Engineer by the 10 th day of each month for the preceding month s activities. Contractor may submit Applications for Payment in accordance with Section 7 of the General Conditions. Applications for Payment will be reviewed and approved by Engineer as provided in the General Conditions. C. The Engineer will act upon the contractor's application for payment within 10 calendar days after receipt. D. The Owner shall make progress payments on account of the contract price on the basis of Contractor's applications for payment as approved by Engineer, within 21 calendar days, via wire transfer, following receipt of approved request, during construction as provided below. All progress payments will be on the basis of the progress of the Work measured by the schedule of values provided by the Contractor and approved by the Owner/Engineer. E. Prior to Substantial Completion, progress payments will be made in an amount equal to 90% of the Contractor's Work completed, and 90% of stored materials that have actually been paid and documented to the Engineer, less any reduction in payment as provided in Paragraph 7.6 of the General Conditions. The remaining amount will be retained by Owner as retainage on the total project until substantial completion is achieved, at which time retainage shall be reduced to 2%. Retainage shall not be withheld from the Contractor on Owner direct purchased materials if applicable. The Owner may, at its sole determination and pleasure, choose to reduce the amount of retainage withheld after 50% project completion. However, in no event shall retainage be reduced below 5% prior to substantial completion. F. No payment will be made for materials or equipment stored off site unless specifically approved in advance, in writing by the Owner. Submit copy of the Owner's agreement to pay for such materials and equipment with the application for payment covering such materials and equipment. G. Payments may be withheld if the contractor fails to make dated submittals within the time periods specified. PAYMENT & MODIFICATION PROCEDURES Pensacola International Airport

Upon Final completion of the Work, including receipt of "As Built" drawings, Contractor's Final Affidavit, Warranty and settlement of all claims, Owner shall pay the remainder of the Final Contract Price. 1.3 DEFINITIONS A. B. C. D. E. F. G. Change Proposal Request: Any written request from the Owner or Engineer to the Contractor for a quotation, price, or breakdown on a change proposed but not ordered. Final Completion: The stage at which all incomplete and incorrect work has been completed or corrected in accordance with the contract documents. List of Incomplete Work: A comprehensive list of items to be completed or corrected, prepared by the contractor for the purpose of obtaining certification of substantial completion. This list is also referred to as a "punchlist." Modifications: Written amendments to the contract signed by both the Owner and the contractor, change orders, construction change directives, and written orders for a minor change in the work issued by the Engineer. Schedule of Values: A detailed breakdown of the contract sum into individual cost items, which will serve as the basis for evaluation of applications for progress payments during construction. Substantial Completion: The time at which the work, or a portion of the work which the Owner agrees to accept separately, is sufficiently complete in accordance with the contract documents so that the Owner can occupy or use the work for its intended purpose. Time and Material Work: Work which will be paid for on the basis of the actual cost of the work, including materials, labor, equipment, and other costs as defined elsewhere, as documented by detailed records. This basis is also referred to using the terms "cost-plus," "cost of the work," "force account," and similar terms. 1.4 SUBMITTALS A. Schedule of Values: First application for payment will not be reviewed without schedule of values. 1. Submit in size not larger than 8-1/2 by 11 inches. 2. Submit 3 copies. 3. 16 a. Project name. b. Project number. c. Engineer's name. d. Owner's name. e. Contractor's name and address. f. Submittal date. B. Applications for Progress Payments: Submit sufficiently in advance of date established for the progress payment to allow for the processing indicated. PART 2 - PRODUCTS (NOT USED) PART 3 - EXECUTION 3.1 SCHEDULE OF VALUES A. Prepare a schedule of values prior to the first application for payment. B. Schedule of Values: Break costs down into line items which will be comparable with line items in applications for payment. 1. Coordinate line items in the schedule of values with portions of the contract documents which identify units or subdivisions of work; provide cross-referencing if necessary to clarify. a. Specifically, correlate with the bid form and project manual table of contents as applicable. 2. Divide major subcontracts into individual cost items. 3. Where applications for payment are likely to include products purchased or fabricated but not yet installed, provide individual line items for material cost, installation cost, and other applicable phases of completion. 4. Show the following as separate line items: a. Project Management and Administration. 5. Include in each line item its proportional share of overhead and profit. 6. Include the following information for each line item, arranged in columns: a. Item name. b. Applicable specification section. c. Dollar value, rounded off to the nearest whole dollar (with the total equal to the contract sum). d. Proportion of the contract sum represented by this item, to the nearest one-hundredth percent (with the total adjusted to 100 percent). 7. 17 a. Subcontractor's name. b. Manufacturer or fabricator's name. c. Supplier's name. C. Submit schedule of values within 10 days after Owner Notice to Proceed. D. The Engineer will notify the contractor if schedule is not satisfactory; revise and resubmit acceptable schedule. E. Submit a revised schedule of values when modifications change the contract sum or change individual line items. 1. Make each modification a new line item. 2. Show the following information for each line item: a. All information required for original submittal. b. Identification of modifications which have affected its value. 3. Submit prior to next application for payment. 3.2 APPLICATIONS FOR PAYMENT A. Application for Payment Forms: Use Application and Certificate for Payment provided as part of these specifications. B. Preparation of Applications for Payment: Complete form entirely. 1. Make current application consistent with previous applications, certificates for payment, and payments made. 2. Base application on current schedule of values and contractor's construction schedule. 3. Include amounts of modifications issued before the end of the construction period covered by the application. 4. Include signature by person authorized by the contractor to sign legal documents. 5. Notarize each copy. 6. Submit in 3 copies. 7. Attach waivers of lien. 8. Attach revised schedule of values, if changes have occurred, unless application forms already show entire schedule of values. 9. Attach copy of the Owner's agreement to pay for materials and equipment stored off site, and any other supporting documentation required by the Owner or the contract documents. 10. Also attach: a. Receipts for bond payments. b. Progress report. C. Provide the following information with every application for payment which involves work completed on a time and material basis: 1. 18 a. Dates and times work was performed, and by whom. b. Time records and wage rates paid. c. Invoices and receipts for products. 2. Provide similar detailed records for subcontracts. D. Transmit application for payment with a transmittal form itemizing supporting documents attached. 1. Transmit to the Engineer. 3.3 WAIVERS OF LIEN A. Submit, with each application for payment, waivers of lien from every entity who performed work during the period covered by the previous application for payment, and who may be legally entitled to file a mechanic's or other lien against the work. B. Waiver of Lien Forms: Use forms acceptable to the Owner. 3.4 FIRST PAYMENT PROCEDURE A. The first application for payment will not be reviewed until the following submittals have been received: 1. Certificates of insurance. 2. Performance and payment bonds. 3. Schedule of values. 4. List of subcontractors, principal suppliers, and fabricators. 5. Contractor's construction schedule. 6. Submittal schedule. 7. Quality control activities schedule. 8. Schedule of products. 9. Unit price schedule. 10. Names of the Contractor's principal staff assigned to the project. 11. Names of the Contractor's principal consultants. 12. Copies of building permit and other authorizations from governing authorities. 13. First progress report. 14. All submittals specified to occur prior to first application for payment or prior to first payment. B. The Contractor will submit to the Owner the necessary bank account information for payments to be deposited via wire transfer within 10 days of Owner s Notice to Proceed. 3.5 MODIFICATION PROCEDURES A. Designate a single individual authorized to receive change documents and who will be responsible for informing others of changes to the work. B. 19 in the contract documents. C. When requested in writing, the Contractor shall provide sufficient information for evaluation of proposed changes within 14 days. D. Provide the following information for every change proposal request: 1. The amount of change in the contract sum, if any. 2. The amount of change in the contract time, if any, with explanation. 3. Cost breakdown, using schedule of values line items, separated into material and labor costs, additions and deletions, and with overhead and profit handled in the same manner as specified for the schedule of values. 4. The period of time within which the proposed changes in contract sum or time will be valid. 5. A statement describing the effect the change may have on the work of other prime contractors. 6. This Section includes administrative and procedural requirements for quality assurance and quality control. B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements. 1. Specific quality-control requirements for individual construction activities are specified in the Sections that specify those activities. Requirements in those Sections may also cover production of standard products. 2. Specified tests, inspections, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with the Contract Document requirements. 3. Requirements for Contractor to provide quality-control services required by Engineer, Owner, or authorities having jurisdiction are not limited by provisions of this Section. C. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and ensure that proposed construction complies with requirements. Reports: Prepare and submit certified written reports that include the following: 1. Date of issue. 2. Project title and number. 3. Name, address, and telephone number of testing agency. 4. Identification of product and Specification Section. 5. Test and inspection results and an interpretation of test results. 6. Name and signature of laboratory inspector. 7. Recommendations on retesting and re-inspecting. C. Permits, Licenses, and Certificates: For Owner's records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work. 1.5 QUALITY ASSURANCE A. Fabricator Qualifications: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units. B. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project. C. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance. D. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance. E. Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or product that are similar to those indicated for this Project in material, design, and extent. F. Testing Agency Qualifications: An agency with the experience and capability to conduct testing and inspecting indicated, as documented by ASTM E 548, and that specializes in types of tests and inspections to be performed. Mockups: Before installing portions of the Work requiring mockups, build mockups for each form of construction and finish required to comply with the following requirements, using materials indicated for the completed Work: 1. Build mockups in location and of size indicated or, if not indicated, as directed by Architect. 2. Notify Engineer seven days in advance of dates and times when mockups will be constructed. 3. Demonstrate the proposed range of aesthetic effects and workmanship. 4. Obtain Engineer's approval of mockups before starting work, fabrication, or construction. 5. Maintain mockups during construction in an undisturbed condition as a standard for judging the completed Work. 6. Demolish and remove mockups when directed, unless otherwise indicated. 1.6 QUALITY CONTROL A. Owner Responsibilities: Where quality-control services are indicated as Owner's responsibility, Owner will engage a qualified testing agency to perform these services. 1. Owner will furnish Contractor with names, addresses, and telephone numbers of testing agencies engaged and a description of the types of testing and inspecting they are engaged to perform. 2. Costs for retesting and reinspecting construction that replaces or is necessitated by work that failed to comply with the Contract Documents will be charged to Contractor. B. Contractor Responsibilities: Unless otherwise indicated, provide quality-control services specified and required by authorities having jurisdiction. 1. Notify testing agencies at least 24 hours in advance of time when Work that requires testing or inspecting will be performed. 2. Where quality-control services are indicated as Contractor's responsibility, submit a certified written report, in duplicate, of each quality-control service. 3. Testing and inspecting requested by Contractor and not required by the Contract Documents are Contractor's responsibility. 4. Submit additional copies of each written report directly to authorities having jurisdiction, when they so direct. C. Manufacturer's Field Services: Where indicated, engage a factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing. D. Retesting/Reinspecting: Regardless of whether original tests or inspections were Contractor's responsibility, provide quality-control services, including retesting and reinspecting, for construction that revised or replaced Work that failed to comply with requirements established by the Contract Documents. E. Testing Agency Responsibilities: Cooperate with Engineer and Contractor in performance of duties. Provide qualified personnel to perform required tests and inspections. 1. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide the following: 1. Access to the Work. 2. Incidental labor and facilities necessary to facilitate tests and inspections. 3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples. 4. Facilities for storage and field-curing of test samples. 5. Preliminary design mix proposed for use for material mixes that require control by testing agency. 6. Security and protection for samples and for testing and inspecting equipment at Project site. G. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting. 1. Schedule times for tests, inspections, obtaining samples, and similar activities. PART 2 - PRODUCTS (Not Used) PART 3 - EXECUTION 3.1 REPAIR AND PROTECTION A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes. 1. Provide materials and comply with installation requirements specified in other Sections of these Specifications. Restore patched areas and extend restoration into adjoining areas in a manner that eliminates evidence of patching. B. Protect construction exposed by or for quality-control service activities. C. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality-control services. 29 SECTION TEMPORARY FACILITIES, CONTROLS & PHASING PART 1 - GENERAL 1.1 SUMMARY A. Description of scope and intent: 1. Contractor to provide all materials, labor, and tools required to complete the installation of specified system. 2. Any omission of reference to items required to complete the full operational and functional system specified in the section does not relieve the contractor of the obligation to provide same. 3. To provide complete installation of all items, including delivery, dispersing to the proper locations within the building, and affixing in place. 4. Installation shall be accomplished by workers skilled in their craft who will perform their work in a professional manner and will leave the premises safe, orderly and clean. 5. Drawings and general provisions of Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section 6. Contractor is responsible for coordination of work included in this specification with all other specification sections related to furnishing of all materials, labor, permits, fees and services necessary for completion of work in this section. 7. In the event of a conflict between the design drawings, referenced standards and these Specifications, the more stringent shall govern unless directed otherwise by the Engineer. Contractor shall strictly adhere to OSHA requirements and local codes or those of any regulatory agency or body with jurisdiction. B. Work Included: 1. The work of this section shall include furnishing all labor, materials, equipment and supervision to install or provide, in accordance with the drawings and as specified herein, temporary barriers, barricades, fencing, signs, curtains, covering, flagmen, and lights. This Section includes requirements for temporary facilities and controls, including temporary utilities, support facilities, and security and protection of facilities. 2. Support facilities include, but are not limited to, the following: a. Project identification and traffic temporary signs. b. Waste disposal facilities. c. Field offices. 3. Security and protection facilities include, but are not limited to, the following: a. Barricades, barriers required for each phase. b. Pedestrian and vehicle protection. c. Site enclosure fence. 30 1.2 USE CHARGES A. General: Cost or use charges for temporary facilities are not chargeable to Owner or Engineer and shall be included in the Contract Sum. Allow other entities to use temporary services and facilities without cost, including, but not limited to, the following: 1. Owner's construction forces. 2. Engineer 3. Testing agencies. 4. Personnel of authorities having jurisdiction. B. Water Service: Pay water service use charges, whether metered or otherwise, for water used by all entities engaged in construction activities at Project site. C. Electric Power Service: Pay electric power service use charges, whether metered or otherwise, for electricity used by all entities engaged in construction activities at Project site. 1.3 QUALITY ASSURANCE A. Standards: Comply with ANSI A10.6, NECA's "Temporary Electrical Facilities," and NFPA Trade Jurisdictions: Assigned responsibilities for installation and operation of temporary utilities are not intended to interfere with trade regulations and union jurisdictions. 2. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70. B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits. 1.4 PROJECT CONDITIONS A. Temporary Utilities: 1. Required at contractor's field offices only. B. Conditions of Use: 1. Keep temporary services and facilities clean and neat. PART 2 - PRODUCTS 2.1 MATERIALS A. General: Provide undamaged, new or previously used materials in serviceable condition. Provide materials suitable for use intended. B. Portable Chain-Link Fencing: Minimum 2-inch 9-gage, galvanized steel, chain-link fabric fencing; minimum 6 feet high with galvanized steel pipe posts; minimum 2-3/8-inch-OD line posts and 2-7/8-inch-OD corner and pull posts, with 1-5/8-inch-OD top and bottom rails. Protective covering: Curtains, tarps, nets or other protective covering made of materials suitable for use intended. 2.2 EQUIPMENT A. General: Provide equipment suitable for use intended. B. Field Offices: Mobile units with lockable entrances, operable windows, and serviceable finishes; heated and air conditioned; on foundations adequate for normal loading. C. Self-Contained Toilet Units: Single-occupant units of chemical, aerated recirculation, or combustion type; vented; fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material. D. Drinking-Water Fixtures: Containerized, tap-dispenser, bottled-water drinking-water units, including paper cup supply. PART 3 - EXECUTION 3.1 INSTALLATION, GENERAL A. Locate facilities where indicated on Phasing Plan. Coordinate location of Field Office with Airport. B. Provide each facility ready for use when needed to avoid delay. Maintain and modify as required. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities. 3.2 TEMPORARY UTILITY INSTALLATION A. General: Engage appropriate local utility company to install temporary service or connect to existing service. Where utility company provides only part of the service, provide the remainder with matching, compatible materials and equipment. Comply with utility company recommendations. 1. Arrange with utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services. B. Water Service: Install water service as required. C. Sanitary Facilities: Provide temporary toilets, wash facilities, and drinking-water fixtures. Comply with regulations and health codes for type, number, location, operation, and maintenance of fixtures and facilities. 1. Disposable Supplies: Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Maintain adequate supply. Provide covered waste containers for disposal of used material. 2. Toilets: Install self-contained toilet units. Shield toilets to ensure privacy. 32 3. Drinking-Water Facilities: Provide bottled-water, drinking-water units. D. Electric Power Service: Provide weatherproof, grounded electric power service and distribution system of sufficient size, capacity, and power characteristics. E. Telephone Service: Install separate telephone line for each field office and first-aid station. 1. At each telephone, post a list of important telephone numbers. a. Police and fire departments. 2. Provide an answering machine on superintendent's telephone. 3.3 SUPPORT FACILITIES INSTALLATION A. General: Comply with the following: 1. Locate field offices, storage sheds, sanitary facilities, and other temporary construction and support facilities for easy access and at Owner s designated areas. 2. Maintain support facilities until near Substantial Completion. Remove before Substantial Completion. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to Owner. B. Project Identification and Temporary Signs: Prepare Project identification and other signs in sizes indicated. Install signs where indicated to inform public and persons seeking entrance to Project. Do not permit installation of unauthorized signs. 1. Engage an experienced sign painter to apply graphics for Project identification signs. Comply with details indicated. 2. Construct signs of exterior-type Grade B-B high-density concrete form overlay plywood in sizes and thicknesses indicated. Support on posts or framing of preservative-treated wood or steel. 3. Paint sign panel and applied graphics with exterior-grade alkyd gloss enamel over exterior primer. C. Waste Disposal Facilities: Provide waste-collection containers in sizes adequate to handle waste from construction operations. Containerize and clearly label hazardous, dangerous, or unsanitary waste materials separately from other waste. Comply with Division 1 Section "Execution Requirements" for progress cleaning requirements. 1. If required by authorities having jurisdiction, provide separate containers, clearly labeled, for each type of waste material to be deposited. D. Common-Use Field Office: Provide an insulated, weathertight, air-conditioned field office for use as a common facility by all personnel engaged in construction activities; of sufficient size to accommodate required office personnel and meetings of [10] persons at Project site. 33 3.4 SECURITY AND PROTECTION FACILITIES INSTALLATION A. Phase Enclosure Fence: Before construction operations begin, install portable chain-link enclosure fence with lockable entrance gates. Locate where indicated or portion determined sufficient to accommodate construction operations. Install in a manner that will prevent people, vehicles, and animals from easily entering site except by entrance gates. 1. Provide gates in sizes and at locations necessary to accommodate delivery vehicles and other construction operations. 2. Maintain security by limiting number of keys and restricting distribution to authorized personnel. Provide Owner with one set of keys. 3. Provide curtains, tarps, nets or other protective covering around phased work area a minimum of 6ft above working surface and as required below the working surface to protect pedestrians, vehicles, plants and existing structures from spatter, spray, fog, sandblasting operations, slashes, paint, or fuel and lubricants used with equipment. 3.5 OPERATION, TERMINATION, AND REMOVAL A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses. B. Maintenance: Maintain facilities in good operating condition until removal. Protect from damage caused by freezing temperatures and similar elements. C. Temporary Facility Changeover: Except for using permanent fire protection as soon as available, do not change over from using temporary security and protection facilities to permanent facilities until Substantial Completion. D. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired. 1. Materials and facilities that constitute temporary facilities are the property of Contractor. Owner reserves right to take possession of Project identification signs. 2. At Substantial Completion, clean, make good approved areas, and renovate permanent facilities used during construction period. Comply with final cleaning requirements in Division 1 Section "Closeout Procedures." 3.6 PHASED CONSTRUCTION A. This project requires the parking garage to remain operational during rehabilitation. Existing rental car operations should not be compromised by the work at all times. The following is a proposed phasing plan. A maximum of one level of parking may be vacant at one time. The parking underneath the work above has to be vacant or protected from falling debris, liquids, or any other falling objects or liquids. The Contractor may provide an alternate plan for review and approval prior to use. Night work is anticipated in order to keep the ramps in use during normal garage hours. B.
