1 ADDENDUM NO. 2 ITB-PW-U CITY OF PALM COAST WTP 3 ELECTRICAL DISTRIBUTION FACILITIES TO SERVE WELL SITES PH 2 ISSUE DATE: August 20, 2012 BID DATE: August 28, 2012, at 2:00 PM This addendum is issued prior to the date bids are due in order to incorporate the following clarifications, additions, omissions, deletions, or changes into the Contract Documents. Except as hereinafter specified, the work shall be in accordance with the Drawings and Specifications. Bidders are reminded that this addendum must be noted on the Official City Acknowledgement Form when they submit their proposal. A signed copy of the addendum must also be included with the bid submittal. Questions and Answers: 1. Question: On sheet E-1, what is the length of cable to be pulled through the existing 5 conduit between work location No. 3 and No. 5? The full size drawings can be scaled for all measurements. Additionally, distances can be calculated using the state plane coordinates that are provided at each work location on the plans. 2. Question: Since the City has previously purchased the secondary conductor, is it the City s responsibility to get the permit to connect the conductor to the meter at each well site? No, it will be the contractor s responsibility to get the permit for each well site. 3. Question: Have there been some typographical errors since some poles are 45 feet in length and others are 50 feet? The taller 50 poles are to provide additional clearance where the distribution system will cross existing roads in an effort to prevent damage to the system from timbering equipment and machinery that operate in this area. 4. Question: Is the contractor responsible for pulling the secondary conductor from the pole to the well site instead of to the pull box? Page 1

2 The City has stubbed an empty conduit to just outside the fence at each well site. It is the contractor s responsibility to pull the secondary conductor from the pole to the meter enclosure at each well site. The contractor will be responsible for obtaining an electrical permit for each site and all inspection requirements for terminations made at each meter enclosure. 5. Question: Does the contractor have to install sweethearts, i.e., connectors in the secondary conductor before pulling it from the pole and before pulling it to the well site? The sweethearts are not needed for this project. 6. Question: Is the 1,500 LF on the bid schedule the only silt fence on the project or is there additional silt fence included in the project? The silt fence LF on the bid schedule, , is to provide erosion control around the poles that are either identified on the plan as in wetlands or adjacent to wetlands in accordance with the conditions of the Army Corps of Engineers (ACOE) Nation Wide 18 permit for this project. A copy of the ACOE permit is attached for your use, reference details EC-1 and EC-2. Erosion control for open directional drill pits should they be required at the railroad crossing will be in addition to the LF noted on the bid schedule. Please include it in your bid with its related item in the bid schedule. 7. Question: Is the contractor or the City responsible for the surveyor for the as-builts? It is the contractor s responsibility to hire a surveyor to provide accurate as-builts. See , Paragraph 1.05, B. Please note that State Plane Coordinates for each of the poles have been provided to assist the contractor in the estimating and construction of the electrical distribution line. 8. Question: The contractors are experiencing difficulty getting quotes for the bids without using the FPL approved Material Catalog. Does the City have a copy of file for the contractor s use? It is the responsibility of the bidders to develop a detailed materials list, along with the material quantities needed, to construct the project. That said; the City is making every effort to acquire a copy for the contractor s use. If that option falls through, the engineer from Fred Wilson & Associates will provide a list for the major parts and three approved FPL suppliers. 9. Question: Why are there 200 Amp switches instead of anything else? Page 2

3 27 kv 100A Heavy Duty drop-out (fuse) switches shall be used at all lateral locations, and the riser location. Standard 100A 27 kv drop-out (fuse) switches can be used at the transformer bank locations. 10. Question: Who will make the termination at the primary metering cabinets, the contractor or FPL? FPL will make the termination at the primary metering cabinets. 11. Question: Is the contractor going to be numbering the poles? Pole numbers will not be required. 12. Question: Are all the locations of the poles staked at this time? The locations were staked although some may have been removed during construction of the wells. It is the contractor s responsibility to hire a certified surveyor to stake the locations of the poles. 13. Question: The plans show a ground rod depth of 40 feet to achieve the desired ground resistance but what if the contractor needs to install additional lengths to meet specifications? Page in the project manual has a Unit Price Schedule for Ground Rod Extension and Coupling which the bidders will provide a unit price just for that reason. This price includes labor and material for the extension. 14. Question: Is there a list of spare parts and quantities required for this project and if so, where is it located? It is listed on sheet V-2 of the project plans, the 2 nd column. 15. Question: Is there a specific specification for the removal of trees and tree trimming or is it basic under brushing and mowing? Clearing and Grubbing is in Section on page 2 and 3. The areas were cleared approximately a year ago and there won t be a lot of trees to remove. The few areas where the pole alignments have changed may need heavier clearing operations. 16. Question: Does the City require as much detail in the pre-construction video as stated in the project manual under Section 01390? For the contractor s protection, it would be best to perform a preconstruction video of the project area, including the wetland areas and the FPL site. Page 3

4 17. Question: The contractors requested a list of city approved pre-construction video companies. The City cannot provide a list of approved video companies however, the following are video companies that have been used by previous contractors on various project for the City. The Contractor will not be required to bond all of the hardware bolts. That is only required in Salt-Spray areas, which in this area is considered to be on the East side of US 1. The Contractor will have to provide the Overhead Ground Wire Down Lead Brackets where shown in the FPL Standards drawings. In addition, the Contractor will have to bond the tails of the down guy wires. 19. Question: Will the concrete bridge have the capacity to carry large delivery trucks? The City will arrange permission for the contractor to use the second gate off of Hargrove Grade, which will take the delivery into the backside of the project. 20. Question: The specs and plans show a standoff bracket is required on some poles but not on others. Please issue a clarification on the addendum as to where a standoff is required. Standoff brackets are to be used with the insulators, as shown in the FPL Standards drawings. Clamp top insulators will not be required for minor angles (less than 9 degrees). Preformed tie wires will be required. 21. Question: In the project manual, it states the City will save tax money on purchasing material directly from the manufacturer. What material is the City purchasing? The City is not going to purchase any of the material for the project. It is the contractor s responsibility to purchase all material needed. 22. Question: Is the contractor installing the secondary conductor underground from the pole to the meter? Page 4

6 29. Question: Can the City provide the footage between the poles/stakes? No, it is the responsibility of the contractor to scale the footage from a full size set of the engineering drawings. Please note, the City and the engineer have provided State Plane Coordinates for each pole to assist the contractor in the estimation of the footages. 30. Question: Can CADD files and legal descriptions for the 50 easement be provided? ` CADD files and easement information can be made available to the contractor who is awarded the project to aid him with construction layout.
