1 QUESTIONS AND ANSWERS REGARDING MSCAA PROJECT /04 CONCOURSE MODERNIZATION PASSENGER BOARDING BRIDGES 05/23/ Project timing for accurate pricing of the equipment (Walkways, PCA, GPU and refurb parts) is critical to allow manufacturers to bid on the same playing field when it comes to manufacture and delivery. Would the airport considering stipulating a timeframe for when the equipment will be needed. Due to the nature of this project in relation to the Concourse Modernization Project, a timeframe cannot be provided. 2. The Customer drawings AP-2.1BE and PBB-3.11 list a requirement for an 8 BB walkway at Gate B23. The Customer drawing AP-2.1BE lists a requirement for a Bag Valet at Gate B23 and depicts it located on the side of the 8 BB walkway. The Customer drawings identified as AP-2.2BE and PBB-3.11 list a requirement for a 7-6 extended corridor (tunnel section) at Gate B6. The Customer drawing AP-2.2BE lists a requirement for a Bag Valet at Gate B6 and depicts the Bag Valet located on the side of the 7-6 tunnel section. Question: It would seem better to increase the Gate B6 tunnel length to 8-0, same as Gate B23, since the inside width of the BB walkway would provide a wider width allowing more space/width in the area of the Bag Valet. Please consider this change at Gate B6 from an extended corridor to walkway to match the B23 BB walkway? Extended corridor has been changed to a walkway. Overall length remains unchanged. GPU Specification: A.15. Spec calls for overload of 150% for 5 minutes. This load would trip the building circuit breakers. We limit the 150% overload to 30sec. Please allow our standard. This will be allowed. GPU Specification: F.1 Spec calls for hour meter to be able to be read from the exterior of the unit, without opening the door. Spec calls for it to be an electro-mechanical meter so it can be read if the meter has failed. Our standard hour meter uses an LCD. It is electronic and is not electromechanical, please allow our standard as we feel the LCD method is superior. This will be allowed. Questions and Answers: Addendum No. 3 Page 1 of 7

2 5. GPU Specification: 2.10.A.1.a Spec calls for high potential test of 2000v for 2 minutes. UL requires this test voltage be applied for 1 minute, please allow the industry standard. This will be allowed. 6. There is a note on detail 1B on sheet S-502 which references removing and replacing the apron slab and coordinating with concourse B modernization drawings and sitework. Please distribute the plan(s) needed to understand the extent of the scope of work related to the apron and how it impacts this particular separate passenger boarding bridge project. Concourse Modernization plans are obtainable from website. 7. Sheet S-130 appears to show the outline of sections of new concrete apron adjacent to the building. Will the building modernization contractor be responsible for this new concrete apron adjacent to the concourse building or will the passenger boarding bridge contractor be responsible for this new concrete apron? If the PBB contractor will be responsible, please issue a plan which provides an outline or shows the measurements/extents for quantification. Concourse Modernization contractor will demo and replace the existing apron to the extent of the new building footings. If PBB or walkway footings are outside this demo envelope, then it will be up to the PBB contractor to remove and replace the existing apron concrete as needed. See Concourse Modernization plans and response to Question 6. The PBB Contractor is required to work within the timeframe of the Building Contractor on new PBB footings, etc. 8. Can you confirm the new date RFI s are due for the subject line project? Also, when will they be posted on the flymemphis site? Questions regarding the Bid Documents will be extended until Tuesday, June 12, 2018 at 12 noon local time. Please submit any and all questions to mscaa-qa@parsons.com. Q&A w/ Final Addendum shall be posted to the website no later than Tuesday, June 19, Are the existing 9 PBBs on A Concourse considered refurbished and ready for relocation? Drawing G-0.3 does not show a schedule for these to be refurbished. These PBBs have recently been refurbished but will undergo light refurbishment when they are relocated. See PBB- 0.2 for refurbishment scope. 10. Will the EG/W piping on the bridges be drained by the building contractor? No, PBB contractor. See General note 7 on PBB Questions and Answers: Addendum No. 3 Page 2 of 7

3 11. How many bridges being relocated will require a rotunda column modification? Assume all 24 being relocated. Existing rotunda floor heights at current and new locations are provided as a reference only. Field verify measurements prior to performing the work. 12. Is shot blasting an approved method for striping removal? No. Striping removal shall be via high pressure water blasting. 13. When can striping removal begin during Phase 1? This activity may begin after Notice to Proceed (NTP) has been issued but it should be discussed and scheduled in conjunction with the Concourse Modernization contractor. 14. Does the striping on A Concourse have to be removed? See sheet AP-3.2A. 15. Does the striping on C Concourse have to be removed, other than the 6 relocated gates? See sheets AP-3.2BE and AP-3.3C. 16. Sheet PBB-0.2 refurbish schedule calls for exterior paint on all bridges but refurbishment scope note #1 suggests to paint as necessary (which infers only spot painting as needed?) Please confirm. All PBBs shall receive full coverage prep, prime and paint. No touch-up/spot painting will be allowed. 17. Will new gate striping take place after installation of the relocated PBBs? 4 18. What is the carpet specification for the PBBs and walkways? Needed for pricing. Answer provided, see Addendum No. 3 Recital. 19. When replacing ball screws, do you want the thrust bearing, hardware, and wear pads replaced as well? Yes 20. If the PBB refurb sheet calls for tunnel rollers to be replaced, does it mean to replace all tunnel rollers? Yes 21. On drawing. AP-1.1BE, Gate B20 shows a 60 ft. walkway relocaing with the PBB. The refurbished bridge will be installed on new Gate 7. Drawing PBB 3.3 shows a 31 ft. walkway to be installed on Gate 7. What is the disposition of the existing 60 ft. walkway on Gate B20? Discard walkway per B20 Scope Notes on AP-1.1BE. 22. Where are the bridge assessments for these gates that will be refurbished: B15, B16, B17, B20, B22, B24, & B26? They were not among the other assessments. The PBB reports are from a previous project and are provided as a reference only to show typical conditions for PBB s to be refurbished. Conditions indicated or shown in the report may or may not be representative of conditions at the specific PBB. The gates listed above were not part of that project and therefore no reports are available. 23. Drawing PBB-1.2 says to relocate the A-tunnel roof ventilators with the bridges. Drawing PBB-2.2 says only Gate 9 to have a ventilator. Which is correct? Both are correct. Only Gate 9 (old C1) is shown on that drawing. Gate 40 (old C11) will also have an existing ventilator. 24. There is no carpet specification. What carpet is to be replaced in the PBB s. See response to Question Who supplies or manufactures the side mounted dual hose reel assembly? Please provide manufacturer, part number and/or detail. Individual manufacturers/part numbers cannot be specified. See PBB-4.3 for detail. Questions and Answers: Addendum No. 3 Page 4 of 7

5 26. The Prime contractor will have a $25,000,000 umbrella. Please advise if subcontractors are also required to have a $25,000,000 umbrella policy. Very few subcontractors would usually carry this umbrella policy. Please note that these limits are for Contractors Off-Site Liability. In terms of C.2.4) Evidence of Contractor s Excess or Umbrella Liability Insurance contractors are to provide certificates of insurance and copies of endorsements to Contractor s Excess or Umbrella liability policy and shall be provided as evidence of this excess liability or umbrella insurance with an annual an aggregate amount of not less than $25,000,000 for the Contractor and $1,000,000 limits required of subcontractors unless otherwise stated in the Contract Documents, and shall be excess and follow form over primary coverages included herein. 27. Can we submit a qualified proposal (i.e. bid is subject to negotiation of mutual agreeable terms and conditions)? OR Do we need to submit changes with our proposal? OR Do we need to submit RFI s for all proposed changes and get answers before the bid goes in? This bid is a lump sum cost with no qualifications. If there are questions, these should be submitted and addressed before the bid is submitted. 28. Will we need to include demolition of the existing concrete aprons or is it part of the other concourse modernization project? Concourse Modernization contractor will demo existing apron to the extent of the new building footings. If PBB or walkway footings are outside this demo envelope, then it will be up to the PBB contractor to remove existing apron concrete as needed. See Concourse Modernization plans and response to Question Section DBE section states under Prompt Payment / Retainage section on Page 7 that There is no retainage or other sums allowed to be withheld from progress payments or any other payments. Please clarify if this is correct that that no retainage will be withheld from Contractor progress payments for DBE subcontractors. Correct, no retainage will be withheld from Contractor progress payments. The Owner may withhold partial or full payment as defined in Specification Section The specs have conflicting allowed billing stages for the listed Mobilization $1,000,000-line item included in bid form. Issued for Construction Section Page 2 D notes 50% of the Mobilization fee can be billed with first pay app, 40% at 50% billing of original contract an 10% after final inspection. Section 105 Mobilization States 25% can be billed with first pay request, 25% after the original contract is billed 25%, 40% can be billed when the Contract has been billed 50% and 10% after final inspection. Please clarify. Mobilization will be paid incrementally as per General Provision Section 105, Mobilization, in accordance with FAArecommended practice. Specification Section has been revised, see Addendum No. 3 Recital. 31. The proposed contract does not waive consequential damages. Liability for consequential damages may exceed a reasonable level of risk and is contrary to our mutual interest in cooperative issue resolution. All standard construction contracts (AIA, ConsensusDocs, EJCDC, etc) provide express, mutual waivers of consequential damages. Please confirm whether the Airport has in its agreements with any other parties relative to this project any waiver of consequential damages or whether the Airport is subject to the payment of consequential damages. 6 32. Are there caps or other limits on claims by Airlines against the Airport relating to use or performance of the passenger boarding bridges? This question will be answered in a future Addendum. 33. The Request for Proposal includes Buy American requirements. Certain Passenger Boarding Bridge components such as EXISTING GATE B33 are not produced in the United States. Please confirm that the Airport has obtained a waiver under 49 USC Section 50101(b) for this project. The Buy American requirements are a responsibility of the contractor. Per Specification Section 04400, a bidder must complete and submit the Buy America certification with their bid. MSCAA will coordinate any Buy American waiver requests with the Contractor and the FAA prior to contract award. 34. The ground support equipment specifications state Warranty Services shall be commenced with onsite representation, by qualified repair technicians, within 72 hours from the request of the Owner. We request this changed to 4 working days to allow for a more reasonable response time for all GSE specifications. The warranty services timeline shall remain at 72 hours from the request of owner. 35. PCA specification states the tonnages shall have a minimum nominal rating of 50T and 120T. We request the acceptable tonnage is based on cooling calculation data for the required aircraft mix and ASHRAE conditions. If a smaller tonnage is demonstrated to provide the required cooling capacity for the aircraft mix and ASHRAE conditions, energy efficiencies and cost savings can be realized. This will be allowed, provided all other performance requirements are met and the aircraft mix at each gate can be properly cooled. Final approval shall be at the Owner s sole discretion during construction. 36. PCA specification states heaters shall be limited to 54kW and 144kW. We request the acceptable heating kw be based on heating calculation data for the required aircraft mix and ASHRAE conditions. If a smaller heater is demonstrated to provide the required heating calculations, energy efficiencies and cost savings can be realized. The heaters shall be no larger than 54kW and 144kW due to electrical infrastructure requirements. The heaters may be smaller than specified, provided all other performance requirements are met and the aircraft mix at each gate can be properly heated. Final approval shall be at the Owner s sole discretion during construction. 37. PCA specification states maximum physical dimensions and weights for the two specified tonnage units. We request no limitation within reason be placed on the length, width, height nor weight provided the units have demonstrable / referenced industry experience not interfere with normal PBB operation. This statement limits completion, thereby reducing the potential for cost savings to be realized by the owner. Without defining within reason, this cannot be allowed. Based on the project timeline listed in the Drawings package, the PCA and 400Hz will not need to be delivered to site until estimated Q For cost estimating purposes for the equipment manufacturers, specifically PCA and 400Hz, when in the award process will the GSE manufactures be specified and awarded the contract and when is it estimated Purchase Orders to be issued? Since these pieces of equipment are integral to the project and this project is a lump sum bid, the contractor will be able to procure any/all materials after issuance of NTP. 39. Concerning the manufacturers of the GSE (e.g. PCA and 400Hz) to be specified, which entity will determine who is awarded contract, the PBB supplier, the owner or other? The contractor will determine their team on this project. That team shall include all subcontractors, vendors, suppliers, etc. necessary to perform the requirements of the plans and specifications. 40. Please confirm the requirement for FM P7825. P7825 is not searchable as an FM standard. Reference #1 FM P7825 has been deleted, see Addendum No. 3 Recital. 41. When the PCA unit is mounted to a PBB and in operation, the unit will be higher than 15ft. If the maximum sound level for the PCA unit is at the exhaust of the unit and the unit exhausts toward the rear (i.e. toward the rotunda), workers/technicians will not be at the rear of the unit during operation. We request the submission for noise only be conducted at the front, sides, top and bottom of the PCA unit, not the rear. Max sound levels shall apply to all sides of the unit per the specifications. However, levels above 85 dba will be considered. Submit sound level of proposed unit for approval. Questions are listed as submitted, company names are withheld.
