1 SPORTS ARENA PROJECT BRIEF 1. INTRODUCTION This project focuses on design and development of supporting facilities and commercial units for the existing synthetic track and football ground. The sports arena is right next to the sports complex, which also includes recreational facilities hence it is anticipated that these two projects will intergrate with each other making the block a recreation center for hulhumale phase one. This area will be used as a national competition venue mainly for athletics. 2. PROJECT DETAILS Plor area: 20,959 sqm (225,600 sqft) Height: 9m maximum, 2 floors with ground floor parking 2 meters setback should be given at the front from the ground level. The supporting facilities include: 1. Spectators Areas ( bleachers ) Public bleachers VIP bleachers 2. Changing and shower rooms/lockers for athletes and players 3. Officials & coaches room 4. 2 7. Pitch Maintenance and Control room 8. VIP Lounge 9. PA system room ( commentary room) 10. Security Guard and Surveilance/ Operational Control 11. Commercial units 12. Parking 50% of the front block adjacent to the road should be designed commercial units. The rest should be given for drop off / pick up entrance and parking. *Refer to the attachments 3. SCOPE OF WORK The scope is to design the supporting facilities for the existing synthetic track and football field, which poses a challenge since there are area restrictions in the surrounding plot. This calls for an innovative design to accommodate all the supporting facilities and commercial units required. Design guideline drawings will be based on three essential components of the project. 1. Function and program 2. Environmental Sustainability 4. Utilities and Services 3.1 Function & program The sports arena will be used for different functions at different times, such as practice, matches and other recreational use for public. Thus, the spatial programming should ather to these uses Human circulation The spatial connotations should enhance ease of human circulation. The entrances and exits should be clear and should enforce smooth transition from indoor to outdoor spaces. All access routes should be accessible to the disabled, including designated bleachers for wheel chairs. 3 The sports arena should have access from all four corners, hence all walk ins should be connected with the needful supporting facilities for both users/ players and spectators. All activity scenarios should be taken into account when doing so Vehicle circulation The main entrance should cater to drop off and pick up. A smooth transition from the road to the stadium is necessary to avoid traffic congestion. Furthermore, The secondary entrances and exits should be vehicle accessible and there shall be a designated entrance for emergencies with clear path for ambulances. Parking should be given at ground level from the block adjacent to main road. The ingress and egress should be given at convenient points where the intersection of pedestrian and vehicles will not cause issues and congestion. A designated surface parking and drop off / pick up, should be designed for cars and vans for team members and VIPs in case of an event Relationship between private (closed) and public (open) space Open landscape surrounding the spectators area should have a clear distinction and should have specific points of entry and exit. This should be determined by the standrads of use of a national competition venue. A designated warming up area should be given at the outer edge of the track hence, the spectators area should have a set back of atleast 2.5m 3m from the track Site context and building orientation It is important to look at the site context and plot orientation when allocating and designating spaces. 4 The facility should have a good security system and security room should be located at main entry and exit points. An efficient way to close off the facility at closed hours should be proposed in design. All balconies and aisles should have railings and should be safe for disabled persons and children to navigate. 3.2 Form, materiality and aesthetics Roof structure The roof structure should be light weight and roofing material should be of a durable and strong material which will shade the spectators from direct sunlight Facade It is advisable that the building envelope gives a sense of permeability, therefore perforated materials could be used for exterior finishes. 3.3 Services and utilities All services must be in accordance with the standards set by the relevant utility authorities. Consideration should be given in design stage such that plumbing and sewage lines can be accessed easily for maintenance purposes. Considerations should be given to artificial lighting and it is encouraged to use energy efficient lighting methods. Lighting must be designed, as per standards, for the supporting facilities and bleachers as well as the existing track and football field. Supply of water to the football field and track area should be taken into account, for maintanence purposes Panel boards and water meters should be easily accessible for meter readings and routine maintenance. 5 4.0 SUBMISSION (DELIVERABLES AND PROCEDURE) Concept design Initial concept design should be submitted and approved by HDC before proceeding to any detail designs. Concept drawings should focus on how it is integrated to the surrounding and its site and all floor plans should indicate the specific floor areas and the gross floor area, GFA. Concept design will include the following drawings; Location plan Site plan showing the surrounding context Floor plans Conceptual sections and elevations Massing models/ 3D images Architectural and structural drawings Important and Relevant Details (Inclusive of landscaping design) Material schedule Services drawings Perspective visuals Detailed drawings: (In AutoCAD and PDF Format) Architectural drawings (by a locally registered professional architect) of all plans, elevations and major sections. Material schedule Structural drawings, calculations (stamped and signed by a locally registered professional engineer) Important and relevant details 3D rendered visuals and 2 to 3 minute walk through video Services including all plumbing, all electrical and fire (these drawings shall be checked and commented by HDC and shall be amended if required) Any other drawings or documents required for local authority approval Planning & Development Department, Housing Development Corporation Ltd, Tel: , Fax: , planning@hdc.com.mv 5

6 Minimum three (3) sets of the above mentioned drawings and documents should be submitted Drawings Submission Form with the appropriate parts filled and signed by Registered Architect and Engineer.
