(FORGE) is pleased to present this report of forensic engineering consulting services providing our opinions regarding the impacts to the subject residential structure related to correcting the setback encroachment. These services were completed in general accordance with our proposal dated July 7, 2015 and authorized by you on July 11, FORGE has endeavored to conduct the services identified herein in a manner consistent with that level of care and skill ordinarily exercised by members of the same profession currently practicing in the same locality and under similar conditions as this project. No other representation, express or implied, is included or intended in this document. Project Information Our understanding of your needs for our services on this project is based on information provided by you during a recent telephone conversation and review of provided documents. We understand that you have almost completed the construction of a new residence at the subject site. However, the City of Naples has recently stopped the project because of an encroachment of a small portion (ranging in impact from roughly a minimum of 1.8-feet to a maximum of 4.8-feet) of the front of the house into the front yard setbacks. We further understand that you are pursuing a variance from the City of Naples for the encroachment and that as part of that process you would like FORGE to assist you with some support documents. 18 Report of Forensic Engineering Consulting Services FORGE Project No Setback Encroachment 386 South Golf Drive August 2, 2016 Site Observation and Document Review We have reviewed the provided documents related to construction of the single-family residence. Additionally, a principal engineer from our office visited the subject site to perform an inspection of the setback encroachment. We have listed below information or observations obtained during our review and site visit. The subject residence is located at 386 Golf Drive in Naples, Collier County Florida and is currently nearing completion. Construction of the residence was roughly 90 to 95 percent complete at the time of our site visit. The structure is a single-story structure constructed with load bearing masonry walls, pre-engineered wood trusses with a metal roof covering all supported on a reinforced concrete slab-on-grade with shallow foundations. Review of the permitted construction plans for the residence indicate the structure will have an overall footprint of 2,968 square feet comprised of 1,846 square feet of living area, 264 square feet of covered patio, 649 square feet of garage, and 209 square feet of entry porch. The encroachment encompasses roughly 260 square feet of the overall footprint of the residence (8.7 percent of the footprint). We observed that roughly 104 square feet of the encroachment is the front entry porch where the vertical exterior wall, which is covered by the porch overhang, is located completely within the 30-foot setback. The spatial appearance of this area of the encroachment (40%) is composed of a roof covered porch with small columns (survey attached). Based on survey marks observed at the residence, it appears the front of the residence extends into the front setback 1.8 to 4.8 feet. The encroachment includes roughly the northern 3.7 to 4.8 feet of the garage, 1.8 to 3.7 feet of the covered front porch, and 3.2 to 4.7 feet of the study. Removal of the encroachment would affect 70 percent of the roof trusses, the entire roof, six load bearing columns, over 50 feet of load bearing masonry wall, over 98 feet of load bearing tiebeam, over 98 feet of load bearing foundation and the plumbing, HVAC, and electrical components of the structure. Evaluation and Opinions Our evaluation and opinions are based on the project information provided to us, our field observations, and our experience. Should new information become available or the conditions of the residence change from those described herein, please contact us so that we may evaluate the new information. It is our opinion that in general, the encroachment of the subject residence is marginal and has no impact on the neighborhood, to Golf Drive, or future utility projects. We inspected the residence from both adjacent residential structures and the street and find that the encroachment is basically unnoticeable because of the curved alignment of Golf Drive in the area of the residence and the fact that there are no residences across the street (Naples Beach Hotel golf course). The house located to the west of the subject residence appears to extend out further than the subject residence because of the curve in the Golf Drive. Page 5 of 6 PO Box ~ Naples, FL ~ ~ Fax

22 Report of Forensic Engineering Consulting Services FORGE Project No Setback Encroachment 386 South Golf Drive August 2, 2016 It is also our professional engineering opinion, the correction of the encroachment will require demolition of such a significant portion of the structure that complete demolition would likely be the only option. The remediation of the encroachment would require the complete removal of the roof trusses/framing which would require the removal, reconstruction, and reinstallation of the ceiling, electrical, roof insulation and HVAC components of the construction. The remediation would also require the removal of significant structural load bearing components of the structure that would compromise the structure requiring extensive restoration. Based on our review of the structure, it is our opinion the cost of the correction of the encroachment would be extremely expensive relative to the total cost of the construction and render portions of the residence unusable for their current intended use.
