4 Garbage bags dated Page 4 of 24 1 GENERAL 1.1 Introduction The requirements laid down in this assessment directive are used by the certification bodies accredited by the Council of Accreditation during the handling of an application for, or the maintenance of, a KOMO product certificate for garbage bags. The quality declaration to be issued is indicated as KOMO product certificate. The technical area of the BRL is: NB1 Non-building products. Besides the requirements laid down in this assessment directive, the certification bodies set supplementary requirements in the form of general procedure requirements for certification, as specified in the certification regulations of the relevant certification body. The regulations for certification must be equivalent in order to create uniformity for the certification. This assessment directive supersedes BRL 9901, dated The KOMO product certificates issued on the basis of this superseded assessment directive keep their validity not later than Area of application The product certificate concerns garbage bags that are intended to be used by the users for the collection and transport of garbage, including household waste as well as the packaging of the garbage bags. The garbage bags can be closed with a closing strip. The items concerned are garbage bags with dimensions of 450 x 600 mm (also called kleintje KOMO ) and KOMO certified household refuse bags with dimensions of 600 x 800 mm. The garbage bags are packed in a covering bag or shrink wrap. Garbage bags with dimensions of 450 x 600 mm and household refuse bags with dimensions 600 x 800 mm can be provided with longitudinal seams. Only garbage bags with dimensions of 450 x 600 mm can be provided with a gusset. 1.3 Requirements regarding the certification body The certification body must be accredited by the Council for Accreditation for garbage bags on the basis of NEN-EN

6 Garbage bags dated Page 6 of 24 3 Procedure for obtaining a product certificate 3.1 Start The applicant provides the information needed for drawing up the technical specification. The applicant is the future certificate holder. The certificate number is linked directly to one production location. This location is part of the initial inspection and the periodic checks by an accredited certification body (CB) in accordance with NEN-EN The certification body assesses whether the statements to be included in the KOMO product certificate comply with the requirements laid down in chapter 4 of this BRL. 3.2 Issuing the KOMO product certificate The KOMO product certificate is issued in accordance with the specimen as approved by the Building Harmonisation Committee in conformity with the product certification regulations of the certification body if the initial inspection has a positive conclusion (chapters 4, 5 and 6). If the production location is changed a new initial inspection is made and a new product certificate will be drawn up. 3.3 External quality management Once the product certificate has been issued, the checks as described in chapter 6 of this BRL are conducted by the certification body.

7 Garbage bags dated Page 7 of 24 4 Product requirements 4.1 General The garbage bags must comply with the requirements laid down in this chapter. These requirements are part of the technical specification of the product being included in the KOMO product certificate. 4.2 Material Raw material Garbage bags The garbage bags consist of at least 80% post-consumer PE regranulate. The other 20% may consist of post or pre-consumer recycled PE material and lubricant, colouring agents or equivalent products. Control is based on internal and external checks of the recipe and the quality declarations of the supplier/producer of the raw materials Covering bag The covering bag is made from LDPE, colour yellow (107 U of Pantone PMS) or shrink wrap of the same colour. Remark: For garbage bags or household refuse bags being produced by order of a local authority, the packing method will be designated by the local authority concerned Ink The ink to be used must be water based. The VOC content of the ink is determined in accordance with NEN-EN-ISO in a sample of about 100 ml. An assessment is made of whether the ink is characterised as water based in accordance with the specified definition. The ink for the printing on the household refuse bags and garbage bags is yellow corresponding to RAL 1016 or Requirement: The VOC content of the ink is less than 125 g/litre.

8 Garbage bags dated Page 8 of Foil Thickness of the foil The thickness of the foil is measured in accordance with the method laid down in NEN-EN 13592, section Requirement: Dimensions of garbage bags Thickness in µm Nominal (N t ) Minimal (N t -x) Average (N t 5%) 450 x 600 mm x 800 mm The average value of the thickness measurements of each strip must be at least N t 5%. Explanation: None of the thicknesses measured according to NEN-EN 13592, section 6.2, expressed in µm, may be smaller than N t x, in which: N t = nominal thickness 15Nt x = 25 + N t both rounded off in μm Opacity of the foil The opacity of the foil and the covering bag or shrink wrap is determined in accordance with NEN-EN 13592, section 9.2. Requirement: Part Opacity Average of at least 10 samples Garbage bags 450 x 600 mm 60% Household refuse bags 600 x 800 mm 60% Covering bags or shrink wrap 45% Closing strips The closing strips are made of metal with a covering of plastic or paper. The tensile strength of the closing strips must be determined in accordance with NEN-EN 13592, section Requirement: The length of the closing strips is at least 200 mm. The tensile strength must be 40 N Colour of the film Film Colour Garbage bags and household refuse bags Grey (RAL 7037) to black Covering bags or shrink wrap Yellow 107 U (PMS of Pantone) Remark: For garbage bags being produced by order of a local authority, the colour of the bag is designated by the local authority concerned.

9 Garbage bags dated Page 9 of Garbage bag Dimensions The useful length and useful width are determined in accordance with NEN-EN 13592, sections and For bags being provided with a longitudinal seam, the dimension of the 'skirt' is also determined. Requirement: Dimensions of Effective width in mm Effective length in mm garbage bag interior size Minimum Maximum Minimum Maximum 450 x 600 mm x 800 mm For bags provided with a longitudinal seam, the dimension of the skirt may not be greater than 7 mm Strength The strength of the garbage bag is determined by means of the drop test in accordance with NEN-EN 13592, section 9.4. The following test loads are applied: 450 x 600 mm: 3,000 g; 600 x 800 mm: 10,000 g. Requirement: In at least 27 of the required number (30) of test bags possible tears may not allow a ball of a certain diameter to get out. The following ball diameters apply to garbage bags with the following dimensions: 450 x 600 mm: d = 38 mm; 600 x 800 mm: d = 61 mm Water tightness The water tightness of the garbage bags is determined in accordance with NEN-EN 13592, section 9.3 and only applies to garbage bags with a bottom seam. The test is only to be executed with the prescribed quantity of water and not with the mixture of water and sawdust as laid down in the standard. Requirement: For the required number of test bags (5), the leakage after 5 minutes of loading must not exceed 5 drops in 1 minute Printing The printing must be applied in its entirety in accordance with section at least once per garbage bag. The dimensions of the yellow printing are at least 20 x 30 cm (h x w). The position of the printing is such that it remains legible when the bag is filled and closed. The printing on the covering bags for the household refuse bags and for kleintje Komo garbage bags are in accordance with section and section respectively. Remark: For garbage bags being produced by order of a local authority, the colour of the printing is designated by the local authority concerned. Elements can also be added to the marking.

Additionally each garbage bag must be marked with: the dimensions; the production data with the following information: week no. - year production line no.; the standardised logo for recycling (mentioning PE); the number of the product certificate; one central contact address for complaints Covering bags for household refuse bags 600 x 800 mm Each covering bag has black printing on it including at least the following: the KOMO logo (or its contours); the text gemaakt van gebruikt plastic ; the name/address of the certificate holder, manufacturer's trade mark or code; the number of the product certificate; the dimensions 60 x 80 cm ; the number of bags with closing strips; the text KOMO -keurmerk = gecontroleerde kwaliteit ; one central contact address for complaints; the text kwaliteit gecontroleerd door.. (name of certification body) Covering bags for garbage bags 450 x 600 mm (kleintje KOMO ) In accordance with appendix 3, each covering bag has black and (where indicated) red printing on it including at least the following: the word kleintje (in front or above KOMO gecertificeerde afvalzak ) in red; the KOMO logo (or its contours); the text gemaakt van gebruikt plastic ; the name/address of the certificate holder, manufacturer's trade mark or code; the number of the product certificate; the dimensions 45 x 60 cm in red; the text KOMO -keurmerk = gecontroleerde kwaliteit ; one central contact address for complaints; the number of bags and closing strips; the text Kwaliteit gecontroleerd door.. (name of certification body).

11 Garbage bags dated Page 11 of Adhesion of the printing The adhesion of the printing on both the garbage bag and the covering bag is determined in accordance with the following method. Method: Put the garbage bag and/or covering bag with printing stress free on a flat surface. Apply the tape at right angles to the direction of the printing over a length of about 100 mm and press this down with the fingers in order to obtain an even translucent surface (without air bubbles). Then slowly pull the tape off the film. The tape to be applied is a translucent adhesive PP tape with a width of 50 mm and an adhesive strength of about 5 N/25 mm. Requirement: The print must still be legible after execution of the test Mass of a roll The mass of a roll is determined by weighing 3 different rolls (without packing and closing strips) of 10, 20 or 30 bags per roll depending on the unit being sold. 12 Garbage bags dated Page 12 of 24 5 Requirements regarding the quality system 5.1 Internal quality assurance of the producer General Responsibility The producer is responsible for the product s production process and for the internal quality control Reporting changes Any changes within the quality system, such as procedures, the internal quality control scheme (IQC scheme), production methods, etc shall be reported in advance to the certification body in writing Internal quality control The procedures for inspection, testing and registration within the scope of the quality system must be specified in an internal quality control scheme (IQC scheme). This IQC scheme must satisfy the requirements contained in section Sampling at production location The required number of test bags for the tests according to NEN-EN 13592, Appendix B are selected at random and throughout the production period. To this end the producer, in consultation with the certification body, will take random samples from each production line consisting of a minimum of two rolls of garbage bags a week and keep/make them available for inspection Management responsibilities General Management is responsible for the entire quality policy. Management may delegate the responsibility for maintaining the internal quality control scheme to an employee, who may also have other duties within the company Organisation An organisation chart (a diagram of the organisation), of which the certification body must have a copy, must record the current situation within the company. The organisation chart must show who is responsible for what. In the event of any change in the situation, the organisation chart must be adapted and the certification body must be provided with a copy Assessment of the quality system Management assesses the quality system on the basis of inspection forms and adjusts procedures, if necessary (see section 5.1.5). If requested by the certification body, the inspection forms must be available Inspection and testing

13 Garbage bags dated Page 13 of Quality system The quality system for the production process must be laid down in written procedures Registration Records must be kept of the inspections and tests described in the internal quality control scheme Calibration There must be traceable calibration of inspection aids and testing equipment at least every 12 months. Records must be kept of this Non-conformities in products Products or parts of products that during the production process emerge as not meeting the requirements must be clearly marked and set aside. If necessary, corrective measures are taken on the basis of an analysis of the cause. These measures and their effect are recorded Laboratory There must be a (separate) properly equipped area for carrying out laboratory activities and all the prescribed measuring and testing equipment must be present Internal control In addition to the inspections and tests carried out on the products supplied, the production process and the finished product, it is necessary to demonstrate that all the required inspections have been carried out. The producer must keep an accessible register of the inspections and tests carried out and the register must be kept up to date, so that it can be used to show that the requirements specified have been fulfilled. When necessary, statistical techniques must be applied to the results of the inspections and tests. The certificate holder must establish the maintenance procedures for the means of production. The implementation of the maintenance procedures and any repairs/replacements must be recorded Complaints The producer (holder of the product certificate) must be able to show that there is a proper complaints register and that complaints regarding the garbage bags produced under product certificate are properly dealt with. There must be a statement per complaint about how the complaint was analysed and dealt with and which corrective measures were taken in case the complaint does not concern an incident. Each complaint must be classified in one of the following categories: A Bottom seam absent or not sufficiently strong B Side seam absent or not sufficiently strong C Tearing resistance of the perforation between two bags on the roll is too large D Film is not sufficiently strong E Film is perforated and has splits or holes F Dimensions (length/width) of the garbage bag are wrong G Incorrect number of bags per roll H Printing/marking incomplete or illegible I Opacity of film is not right. Garbage bag is translucent J Packing not right

14 Garbage bags dated Page 14 of 24 K Closing strips missing L Other complaints Internal Quality Control The producer must maintain an internal quality control system. At least the following aspects and procedures must be included and set down in writing: raw materials inspection upon arrival workplace instructions inspection of the end product inspection of the measuring equipment complaints registration Certification mark The garbage bags supplied under the product certificate must be clearly marked as described in section and subsections.

15 Garbage bags dated Page 15 of 24 6 Requirements for the quality control by the certification body 6.1 General The external quality control is specified by the certification body in conformity with the regulations for product certification. 6.2 Initial inspection During the initial inspection the certification body checks whether the product and the company concerned comply with the requirements as given in this assessment directive. A report of the initial inspection is prepared, on the basis of which the KOMO product certificate will be issued. 6.3 Control (Inspection visits) The certification body checks, as from the date of issue of a KOMO product certificate, four times per year whether the relevant company complies with the requirements laid down and checks whether the products produced are in agreement with the technical specification. A written report is prepared of these checks. The CB may decide to have the testing and assessment done at the laboratory of the certificate holder (witness investigation). The producer/certificate holder must cooperate in the inspection operations carried out by or on behalf of the certification body by permitting access to the factory and, if requested, by providing all the relevant documents for examination. 6.4 Sampling at sales/distribution points A sample comprising a minimum of two rolls is taken from the market four times a year. These rolls are bought from at least two different sales/distribution points. If this is not possible, the samples are taken from the warehouse of the party involved. There is written feedback to the certificate holder about the results. If necessary, the Joint Committee of Garbage Bag Experts can alter the control frequencies referred to above. The investigation and testing take place in the laboratory of the certificate holder in combination with the inspection visits and/or external laboratory.

Product specification 1.1 Technical specification The garbage bags for household refuse, manufactured by the producer, comply with the requirements laid down in BRL 9901 Garbage bags. This implies that, among other things, the garbage bags: - are made of recycled plastic; - are grey to black in colour; - have dimensions: 60 x 80 cm with a nominal thickness of 50 µm; 45 x 60 cm with a nominal thickness of 40 µm; - are supplied with closing strips. 1.2 Marking The marking of the garbage bags and covering bags, produced according to BRL 9901, takes place in accordance with section of BRL 9901 and they are marked by means of indelible printing with water-based ink.
