4 City of Hermosa Beach #1B Civic Center, 1315 Valley Drive, Hermosa Beach, California Subject: Demolition and Building Permit Requirements Related to New Construction Debris Recycling Program Dear Building Permit Applicant: Pursuant to state law, a minimum of 50% of the City s waste stream must be diverted from landfills. This includes construction and demolition debris. Because the City of Hermosa Beach has not yet met the mandatory diversion requirement it has instituted a construction debris recycling program. Our records indicate that you have applied for a building or demolition permit with the City of Hermosa Beach and that your project is subject to the new construction debris recycling regulations. The program applies generally to new single family and multifamily construction, and new commercial developments. Most construction debris is generated during demolition of existing structures. The city s program is aimed at diverting construction debris primarily during the demolition phase of a project. For all new construction projects, no building or demolition permits will be issued unless the permit application is accompanied by a Recycling Plan indicating that 50% of the debris will be recycled. A Recycling Report will be required at the completion of demolition and construction, including supporting manifests from the recycling facility showing the tonnage of material recycled. At the completion of demolition, no building permit will be issued for the property unless the required Recycling Report and manifest is submitted and approved by the City. Since you have applied for a permit, I am informing you of the above requirements so that the issuance of your permit will not be delayed. 5 CONSTRUCTION AND DEMOLITION WASTE REDUCTION REQUIREMENTS State law requires that each California city and county divert at least 50 percent of all solid waste away from landfills by means of source reduction, recycling, and composting activities. Therefore, a Policy for the Reduction and Recycling of Construction and Demolition Waste has been adopted by the City Council. The policy requires the following measures for projects on public and private property: 1. All private construction projects over $100,000 in value involving construction, remodeling or demolition and all municipal projects of any value must submit a Construction and Demolition Waste Reduction and Recycling Plan providing for a diversion of at least 50% of construction and/or demolition waste. The plan is to be submitted to the Community Development Department for private projects and to the Public Works Department for municipal projects or projects on public property. 2. The percentage diversion is calculated as follows: Diversion Rate (%) = Amount of Debris Diverted/Total Amount of Debris (Note that, as a rule of thumb, the City estimates that approximately 100 lbs. of debris per sq. ft. of floor area will be generated by a residential demolition and approximately 150 lbs/sq.ft. by a nonresidential demolition.) 3. The contractor shall indicate on the Recycling Plan the specific circumstances that make it infeasible to comply with the diversion requirement and the maximum rate of diversion he/she believes is feasible for each type of material. 5

11 #4 Pedestrian Protection Plan August 24, 2006 City of Hermosa Beach Community Development Department NEW RULES FOR DEMOLITION & BUILDING PERMITS The City of Hermosa Beach Community Development Department requires strict compliance with the requirements for pedestrian protection during construction. It is the responsibility of the builder to ensure that required pedestrian canopies and fencing are installed prior to demolition and construction. The following new regulations apply to issuance of demolition and building permits: 1. Prior to issuance of a demolition or building permit, a pre-demolition site inspection shall be performed verifying sewer cap and temporary toilet location, and the capping of electrical, water and gas service to the property. 2. Prior to commencement of work, all new construction or demolition sites must install minimum 6 foot high protective chain link fencing or wood fencing consistent with Section 3303 of the California Building Code and Table 33-A regardless of distance to the property line. Protective wood canopies must be installed prior to commencement of work pursuant to the requirements of Section 3303 and Table 33A of the CBC. 3. A Pedestrian Protection Plan must be approved identifying all areas of required pedestrian protection for the property, prior to the issuance of demolition or building permits. The plan must indicate all areas of pedestrian protection or indicate why such protection is not required (i.e. exempt due to distance of construction to property line). The Pedestrian Protection Plan, must be prepared by a licensed contractor, engineer or owner-builder and indicate the proposed protection system to be installed and the method of installation. When conditions make installation of a pedestrian canopy impractical (i.e. a narrow street or alley) an alternative method may be shown on the plan such as pedestrian diversion through use of flagpersons and barriers. 4. Any work encroaching into the public right of way or involving pedestrian diversion shall require Public Works Department approval of permits and pedestrian protection. 5. In addition to the remedies provided in the Building Code, violations of Section 3303 shall result in revocation or suspension of a building permit pursuant to the procedures set forth in the Code. East Side: The east side of the lot parallels Hermosa Ave., and will require a canopy-type pedestrian protection system and fencing. West Side: The west side boarder is a 6 property line block wall, and will not require fencing or a canopy. South Side: 28 th Court, an ally, is on the south side. As there isn t enough room to install a canopy, we propose to have two flagmen on 28 th Ct., and warning cones on Hermosa North Side:... East Side:... West Side:... South Side:... 15 City of Hermosa Beach Civic Center, 1315 Valley Drive, Hermosa Beach, California #5 PRE DEMOLITION MEETING PROCEDURES Starting on January 1, 2014, the City of Hermosa Beach requires the following steps to be taken prior to our issuing a permit for demolition in conjunction with any project where 50% or more of the existing structure is to be demolished. This effort is being made to reduce complaints from adjacent neighbors and help the project move forward in a more peaceful and timely manner than is sometimes the case. 1. Neighbor notification - the Owner or Primary Contractor must issue a letter to all buildings within 100' of the job site. The letter must be issued at least five days before any demolition is undertaken and must include; type of work to be done, date of work start, names and contact numbers for the Owner and Builder, demolition contractor and shoring contractor as applicable. Please also include my name and contact information, and inform the recipients of the letter that you will meet with them on a specific day prior to commencing demolition. 2. It is STRONGLY ADVISED that the Owner/Contractor bring a video recorder to the site on the day and time specified in the letter for the meeting. I will attend as well and will walk the adjacent properties with you while you video their condition at that time. 3. I will inform you and the neighbors of the following: construction hours, mesh screening required on construction fencing and scaffolding, prohibitions against blocking the street or driveways, and the penalties for violation. 4. I will also review the City code regarding damage to adjacent property, and be there to answer questions from neighbors and project representatives alike. Under permits from the Los Angeles Regional Water Quality Control Board (RWQCB), certain activities are subject to RWQCB enforcement. To meet the requirements of the Los Angeles County Municipal Stormwater Permit (CAS ), minimum requirements for sediment control, erosion control and construction activities must be implemented on each project site. Minimum requirements include: SEDIMENT CONTROL: Eroded sediments from areas disturbed by construction and from stockpiles o_f soil shall be retained on site to minimize sediment transport from the site to streets, drainage facilities or adjacent properties via runoff, vehicle tracking or wind. WET WEATHER EROSION CONTROL PLAN (WWECP): Is required for projects one acre or more that will have construction occur during the wet season (Oct. 1st-April 15th). HILLSIDE. Construction upon slopes 25% or more requires the implementation of additional BMPs to protect slopes and prevent erosion and sediment runoff. CONSTRUCT/ON MATERIALS CONTROL: Construction related materials, wastes, spills or residues shall be retained on site to minimize transport from the site to streets, drainage facilities or adjoining properties by wind or runoff. Runoff from equipment and vehicle washing shall be contained at construction sites unless treated to remove sediment and pollutants. NON-STORMWA TER RUNOFF- Non-stormwater runoff from equipment and vehicle washing and any other activity shall be contained at the project site. EROSION: Erosion from slopes and channels shall be controlled by implementing an effective combination of BMPs (as approved in Regional Board Resolution No ), such as the limiting of grading scheduled during the wet season; inspecting graded areas during rain events; planting and maintenance of vegetation on slopes; and covering erosion susceptible slopes. Minimum BMPs include: (1) Soil piles must be covered with tarps or plastic, (2) leaking equipment must be repaired immediately, (3) refueling must be conducted away from catch basins, (4) catch basins must be protected when working nearby, (5) vacuum all concrete saw cutting, (6) never wash concrete wastes into the street, (7) keep the site clean, sweep the gutters at the end of each working day and keep a trash receptacle on site. As the architect/engineer of record, I have selected appropriate BMPs to effectively minimize the negative impacts of this project's construction activities on storm water quality. The project owner and contractor are aware that the selected BMPs shall be installed, monitored and maintained to ensure their effectiveness. The BMPs not selected for implementation are redundant or deemed not applicable to the proposed construction activitv.
