1 BID ADDENDUM NO. 3 FOR SOLANO COUNTY TRANSIT OPERATIONS & MAINTENANCE FACILITY COMPRESSED NATURAL GAS PROJECT City of Vallejo Solano County, California Pre-Bid Meeting: 2:00 PM, Thursday, August 11, 2016 Bids Due: 12:00 noon, Thursday, September 1, 2016 NOTICE: Addenda, if any are issued, will only be sent to holders of record, as registered with Kimley-Horn / SolTrans

2 for the project entitled: SOLANO COUNTY TRANSIT OPERATIONS & MAINTENANCE FACILITY COMPRESSED NATURAL GAS PROJECT 1850 BROADWAY STREET, VALLEJO, CA Per Proposal Documents, all bidders shall acknowledge inclusion of this in their submittal. Bid Documents 1. Notice to Contractors and Special Provisions (Bid Due and Bid Open Date/Time) The following changes are made to Page III: [Sealed proposals (bid)s for the work shown ] will be received at the Soltrans office located at 311 Sacramento Street, Vallejo, CA until noon, Thursday, September 1, 2016, after that, bids will be received until 2:00 pm at the Soltrans Conference room 105 located at 1850 Broadway Vallejo, CA After which time said bids will be publicly opened and read in the Soltrans Conference Room at 311 Sacramento Street, Vallejo, CA Response to Bidder s Questions 1. QUESTION: What is the anticipated construction start and construction schedule? RESPONSE: Construction is anticipated to start October 1, 2016 and be completed within 270 calendar days. 2. QUESTION: Will there be an RFP on maintenance of CNG Facility after it is constructed? RESPONSE: Soltrans intends to release a separate solicitation for maintenance of the CNG Facility. The separate solicitation will be released during construction of the CNG Facility. 3. QUESTION: Are OPW CT1000 and OPW CT5000 CNG refueling nozzles acceptable in lieu of WEH TYPE TK17 and WEH Type TK26? 4. QUESTION: Drawing No. E106 Conduit Schedule references all conduits to be RSC. Is it permissible to transition to EMT at the junction located at the Conduit Entry To Building detail No. 4 on Drawing E105, through the Maintenance Building and into the Electrical Room?

3 RESPONSE: It is not permissible to use EMT at the junction box. Rigid steel conduit (RSC) shall be provided inside the Maintenance Building as specified in Sheet E106 and keep conduits under the 18-inch thick zone below the ceiling that is above the vehicle repair bays. Note that the area within 18-inches of the floor in the vehicle repair bays is a Class 1, Division 2 location. Contractor shall seal penetrations for conduits entering and exiting the repair bay area with UL listed firestop to maintain fire rating of existing walls. 5. QUESTION: Drawing No. E106 Conduit Schedule references all conduits to be RSC. Is it permissible to transition to PVC in all underground duct banks? RESPONSE: It is acceptable to transition to PVC conduit below ground. Note the required transition method shown in Detail 4 on Sheet E104 for buried PVC conduit. 6. QUESTION: Is it permissible to utilize the existing conduit rack for (N) conduits running through the Maintenance Building? RESPONSE: IT is not permissible to utilize the existing conduit rack. New supports shall be provided for the new conduits running through the Maintenance Building. 7. QUESTION: Suction house line from the meter to the dryer the gas valves appear to be line size but the item numbers show 4" not 8" and 300 not 150. No reducers are shown so what size are the valves? RESPONSE: Item Nos. 98 and 99 on Sheet P107 shall be revised as follows: Item No. 98: Valve, Ball, w/pneumatic actuator, ANSI 150, SS body, 8 FLG x 8 FLG, API 607, Triad Process Equipment Series 9000 with fail close pneumatic actuator or approved equal. Item No. 99: Valve, Check, ANSI 150, carbon steel body, 8 FLG x 8 FLG, Buna N seal, KF Industries Series 35 or approved equal. 8. QUESTION: On the house gas to the compressors the note calls for a ball valve, and a flex, I assume the flex is stainless,but how long is the flex? The note also calls for a filter but none is shown so a assume you want screen between the flanges. Is that correct or do you have something else in mind? RESPONSE: Typically the flex hose is part of the suction line assembly provided by the compressor packager as specified in Paragraph 2.2A.2.m in Specification Section The specified suction line assembly includes an inlet filter, check valve, solenoid valve, flex hose, and relief valve. 9. QUESTION: On drawing P100 SS.134 wall 1" tube is shown from the compressor to the storage using Swagelok fittings, however Swagelok only specifies to be used up to.120 wall tube. What is your next option? RESPONSE: End connections with SAE threads (straight thread O-ring type) as specified on Sheet P100 are acceptable for use with 1 OD x WT tubing. Please note a) standard compression type fittings are not acceptable for use with 1 OD x WT tubing and b) 1 OD x WT tubing is not acceptable since its maximum allowable pressure is less than 5,200 psig at a safety factor of 4.

4 10. QUESTION: You show a design pressure of 5200 psi. Will the compressor packages and storage tanks have the relies valves set for that rating? RESPONSE: The design pressure of the interconnecting CNG piping and tubing is 5,200 psig as specified in Sheet P100. Compressor packages with a discharge relief valve set point of 5,200 psig or lower are acceptable and available. Storage vessels (e.g., CPI, Fiba Tech) typically have a design pressure of 5,500 psig. Vessels with relief valves set at 5,200 psig are available. 11. QUESTION: Transfer Switch: The spec calls for a 1,200 Amp rating for the transfer switch (Section Part 2.4,A), however the line drawing shows a 3,000 amp rating. Which is the correct rating? RESPONSE: The transfer switch shall be rated for at least 3,000A as shown in Sheet E100. Please note that capacities presented in Sheet E100 are rough estimates only per Note 4 on Sheet E100. The generator shall be sized to start and operate the CNG fueling station including but not limited to one CNG compressor and associated station loads. 12. QUESTION: Generator: The spec calls for a 600kW rating (Section Part 2.1, B), however the line drawing shows a 750kW rating. Which is the correct rating? RESPONSE: The generator shall be rated for at least 750kW as shown in Sheet E100. Please note that capacities presented in Sheet E100 are rough estimates only per Note 4 on Sheet E100. The generator shall be sized to start and operate the CNG fueling station including but not limited to one CNG compressor and associated station loads. 13. QUESTION: Motor Starting: The Spec calls for a motor starting capability of 2900kVA (Section Part 2.1, H). Is this the requested SkVA of the generator? RESPONSE: The generator shall be sized to start and operate the CNG fueling station including but not limited to one CNG compressor and associated station loads. 14. QUESTION: Contractor kindly requests for Company to provide the list of additional insurance requirements. RESPONSE: Insurance requirements included in the 2010 Caltrans Standard Specifications and 2010 Revised Standard Specifications are incorporated into the Proposal and Contract form by reference. Attention directed to Section Insurance. List of additional insured is included in Section B of the Project Special Provisions 15. QUESTION: Contractor kindly requests for Company to please strike Item D as it is [Section Contract Execution]. Contractor s practice to provide insurance declaration pages instead of the full insurance policies. RESPONSE: Item D shall remain in the Contract. 16. QUESTION: The dryer uses.25" tubing with.035" wall thickness and is rated for 5100 PSI. The dryer is a low pressure device installed prior to the compressor. Please allow.25" Nominal OD tubing with.035" wall thickness to be used for the dryer.

5 RESPONSE: For stainless steel tubing in CNG service, please provide tubing with minimum wall thickness as specified in Specification Section QUESTION: Please consider Tulsa Gas Technologies (TGT) as an approved equal for fast fill CNG dispensers. RESPONSE: Tulsa Gas Technologies is an acceptable manufacturer for fast-fill CNG dispensers. 18. QUESTION: Please confirm what DBE percentage is required for this project and if it applies to the total project or some portion of the project. RESPONSE: Soltrans current DBE Goal is 3.5%. DBE participation is measured against the total project. 19. QUESTION: The approved compressor manufacturers are requesting that SolTrans confirm that a compressor skid and the related components painted with a single coat of Amerlock VOC paint, a two part aliphatic polyurethane paint, is acceptable. RESPONSE: In accordance with Paragraph 1.4D in Specification Section 11500, All materials and surfaces exposed to the exterior, unless otherwise pre-finished or otherwise treated with a corrosion-resistant finish, shall receive an equipment manufacturer recommended shop-applied paint system. 20. QUESTION: The approved compressor manufacturers are requesting that SolTrans confirm that drains on the interior of the compressor skid are acceptable as long as it gives ready access for maintenance. RESPONSE: In accordance with Paragraph 2.1I in Specification Section 11500, All drain connections shall be piped to the skid edge and plugged. This will facilitate accessing drain lines in the enclosed compressors. 21. QUESTION: Conduit connections inside the compressor enclosure are located to provide ease of installation and maintenance. The approved compressor manufacturers are requesting that SolTrans confirm that termination points are negotiable. RESPONSE: Locations for customer connections on equipment systems shall be negotiated and finalized during the submittal review process. Total bid price shall not be increased based on final locations of customer connections. 22. QUESTION: The approved compressor manufacturers are requesting that SolTrans confirm that the approved compressor manufacturer s standard paint on non-stainless components is acceptable. RESPONSE: In accordance with Paragraph 1.4D in Specification Section 11500, All materials and surfaces exposed to the exterior, unless otherwise pre-finished or otherwise treated with a corrosion-resistant finish, shall receive an equipment manufacturer recommended shop-applied paint system.

6 23. QUESTION: The approved compressor manufacturers are requesting that SolTrans confirm that the compressor OEM age limit on warranty assuming 8,000 hours per year is acceptable. RESPONSE: For warranty purposes only, a compressor OEM age limit of 8,000 hours/year is acceptable. 24. QUESTION: The approved manufacturers are requesting that SolTrans confirm that process cooler operations at ambient temperatures exceeding 105 degrees F may have a discharge temperature of ambient plus 25 degrees F is acceptable? RESPONSE: Process coolers shall be provided based on maximum ambient temperature of 110 degrees F plus 20 F degrees in accordance with Paragraph 2.2A.2.j. in Specification Section QUESTION: The approved manufacturers are requesting that SolTrans confirm that manual ball valve on inlet connection and single coalescing filter on discharge is acceptable. RESPONSE: A manual ball valve on the compressor inlet and a single coalescing filter on compressor discharge are acceptable. The compressor suction line assembly shall be as specified in Paragraph 2.2A.2.m in Specification Section QUESTION: The approved manufacturers are requesting that SolTrans confirm that a Centurion microprocessor based programmable controller is acceptable. It may not be reprogrammed remotely via modem. 27. QUESTION: The approved manufacturers are requesting that SolTrans confirm that it is acceptable to have the main motor conduit run to a connection box inside the compressor package footprint. RESPONSE: Locations for customer connections on equipment systems shall be negotiated and finalized during the submittal review process. Total bid price shall not be increased based on final locations of customer connections. 28. QUESTION: The approved manufacturers are requesting that SolTrans confirm that the following are acceptable: a) OEM standard NEMA 3R standalone enclosure with 65KIAC SCCR, b) convenience outlet may be omitted and C) hour meter may be located on HMI of compressor or site controller. 29. QUESTION: The approved manufacturers are requesting that SolTrans confirm: a) cooler fan can be used for ventilation and b) SEC methane detector is an approved equal. RESPONSE: The cooler fan onboard the compressor skid may be interlocked with the methane gas detector and used for ventilation during a natural gas leak. SEC is an acceptable manufacturer of methane gas detectors.

7 30. QUESTION: The approved manufacturers are requesting that SolTrans confirm that 32W fluorescent fixture is acceptable. Please note that lighting fixtures within the compressor enclosure shall be suitable for Class 1, Division 2 locations. 31. QUESTION: Spare PLC components are unavailable at this time as the PLC specification has not been made. Further, full 10% spare Input/Output points may be unavailable. The approved manufacturers are requesting that SolTrans confirm that this is acceptable. 32. QUESTION: The approved manufacturers are requesting that SolTrans confirm that Oasis 1-inch ball valves are approved equals. 33. QUESTION: The approved manufacturers are requesting that SolTrans confirm that gauges higher than 5-feet are acceptable if easily read by operator. RESPONSE: Gauges located higher than 5-feet above finish grade shall be minimum 4.5" dial size. 34. QUESTION: Please reference Line Item #4 on page 14 titled Contractor s Qualification of the Proposal and Contract package with was distributed with the bid package. Is there a way to relax or remove this requirement? [CONTRACTOR] has not performed (2) public works projects that meet that note. However, as a nationwide CNG Management & Design Company, we feel that we have the experience as well as public works projects in other municipalities that would show that we are qualified to bid on this project as well as complete the scope of work. If possible, we would be willing to provide Statements of Qualifications in addition to any other documents or references needed. RESPONSE: Per Bid Addendum No. 2, this requirement was changed to Have completed to the public owner s satisfaction, no less than two (2) Compressed Natural Gas (CNG) projects in the State of California, each with an original contract price of no less than $2,000,000, within the past five years prior to the date of October 1, QUESTION: Addendum 2 that was sent out today states that contractors need to have completed at least 2 CNG projects in the last 5 years each contract at least $2,000,000 each, is this correct? This requirement will eliminate almost all bidders except [CONTRACTOR], please confirm if this is correct or a mistake. RESPONSE: Statement in Bid Addendum 2 is correct.
