2 ADDENDUM #9 DATE: 1/12/17 TO: Vince O Brien (Anne Arundel County Public Schools) FROM: Andy Locke (Jacobs Engineering) RE: Arnold Elementary School Replacement, All Bid Packages ADDENDUM #9: Revisions to Bid Documents for Bid #17CN-128 through 17CN-139 The following addendum information shall become an integral part of the contract documents. This information shall modify, adjust, clarify, and/or add requirements to the contract documents. Item #CM01 Response to Bidder Question Question: Please confirm that all Millwork will be done by the 12A contractor. Response: Millwork is loosely defined. Please see Paragraph 2.B.32 in Specification Section , Part 3, BP #6A, which we believe provides a sufficiently detailed assignment of responsibilities between the 6A & 12A primes. Most finish carpentry, custom millwork, and pre-manufactured casework & cabinets are by 12A, but there are some exceptions, such as display cases, which are by the 6A prime. Bid the plans & specifications. Item #CM02 Response to Bidder Question Question: Please confirm that all exterior air barrier work on the exterior walls will be done by the 4A contractor. Response: Yes exterior air barrier is by the 4A prime reference Paragraph 2.B.23 in Specification Section , Part 3, BP #4A for more detailed information: All spray polyurethane foam insulating air barrier system per Specification Section , applied to any substrate at any location per Keynote A on the Architectural Drawings, shall be furnished & installed by the 4A prime. All spray stops & transition membrane per Keynotes B&D are work by the 4A prime unless specifically indicated otherwise in this scope of work, including any transition membrane shown on any substrate and including any transition membrane at locations where there is no spray foam Item #CM03 Response to Bidder Question Question: Please confirm that all wiring and associated electrical work for the outdoor marquee sign will be done by the 16A contractor. Response: The 16A prime will provide power wiring for the marquee sign as shown on Drawing E0.3, and fiber optic cable for the marquee sign as shown Drawing T0.1. The 16A prime will make final connections for power & communications at the sign. The 6A prime is responsible for coordinating the sign manufacturer s power and communication requirements with 16A, and for ensuring that all termination points at the sing are fully accessible for 16A to perform their work. Item #CM04 Response to Bidder Question Question: [011010; 6A Scope; Para. 2.B.24.h] Please provide an allowance for item 24H on the 6A Scope of Work in regards to installing waste pieces of tile temporarily. There is no way to accurately quantify how much waste tile will be needed. Response: This is really dependent upon installer means & methods. Typically, rooms are all completed prior to the corridors/lobbies/vestibules, particularly if the corridors are a different material. See Item #CM05 in this addendum for a bidding assumption. 3 Item #CM05 Revisions to Specification Section ADD the following to the end of Paragraph 2.B.24.h in Specification Section , Part 3, BP #6A: For bidding purposes, the 6A prime may assume that protective waste tile or some other method of approved protection will be required across every door opening for all doors at or within corridors/lobbies/vestibules. If the 6A prime for any reason does not install thresholds or transition strips at flooring material changes immediately upon completion of flooring at that location, 6A will need to install edge protecting temp waste tile at these locations also. Item #CM06 Response to Bidder Question Question: [011010; 6A Scope] Please provide an allowance to account for the disparity in floor flatness between the approved FF/FL levels for the 3A contractor and the approved levels for the wood flooring subcontractor. There is no way to accurately quantify how much leveling will be needed and it should not be the 6A Contractor's burden to correct the 3A Contractor's work. Response: No allowance will be specified; we are relying on the 6A prime s experience and expertise in determining the amount of work required to level the SOG based on the specified FF/FL of the SOG, and the requirements of the wood flooring specifications, flooring subcontractor and flooring manufacturer. We are not asking the 6A prime to correct the 3A prime s work; if 3A meets FF/FL specifications for SOG, then the 3A work is not deficient. We are asking the 6A prime to prepare the SOG to meet the requirements of 6A s selected wood floor subcontractor & manufacturer, and the wood floor specifications. Item #CM07 Response to Bidder Question Question: [011010; 6A Scope; Para. 2.B.16.b] On the 6A Scope of Work, note 16-B states that, "Painting of all exposed ceiling structure and MEP is work by the 6A prime at no additional cost to the Owner, shown or not shown on the contract documents. All cleaning and preparation of any exposed MEP elements, structure and roof deck prior to painting is work by the 6A prime". There is no way to quantify what items will need to be prepped versus what will not need to be prepped. It is the other trade contractor's responsibility to prep their materials properly prior to handing off their items to the 6A contractor to be painted. Any prep work required by the 6A prime should be done on T&M or the Owner should provide an allowance for this work. Response: No allowance will be specified and the surface preparation prior to painting will not result in additional compensation on a time & materials basis. It is industry standard to require a painter to prepare surfaces to receive painting. Surface preparation is always required by and detailed in paint manufacturer s installation instructions. Surface preparation is specifically called out for various typical substrates in Specification Section Interior Painting, and typically consists of sanding, cleaning & drying, although there are some other requirements for some substrates, and 6A must also comply with the specific surface preparation requirements of the painting manufacturer that is selected by 6A. The square footage of exposed ceiling rooms can be quantified based on the contract documents. All materials that compose the structural & MEP elements are defined in the contract documents. Item #CM08 Response to Bidder Question Question: [011010; 4A Scope] Item [B]52 on the masonry scope states that all work at typical masonry penetrations is by the 4A Prime, including all sealant. Item C14 states that all trades are to caulk or firestop their own penetrations/sleeves. Which is correct? Response: Both, depending on the circumstances. See Item #CM09 in this addendum for further clarification. Bid Addendum Page 2 of 5 1/12/17

4 Item #CM09 Revisions to Specification Section ADD the following to the end of Paragraph 2.B.52 in Specification Section , Part 3, BP #4A: ADD the following to the end of Paragraph 2.B.12 in Specification Section , Part 3, BP #6A: ADD the following to the end of Paragraph 2.C.10 in Specification Section , Part 3, BP #15A: Sealant/fire safing between sleeves and the pipe/cabling within the sleeve is always the work of the prime installing the pipe/cabling in the sleeve. Where sleeves & layout are furnished to the 4A/6A primes prior to the wall at that location being constructed, grouting/mudding in and sealing or the outside of the sleeve itself into the wall construction is work by the 4A prime at CMU walls & the 6A prime at GDW walls. Where pipes with sleeves and/or conduits are already in place prior to the wall at that location being constructed, grouting/mudding in and sealing the sleeve/conduit into the wall construction is work by the 4A prime at CMU walls & the 6A prime at GDW walls. Where any other primes make the penetration by cutting/coring/drilling/etc. after the wall at that location has been constructed, the prime making the penetration is responsible for grouting/mudding in and sealing the sleeve/conduit into the wall construction. Where 15A has provided layout for the 4A/6A primes to leave rough wall openings for mechanical ductwork in CMU/GDW walls, the 15A prime is solely responsible for all infill (fire blanket/insulation, sealant/fire caulk, metal angle trim, etc.) between the ductwork and the rough opening. Item #CM10 Response to Bidder Question Question: [Dwg A6.5] Please confirm that the coverboard and substrates shown (keynote J, C, and E) at Detail 13/A6.5 and 6/A6.6 are not the responsibility of the 8A contractor. Response: This is work by the 4A prime. Also reference Paragraph 2.B.24 in Specification Section , Part 3, BP #4A: All rigid insulation board per Specification Section and per Keynote C on the Architectural Drawings, shall be furnished & installed by the 4A prime unless otherwise specifically noted in this scope of work, including without limitation: all 4 rigid insulation in lieu of cavity/veneer as typically shown on Details 3 & 7/A6.2, 10, 12 & 13/A6.5, 6 & 12/A6.6 and 8 & 10/A6.7 including all Z-furring (Keynote E) and protection board (Keynote J). Item #CM11 Response to Bidder Question Question: [Dwg A6.5] Please advise if the rigid insulation on Details 8 and 9/A6.5 at the interior side of the glazed aluminum curtainwall assembly is the 8A contractor's responsibility. Response: This is work by the 6A prime. Also reference Paragraph 2.B.10 in Specification Section , Part 3, BP #6A: Any mineral wool or rigid board insulation installed within steel studs/cfmf or between steel studs/cfmf and windows/storefront/curtainwall, including without limitation the mineral wool/rigid insulation shown as Keynotes C&E on Details 8 & 9/A6.5 and 3 & 4/A6.6, is work by the 6A prime. Item #CM12 Response to Bidder Question Question: [Dwgs A6.5, 6.6 & 6.7] At several locations underneath storefront and curtainwall assemblies, metal flashing is called out for (keynote D). These locations are as follows, but not limited to: 10/A6.5, 13/A6.5, 6/A6.6, 10/A6.6, and 10/A6.7. Please confirm that this metal flashing is to be provided by the 8A contractor. Response: Yes, this metal flashing is work by the 8A prime, except at Detail 10/A6.7 (also see similar condition at Detail 4/A6.6), where the under window flashing also acts as a receiver for a 7A counter that covers the top of 7A BUR, where the metal flashing/receiver is by the 7A prime. In theory, all of this work is covered by Paragraph 2.B.14 in Specification Section , Part 3, BP #8A, but we understand the confusion see clarification in Item #CM13 in this addendum. 5 Item #CM13 Revisions to Specification Section REVISE the 2 nd sentence in Paragraph 2.B.15 in Specification Section , Part 3, BP #8A to read as follows: The brake metal assemblies that cover the CMU & insulation curbs at the base of curtainwall/storefront similar but not limited to that brake metal called out as Keynote H& J on Details 10, 13 & 12/A6.5 and 8/A6.7 is work by the 8A prime; metal flashing (called out as Keynote D) shown under the curtainwall/storefront and on top of the aforementioned matching finish brake metal or on top of masonry, including without limitation that metal flashing typically shown on Details 10 & 13/A6.5, 6 & 10/A6/6, and 8/A6.7, is work by the 8A prime. Item #CM09 Revisions to Specification Section ADD the following to the end of Paragraph 3.A.5 in Specification Section , Part 1: k) As regards Specification Section , Paragraph1.4.B, all primes with any responsibility for the listed credits shall be responsible for completing and submitting to the CM in electronic Excel working file format the LEED Online Credit template. The CM will compile all such submission and upload the consolidated template document after approval by the Architect. l) As regards Specification Section , Paragraph1.5.C, all primes with LEED responsibilities as stated in this Specification , or as stated in any technical specifications listed in Paragraph 1.B. of each prime s individual scope of work, shall be responsible for submitting an individual LEED Action Plan to the CM who will coordinate & compile all LEED Action Plans for submission to the Architect. The 2A, 2C, 4A & 7A primes are responsible for Paragraph 1.5.C.2.a (waste management plan) for their own work; the CM may require input from all other primes using Owner furnished dumpsters for the CM waste management plan. The 15A prime is responsible for Paragraph 1.5.C.e (construction IAQ plan), but the CM will require input from all other primes, particularly the 6A & 12A primes, for input regarding their onsite-stored/installed absorptive materials. All primes are responsible for Paragraphs 1.5.C.b., c. & d. m) As regards Specification Section , Paragraph1.5.D, all primes shall be responsible for the submitting to the CM their own Monthly LEED Progress Reports, and the CM will compile all prime reports for monthly submission to the Architect. n) As regards Specification Section , Paragraph1.5.E (LEED Documentation Submittals), the 2A prime is responsible for Paragraph1.5.E.1 (erosion & sediment controls), and the 15A prime is responsible for the remainder of Paragraph1.5.E (Credits IEQ 3.1 & 3.2), except that the CM will require input from all other primes, particularly the 6A & 12A primes, for input regarding their onsite-stored/installed absorptive materials for Paragraph 1.5.E.2.d. o) As regards Specification Section , Part 2 (Credit Summary): 2A is responsible for Paragraph 2.2.A. The 2A, 2C, 4A & 7A primes in conjunction with the CM are responsible for Paragraph 2.5.D&E. All primes whose scope of work requires that prime to furnish materials where recycled content, certified wood, & regional materials is an available option, or whose scope of work lists technical specifications that require recycled content, certified wood, or regional materials, are responsible for Paragraphs 2.5.H, I, J, K &M. The 15A prime is responsible for Paragraphs 2.6.F & G, except that all primes delivering absorptive materials to the site are responsible for Paragraphs 2.6.F.1.a; the 15A prime is also responsible for Paragraph 2.6.N.3. All primes providing the noted materials are responsible for Paragraphs 2.6.H, I, J, K, L & M. p) Any primes who are utilizing Owner-furnished dumpsters will be required to comply with the CM s waste management plan, which will require mandatory separation & handling of some debris for recycling/re-use/salvage versus landfill; any prime whose employees repeatedly fail to comply with the CM s waste management plan will be required to furnish their own dumpsters for the remainder of the project, along with their own associated waste management plan. 6 q) All primes whose scope of work requires that prime to furnish materials that are listed in the technical specifications or Specification Section as Indoor-Emissions-Restricted or VOC-Content- Restricted products, are responsible for all work associated with Specification Section Item #CM14 Revisions to Specification Section ADD Item h.) to the end of Paragraph 2.B.11 in Specification Section , Part 3, BP #2A: ADD Item l.) to the end of Paragraph 2.B.6 in Specification Section , Part 3, BP #3A: Reference Addendum #7, Items #AD7.08 & #AD7.16, in which the Architect increased the thickness of the typical stone base below the SOG by 2, increasing the total thickness of the slab and porous fill/stone base from 8 to 10. This total thickness had been used to calculate the elevations at which the 2A prime would deliver the building pad to the 3A prime. As such, the 2A prime shall deliver all building pads referenced in this overall building pad scope paragraph at an elevation 2 LOWER than the building pad elevations stated in this overall scope paragraph regarding the building pad.
