Developing SUMP 2.0 Concept for updating and further development of the SUMP Guidelines Siegfried Rupprecht, Susanne Böhler, Lasse Brand

Contents 1. Objectives 2. How to move to "SUMP 2.0"? Improvements Extensions (existing, planned and potential) Modifications (existing, planned and potential) 3. Knowledge map 4. Proposed process and roles 5. Timeline 6. Next steps 7. Suggested activities at SUMP Conference 2

1. Objectives (of this session) To agree on a working mechanism/ process for the update and further development of the SUMP Guidelines, including: Timeline Responsibilities Draft list of topics for extensions and modifications 3

1. Objectives: Why do we need an update of "SUMP" Wealth of practical SUMP experience waiting to be analysed and transformed into good practice guidance. Supplementary guiding material originating from various national and EU funded SUMP projects. New mobility developments (emerging technologies, new policy challenges/ opportunities) that require a rethinking and extension of the current SUMP guidelines. 4

1. Objectives (of the process) Consolidation of the take-up process of SUMP Addressing emerging needs from cities and Member States for further development Coordinated development of one comprehensive 'compendium of guidelines' bearing the logo of the Commission (as owner of the process) and of the SUMP Platform 5

3 Modification 2. How to move to "SUMP 2.0"? 2 Extension 1 Improvement 2 Extension SUMP Guidelines 2 Extension 6

2. How to move to "SUMP 2.0"? (1) Updates and usability improvements of the SUMP Guidelines Identify gaps and check validity of process steps Document experiences as good practices and case studies Translate SUMP Guidelines and website into additional European languages, taking into account national terminology Connection with Urban Mobility Indicators Ensure consistency between extensions/ modifications/ SUMP 2.0 guidance SUMP knowledge map: introduction and overview of available guidance 7

2. How to move to "SUMP 2.0"? (2) Thematic SUMP Guidelines extensions Apply the SUMP guidance to new areas o specific policy areas of urban mobility (e.g. logistics, e-mobility), or o new topics/ actors being involved (e.g. emerging technologies) Elaborate specific steps of the SUMP cycle (e.g. financing, action planning, implementation) Ensure that relevant fields are covered and overlaps avoided 8

Existing SUMP Guidelines extensions 2 Extension Platform branded: Measure selection (CH4LLENGE) Monitoring (CH4LLENGE) Participation (CH4LLENGE) Institutional cooperation (CH4LLENGE) Not yet Platform branded: Action Plans (SUMPs-Up) Measure selection and measure packages: 3 manuals for starter, intermediate and advanced SUMP cities (SUMPs-Up) Sustainable Urban Logistics Plan (ENCLOSE) more to be added 9

Planned SUMP Guidelines extensions 2 Extension Financing, procurement, and contracting of SUMP measures (ECCENTRIC) Addressing vulnerable groups and gender issues (ECCENTRIC) Inclusion of suburban districts in SUMPs (ECCENTRIC) SUMP guidance for multi-modal alternative fuels deployment, especially in public transport (ELIPTIC, Subgroup on Alternative Fuels in Cities of the Sustainable Transport Forum) more to be added 10

Potential topics for future extensions 2 Extension Topic Electromobility and SEAP-SUMP integration Shared mobility, MaaS and ITS Connected and Automated Driving Health, including Health Economic Assessment Tool (HEAT) Urban logistics / Sustainable Urban Logistics Plan (SULP) National SUMP frameworks Planning for innovative collective transport at the regional level more to be added Project that develops the extension* (SUMPs-Up)*, linked to "automation readiness" concept of CoEXist (Prosperity)* (Prosperity)* (LOW-CARB) *still to be discussed today and approved by DG MOVE/INEA 11

2. How to move to "SUMP 2.0"? (3) SUMP Guidelines modifications Adjust the SUMP process to meet needs of specific target groups and areas o small cities, regions o TEN-T and urban nodes o countries with weak planning tradition and strong need for infrastructure and policy development Requires intensive dialogue with SUMP 2.0 process to ensure overall consistency of SUMP concept 12

SUMP Guidelines modifications 3 Modification Existing Polycentric regions (Poly-SUMP) Potential future updates Urban nodes/ metropolitan regions/ TEN-T perspective Small and medium-sized cities Countries with weak planning tradition 13

Other (strategic) issues Minimum standards and quality assurance of SUMP Key role of Member States, ESIF programme offices, European Commission Project contributions o SUMPs-Up: Substantial update of the SUMP Self-Assessment (3 languages) o PROSPERITY: Development of assessment schemes 14 Telco update SUMP Guidelines 28/02/2018 Siegfried Rupprecht

Example Revision focus Type 3. Preparing the SUMP knowledge map Planning context Policy goal Technologies / measures Methodology Focus on process Structural changes in the planning cycle Horizontal integration Tailor to a specific policy goal: modify planning tasks, indicators, measures, good practices Focus on process and measures Adress uncertainties in planning, dynamisation of planning indicators, measures and good practices Need to link with policy goals and planning process Focus on measures and implementation Deepening/ updating knowledge about specific aspects of planning process Focus on process Example "Small cities" Example "Health" Example "Electromobility" Example "Monitoring and evaluation" 16

4. Proposed process Consultation process with key stakeholders (limited, but systematic); through SUMP Conference, survey, workshops? Active participation of SUMP projects to ensure successful "SUMP 2.0" process Coordinated development of extensions and modifications that will form a coherent 'compendium of guidelines' Check need for updates to tasks and timelines in workplans of contracted SUMP projects to allow them to deliver Projects and activities outside DG MOVE s direct area of influence persuaded of becoming part of an EU-level "SUMP 2.0" activity 17

4. Proposed roles of partners and projects Overall decision taking and coordination: SUMP Coordination Group Editorial board: small subgroup of Coordination Group Organisational support: Eltis support team Rupprecht Consult: o Update of SUMP Guidelines (under SUMPs-Up) o Editorial coordination (outside of SUMPs-Up, self-funded) Content provision: SUMP take-up projects, CIVITAS IA projects, others 18
