PART 2 CHANGES TO SPECIFICATIONS 2.1 IN SPECIFICATION SECTION BYPASS PUMPING, PART 1 GENERAL, 1.3 SYTSEM DESCRIPTION, B. 4, delete the paragraph and replace with the following: 4. The CONTRACTOR shall have adequate standby equipment available and ready for immediate operation and use in the event of an emergency of breakdown. One standby pump shall be installed, ready for use in the event of primary pump failure. A second standby pump shall be available on site for installation in the event of an emergency of breakdown and shall be able to be installed within 12 hours of primary or standby pump failure. Standby pumps shall be rated for the same capacity as the largest pump in the bypass pumping system. 2.2 IN SPECIFICATION SECTION LIMITATIONS ON SEQUENCE OF CONSTRUCTION, PART 1 GENERAL, 1.4 LIMITATIONS ON SEQUENCE OF CONSTRUCTION, I., 1., b. add the following to the paragraph: The 96 force main may be isolated from the remainder of the WWTP by closing the 7 x7 sluice gate in the Sluice Gate Chamber to the north of the Bypass and Overflow Structure. A temporary watertight bulkhead shall also be installed between the 96

2 force main and the closed sluice gate to account for any leakage. The Contractor is responsible for pumping water that accumulates between the sluice gate and watertight bulkhead to the Bypass and Overflow Structure. 2.3 IN SPECIFICATION SECTION LIMITATIONS ON SEQUENCE OF CONSTRUCTION, PART 1 GENERAL, 1.4 LIMITATIONS ON SEQUENCE OF CONSTRUCTION, I., 1., g. delete the paragraph and replace with the following: g. Phase IV Primary Sludge Pumping Station - Under this phase the work in the Primary Sludge Pumping Station shall be completed. This phase may be pursued simultaneously with Phase I, II and III. The Primary Sedimentation Tanks shall stay in service continuously during the work. Only one primary sludge pump shall be allowed to be taken out of service at a time for the work. When the work is completed and the pump shall be started and tested and the City will operate the pump for one week before allowing the Contractor to take the next pump out of service for the work. Under this phase the work in the Primary Sedimentation Tanks shall be completed. This phase may be pursued simultaneously with Phase I, II, and III. Only one Primary Sedimentation Tank shall be allowed to be taken out of service at a time for the work. The City will isolate the Tank by closing the influent sluice gate. The Tanks shall be dewatered by the CONTRACTOR by pumping the volume to an adjacent Tank. When the work is completed, the Tank will be put back into service and the City will operate the Tank for one week before allowing the Contractor to take the next Tank out of service for the work. Substantial completion shall be issued for Phase IV work when the all work in the Primary Sludge Pumping Station and Primary Sedimentation Tanks is complete. PART 3 CHANGES TO CONTRACT DRAWINGS 3.3 On drawing CM3, IN PRELININARY SEDIMENTATION TANKS PLAN EL , delete the label NEW CROSS COLLECTOR TURNSHAFT (TYP) and replace with label CROSS COLLECTOR TURNSHAFT (TYP). 3.4 On drawing CM3, IN NEW INLET BAFFLE DETAIL 1/CM3, change the label FIBERGLASS BAFFLE PANEL to read FIBERGLASS BAFFLE BOARD.

3 PART 4 REPLIES TO QUESTIONS SUBMITTED BY CONTRACTORS 4.1 BIF is requesting to be considered and named as an equal to the named supplier specified in section Venturi Flow Meters and on the Major Equipment Schedule. Reply: BIF will not be listed as a named acceptable product, but could be submitted using the Proposed Or Equal product schedule process contained in the bid book. 4.2 Who is responsible for cleaning the Primary Effluent Storage Tank? Reply: The Contractor is responsible for the cleaning of the Primary Effluent Storage Tank per SPECIFICATION SECTION CLEANING AT TREATMENT PLANTS, PART 1 GENERAL, 1.1 SUMMARY, B, Please confirm the guard is required for the entire project. Or only when the contractor is working on site. Please confirm there is power near the guard shack location the contractor can use for the guard shack. Reply: The Contractor is responsible for the providing a guard during all work hours of the contractor per SPECIFICATION SECTION 01500, PART 1 GENERAL, 1.8 TRAFFIC REGULATION, B. 4.4 I was inquiring to see if Coldwell-Wilcox Technologies can get added to the spec or approved as or equal for the wastewater gates for the CSO Control Program - Special Order 14 Division 46 - Wet Weather Disinfection Facility in Richmond, Virginia Project? Reply: Coldwell-Wilcox Technologies will not be listed as a named acceptable product, but could be submitted using the Proposed Or Equal product schedule process contained in the bid book. 4.5 The question was asked about the City agreeing to the payment terms on the Trojan UV quote and an answer was given to refer to section 7.0 of the project book. Section 7.0 is the generic payment terms section and can be interpreted to either mean the City will pay per the payment terms listed on their quote or they will not pay until the equipment has been incorporated in to the project. Please confirm the City will pay per the following terms: 20% upon submittal approval 60% upon equipment delivery 10% for startup & commissioning 5% for training, O&M manuals and spare parts delivery 5% acceptance (retainage) Net 30 days 1

4 Reply: The City will pay the contractor per those terms. 4.6 Phase 1 bypass, what is the allowable elevation we can charge the supplemental pumping station for bypassing during the Venturi Meter Replacement? Reply: Elevation If Electric Submersible pumps have to be used to bypass the supplemental pumping station for the Venturi Meter Replacement due to wet well Charge elevation limitations, there is not enough room to fit enough pumps to meet the spec. Part 1.3 B4 The CONTRACTOR shall have adequate standby equipment available and ready for immediate operation and use in the event of an emergency or breakdown. Two standby pumps shall be installed, ready for use in the event of primary pump failure. Standby pumps shall be rated for at the same capacity as the largest pump in the bypass pumping system. Additionally, one on-site spare pump shall be provided and shall be able to be installed within 12 hours of primary or standby pump failure. Reply: See Part 2 CHANGES TO SPECIFICATIONS, Item Please refer to Note 2 on drawing BM1 which says, Contractor shall coordinate demolition work with the City. Work cannot begin until the 96 discharge has been isolated and drained from the By-Pass and Overflow Chamber to the Main Pump Station pumps. Refer to Specification Limitations on Sequence of Construction. We cannot find any sequencing in Limitations on Sequence of Construction that specifically addresses isolating the 96 discharge from the Main Pump Station pumps to the Bypass and Overflow Structure. Is it the City s intent to install stop logs in New 6 Temporary Bulkhead shown on Sheet 2 of 13 issued in Appendix E of Addendum 4? Reply: See Part 2 CHANGES TO SPECIFICATIONS, Item 2.2. Also see Addendum 4 Appendix E for drawings of the Sluice Gate Chamber. 4.9 REGARDING ITEM 4.3 (Replies to Questions) in Addendum 4, besides shutting down one tank at a time what other limitations are there to replacing the inlet baffles? Reply: See Part 2 CHANGES TO SPECIFICATIONS, Item Please confirm that the Primary Sedimentation Tanks can be dewatering using existing drains. Reply: See Part 2 CHANGES TO SPECIFICATIONS, Item Section says that the Contractor is responsible for operational supplies (fuel, lubricants, chemicals, power, etc.) during initial start-up and performance testing. Is it the City s intention to have the Contractor meter the electrical consumption of the proposed UV system during performance testing and pay for the power used? Reply: No 4.12 Section details the performance testing of the UV system during 3 wet weather events at total plant flows above 105 MGD. By spec, each wet weather event will need to provide 2

5 enough rain to sustain a total plant flow of 105 MGD for at least 8 hours (at a minimum). For scheduling purposes, can you provide a reasonable time-frame that the Contractor can expect to complete the performance testing of the UV? What happens in the event of drought conditions? REPLY: THE PERFORMANCE TESTING OF THE UV SYSTEM WILL BE WEATHER DEPENDENT, A TIME FRAME CANNOT BE ESTIMATED. Vendor must take due notice and be governed accordingly.
