2 ADDENDUM NO. 1 TO CONTRACT DOCUMENTS CITY OF ARVIN SYCAMORE ROAD STORM DRAINAGE IMPROVEMENT PROJECT March 31, 2017 This Addendum No. 1 consists of fourteen (14) pages, and must be signed, dated and submitted along with the Contract Documents. The following additions, deletions or modifications shall become part of the Contract Documents: Strikethrough text (text) indicates deletions. Bold Italicized text (text) indicates additions/revisions. ITEM NO. 1: SPECIFICATIONS COVER PAGE 1. The Bids Due/Bid Opening text will now read as follows: Tuesday, April 4 11, 3:00 pm in City Hall: 200 Campus Drive, Arvin, California NOTICE INVITING SEAL PROPOSALS (BIDS) 1. The first two lines will now read as follows: BIDS MUST BE RECEIVED BY: 3:00 p.m., on April 4 11, 2017 BIDS TO BE OPENED AT: 3:00 p.m., on April 4 11, 2017 GENERAL PROVISIONS 1. The last sentence of Item 4 (page 9) will now read as follows: Any interpretation or correction of the Contract Documents will be made only by an addendum duly issued, and a copy of such addendum will be mailed, ed, delivered or faxed to each person receiving a set of the contract documents no later than 2:00 p.m., Thursday, March 30, 2017, Monday, April 3, AGREEMENT FOR PUBLIC WORKS SERVICES BETWEEN THE CITY OF ARVIN AND 1. Item I in Exhibit D (Page D-1) of the Agreement will now read as follows: I. After Item 1.2.A., add the following: B. The existing crop located at the proposed Sycamore Basin Site will be harvested in mid June. Work at the basin site may not start until the crop is harvested. SECTION FENCING 1. Revise Item 3.1.A. as follows: B. Installation shall be in accordance with City of Arvin Standards and Plate D8 and D9 as shown in the Plans. Where fencing is installed at the Sycamore Basin Site, the fencing shall be in accordance with the County of Kern Development Standard Plate D-12 Flood Zone Fencing Specifications. ITEM NO. 2: PLANS 1. The following revisions shall be made to the plans. 4 Sheet 29 Revise the Title at the bottom of the sheet to read: BID ALTERNATE F BID ITEM 22 ITEM NO. 3: CLARIFICATIONS The following questions have been asked by bidders: 1. Question: What is the Construction Cost Estimate for the project? Answer: The cost estimate range for the Base Bid is between $2.8 million to $3.0 million. The cost estimate is $3.9 million for the Base Bid and all Additive Alternatives. 2. Question: In exhibit D, item 1 states project duration to be 150 calendar days. Is this time for the entire project with all of the alternates or for base bid only? Please clarify. Answer: Refer to Specification revisions above under the Agreement for Public Works Services. 3. Question: Please confirm that the City will waive the fees associated with the encroachment permit. Answer: The City will waive the fees associated with the encroachment permit as this is a City Project. 4. Question: Will the existing crop in the new retention pond area be harvested prior to start of construction of the basin? Will we have to pay for any crop damages in the retention pond area? Answer: The existing crop will be harvested in mid June. Work at the basin site may not start until the crop is harvested. Therefore, there will be no charge for crop damages. 5. Question: On sheet 29 of 29, center of page at bottom, calls out for this work as Bid Alternate F. Is this correct or is this work bid item 22? Please clarify. Answer: The work on Sheet 29 is designated as Bid Item 22 and is included in the Base Bid. 6. Question: Please clarify that spec section M 3.5 A in requiring air and infiltration testing does or does not include RCP piping. Answer: Item 3.4 in Section is specifically applicable to Cast-In-Place Concrete Pipe (CIPCP) and not Reinforced Concrete Pipe (RCP). 7. Question: On the Storm Drain Base Bid plus Alternate is the RCP RG Pipe all Cl. 3 or 1350 D. Answer: The RCP is called out on the Plans as Class 3 Pipe. 8. Question: On section 65 Reinforced Concrete Pipe on the Special Provisions. Has the Hydrostatic tests specified section Laying Siphon And Pressure Pipe of the standard specification been Waived Answer: The hydrostatic tests are not required for RCP, only CIPCP. Such rates of wages can be found on the Department of Industrial Relations website located at and at the City Hall. b) Contractor shall adhere to the current California Department of Industrial Relations requirement and as described in the General Provisions i) Contractor/subcontractor registration with DIR requirements ii) QK, Inc. shall be the City s Labor Compliance Officer for the Project. c) License Requirements - California Class A General Engineering d) City Encroachment Permit required for work within public right of ways. 6) Review Bid Schedule (Proposal Certification) a) Bid evaluation based on lowest base bid b) If AAs come in within the project budget then they will be included c) Final Pay Quantities are indicated in the Explanation of Bid Items 7) Bids must be accompanied with all items noted on the Proposal Checklist 1

14 8) Bonds a) Bid bond or deposit in the amount of 10% of the sum of the Base Bid. b) A Performance Bond (100%) and a Payment Bond (100%) based upon Contract Price must be submitted within ten calendar days of the receipt of the Notice of Award. Must be issued by an admitted California Surety. 9) Before starting work the contractor must submit: a) Construction schedule b) Bonds, Insurance Certificates and Policies c) Indemnity Agreement d) Guaranty e) Contract f) Notification of planned start date g) Stockpile site notarized release 10) Project Site requirements a) No trespassing on private property b) Dust control (Section ) c) SWPPP (Section ) d) Traffic Control (Section ) e) Site Security Section ) Project Review a) Pre-construction Meeting b) Construction Schedule Monthly updates required c) Weekly progress meetings d) Construction Review by QK,Inc. e) Soils and Materials Testing: Costs for initial compaction tests shall be borne by the City.
