3 College Jeanne Sauve July 27, 2015 Design Concept Study File No Dakota Street, Winnipeg, MB Page 1 of INTRODUCTION 1.1 Study Background Number TEN Architectural Group was engaged by the Louis Riel School Division (LRSD) to undertake a design concept study for College Jeanne Sauve. Originally constructed in 1988, a four-portable addition was added to the building in Presently, College Jeanne Sauve is a Grade 9-12 school with an enrolment of 620 students. The initial purpose of the study was to explore ideas for gaining much-needed school commons floor area and accommodating a new performance arts space. However, given that the enrolment is forecast to increase to approximately 900 students by 2023, the scope was expanded to include assessing the building program and investigating ways to add additional classroom space to the building. The firm of Number Ten Architectural Group led the study team and was responsible for developing the building concept designs. The firm of Crosier Kilgour & Partners was engaged by Number Ten to assess the viability of adding a second storey over the existing building footprint. Hanscomb Consultants Ltd. was responsible for preparing a Class D estimate of probable construction costs based on the scope of work outlined by Number Ten. The work of the study was carried out by Margot Colquhoun, MAA, for Number Ten; John Miller, P. Eng. for CKP; and, Isaac Gwendo for Hanscomb Consultants Ltd., with assistance by technical staff as required. 1.2 Methodology Margot Colquhoun met with Brad Fulton, Secretary-Treasurer LRSD, and Christian Michalik, Assistant Superintendent LRSD, to confirm the scope of work and to discuss the direction of the study. Three schematic design plans were prepared and presented to Mr. Fulton and Mr. Michalik as well as to Alain Michalik and Cameron Johnson (Joel Ruest), Principal and Vice-Principal of College Jeanne Sauve respectively. LRSD approved Option A to form the basis of the design study. Option A is a multi-phased plan including: a two-storey classroom addition; a School Commons and foyer addition; a new performing arts space; a grooming room and expanded student service space; a science room addition; a gymnasium addition; and, other interior alterations to support the planned changes. The proposed work has been broken up into five (5) phases in order of LRSD priorities. Number Ten Architectural Group visited College Jeanne Sauve to review the existing facilities and visually examine the building. Original building blueprints were made available to the team and were used as the basis of understanding as to the existing architectural and structural building systems. Drawings illustrating the proposed Option A are included herein (see Appendix A Drawings). Photographs were taken to illustrate conditions observed (see Appendix B Photographs).

A structural opinion was obtained on the viability of adding a second storey over the existing footprint (see Appendix C Structural Opinion), but no destructive tests were done to determine existing conditions within construction assemblies. Such testing procedures may be required, together with a more thorough structural engineering analysis to better assess the condition of the building s supporting framework. Mechanical and electrical design considerations were not part of the scope of services. Going forward, mechanical and electrical engineering will be required to determine the best approach to providing building services for the proposed additions. No testing was done to determine the presence of hazardous materials. A detailed hazardous material assessment is recommended prior to undertaking any building demolition or renovations. 1.4 Estimated Costs A Class D estimate of probable construction costs was prepared by Hanscomb Consultants Ltd. (see Appendix D Class D Cost Estimate). This is an orderof-magnitude estimate only which will allow LRSD to assess the options for upgrade from a costing standpoint. A 2% escalation contingency to June 2016 is also carried. All costs are expressed in current dollars and are inclusive of general contactor s general conditions, overhead and profit. GST, professional fees and other soft costs as noted are excluded from the cost estimate. It is recommended that the design of the preferred option be further advanced in order to set a project budget based on a more well-defined scope of work.

5 College Jeanne Suave July 27, 2015 Design Concept Study File No Dakota Street, Winnipeg, MB Page 1 of ARCHITECTURAL REPORT 2.1 Overview College Jeanne Sauve (Jeanne Sauve) is a one storey building which was constructed as a secondary school in A four-portable classroom addition was completed in 1998 to accommodate an influx of students. Currently, the Grade 9-12 school has an enrolment of 620 students, however, that number is projected to increase to 900 students by the year Options for adding classrooms, improving school common areas and addressing specific undersized functional spaces will be explored in this concept design study. Work is proposed to be carried out in five separate phases in order to minimize the disruption to the normal school operations during construction. The first priority, Phase 1, is to expand the building footprint to accommodate the additional classrooms and amenity spaces required for the projected enrolment. The configuration of the existing building, it s placement on the property and existing site development limit options for expansion. In order to maintain the running oval / soccer pitches on the west side of the property, it is proposed that the portable classroom wing at the north end of the school be demolished and replaced with a two storey addition comprised of 16 classrooms, storage rooms and teacher preparation space. The addition will comply with current building code requirements for barrier-free accessibility and will include an elevator and accessible washrooms on the second floor level. Construction materials will match those of the existing building in quality, durability and appearance. As part of Phase 1, additional on-site parking is required to conform to the City of Winnipeg zoning by-laws for the anticipated number of students and staff in the expanded school. Specifically, 126 parking stalls in total will be required to meet the zoning regulations. The existing parking lot to the south of the school will lose at least 6 stalls due to reconfiguration to suit the science and gym additions, thus reducing capacity in that lot to 98 vehicles. To make up the shortfall, a new asphalt paved parking lot is proposed along the north property line to accommodate the additional 28 parking stalls needed. The lot will be located on a City of Winnipeg land drainage sewer easement which is registered as a caveat on title. However, in this case, the caveat does permit paving over the easement so it should not be an issue. Other site development will include extending concrete sidewalks and soft landscaping around the addition. The second priority, Phase 2, is to increase multipurpose floor area and add a performance arts space for the Jeanne Sauve student body. The existing cafeteria only seats 75 students, thus it is inadequate even for the current student population. However, the cafeteria is located on axis with the main front entrance of the school which makes it an ideal, central location for the new School Commons. Therefore, it is proposed that the space be enlarged by adding on to the building and expanding out towards the west. A higher roof line, increased interior ceiling height and glazed curtain walls on the exterior will provide a bright, airy place for students, staff and visitors to congregate. The increased floor area

6 College Jeanne Suave July 27, 2015 Design Concept Study File No Dakota Street, Winnipeg, MB Page 2 of 7 will allow room for more tables, benches and comfortable lounge seating and new finishes throughout will revitalize the area. A stage is also proposed and it will function as a platform for student presentations as well as provide additional casual seating surfaces. Adjacent to the new Student Commons, the existing art room will be renovated and become a new, dedicated performance arts room. The space will complement the existing undersized band room and will be a catalyst for developing the music and drama program to a higher standard of excellence. A door between the two spaces will provide direct, back-of-house access to the new stage. A new larger kitchen is also proposed to complete this functional area. The kitchen will be sizeable enough for two pass-through counters and will be complete with new finishes, equipment and a dedicated food storage room. The existing main entrance foyer is a relatively narrow, constricted space causing congestion for students, staff and visitors coming into and moving through the school. As part of Phase 2, it is proposed that the foyer be expanded to provide a more spacious, welcoming point of entry to the school where visitors can easily orient themselves and students and staff can manoeuver comfortably. Windows in the principal s office and reception area will become interior windows and provide an overview of the new entrance area. Phase 3 is to expand the student services area, add a PSFB-compliant grooming room and reconfigure two existing classrooms into a new art lab complete with storage and kiln rooms. The Art Lab will be key to establishing the new Makers Wing for the school which will include other related practical arts programming space. The renovated spaces will have new finishes throughout. Phase 4 is to construct a science lab addition adjacent to the science wing at the southwest corner of the school. This will bring the total number of science classrooms to 6 for the projected enrolment of 900 students which will meet the PSFB standard of 1 science classroom/150 students. Construction materials will match those of the existing building in quality, durability and appearance. Phase 5 is to expand the gymnasium towards the south parking lot to provide space for a much-needed, new fitness room. Currently, a small area behind the bleachers on the mezzanine overlooking the gym is used for fitness programming but it is inadequate for that purpose. Also, the original instructors office (currently storage) and the existing boys and girls shower rooms will be reconfigured to provide a water closet in the office washroom and a barrier-free shower stall in each change room.

Demolition: a) Demolish existing four-portable classroom wing at the north end of the school in preparation for a new, two-storey addition. 2. Addition: a) Construct a 2160 m2, two-storey, 16 classroom addition complete with an elevator, barrier-free washrooms, teacher preparation space and storage rooms. b) Construction Details: i. Structural reinforced concrete slab on grade beams and piles; ii. Exterior wall assembly of loadbearing concrete block, insulated cavity and split-ribbed, coloured, concrete block veneer complete with Tyndall stone banding and accents; iii. Roof assembly of steel deck on steel joists complete with exterior drywall, vapour barrier, extruded insulation, protection board and SBS roofing membrane; iv. Windows to be anodized aluminum complete with thermally broken frames and double pane sealed glazing units; v. Curtain wall sections to be anodized aluminum thermally broken frames complete with double pane sealed units; vi. Exterior doors to be anodized aluminum in thermally broken storefront frames complete with institutional duty hardware; vii. Interior doors to be hollow metal in pressed steel frames complete with institutional duty hardware; viii. Interior corridor walls to be to underside of floor/roof deck and constructed of 8 scored concrete block typical; ix. Interior partition walls to be to underside of floor deck and constructed of 5/8 gypsum board both sides of 3 5/8 metal studs with resilient channels and batt insulation; x. Patch and make good openings in existing masonry walls to match existing; xi. Rolling fire shutters at existing exterior windows between original building and corridor in new addition; xii. Vinyl composite tile flooring with rubber base at corridors, classrooms, teacher preparation and storage. xiii. Sheet vinyl flooring with rubber cove base at washrooms; xiv. Rubber treads and risers at stairs; xv. Suspended acoustic ceiling panel ceiling system at corridors, classrooms, and teacher preparation; xvi. Roof assembly of steel deck on steel joists complete with exterior drywall, vapour barrier, extruded insulation, protection board and SBS roofing membrane; iv. Curtain wall to be anodized aluminum thermally broken frames complete with triple pane sealed glazing units; v. Exterior doors to be anodized aluminum complete with institutional duty hardware; vi. The following program indicates the proposed allocation of space to meet the PSFB standards for a high school with 900 students. For the purposes of this concept design study, areas were scaled electronically from existing drawings. It is recommended that floor areas be reconfirmed prior to the schematic design stage.

INTRODUCTION 1.1 Purpose: This Class 'D' Estimate is intended to provide a realistic allocation of direct and indirect construction costs for the College Jeanne Sauve, Addition and Renovation, located in Winnipeg, Manitoba, with exceptions of items listed in 1.5 section. 1.2 Methodology: From the documentation and information provided, quantities of all major elements were assessed or measured where possible and priced at rates considered competitive for a project of this type under a stipulated sum form of contract in Winnipeg, Manitoba. Pricing shown reflects probable construction costs obtainable in the Winnipeg, Manitoba area on the effective date of this report. This estimate is a determination of fair market value for the construction of this project. It is not a prediction of low bid. COST CONSIDERATIONS 3.1 Cost Base: All costs are estimated on the basis of competitive bids (a minimum of 4 general contractor bids and at least 3 subcontractor bids for each trade) being received in June 2015 from general contractors and all major subcontractors and suppliers based on a stipulated sum form of contract. Should the above minimum bidding conditions not occur, we can expect to see an increase in the construction cost estimate. 3.2 Escalation: An allowance 2% of has been made for construction cost escalation that may occur between June 2015 and the anticipated bid date of June Contingencies: An allowance of 15% has been included to cover design and pricing unknowns. This allowance is not intended to cover any program space modifications but rather to provide some flexibility for the designers and cost planners during the remaining contract document stages. No allowance has been made to cover construction (post contract) unknowns. It is recommended that a provision for this item be included in the overall program budget. 3.4 Unit Rates: The unit rates in the preparation of this Class 'D' Estimate include labour and material, equipment, subcontractor s overheads and profits. 3.5 Taxes: Provincial Sales Tax is included where applicable. No provision has been made for the values added tax (e.g. Harmonized Sales Tax, Goods and Services Tax). It is recommended that the owner make separate provision for HST/GST in the project budget as applicable. 3.6 Statement of Probable Costs: Hanscomb has no control over the cost of labour and materials, the contractor s method of determining prices, or competitive bidding and market conditions. This opinion of probable cost of construction is made on the basis of experience, qualifications and best judgment of the professional consultant familiar with the construction industry. Hanscomb has prepared this estimate in accordance with generally accepted principles and practices. Hanscomb s staff is available to discuss its contents with any interested party. 3.7 Ongoing Cost Control: Hanscomb recommends that the Owner and design team carefully review this document, including line item description, unit prices, clarifications, exclusions, inclusions and assumptions, contingencies, escalation and mark-ups. If the project is over budget, or if there are unresolved budgeting issues, alternative systems/schemes should be evaluated before proceeding into the next design phase. Requests for modifications of any apparent errors or omissions to this document must be made to Hanscomb within ten (10) days of receipt of this estimate. Otherwise, it will be understood that the contents have been concurred with and accepted. It is recommended that a final update estimate be produced by Hanscomb using Bid Documents to determine overall cost changes that may have occurred since the preparation of this estimate.
