LAYING OF UNDERGROUND PE PIPELINES AT ROCKY AREA IN NORTH GOA GA ANNEXURE-5 TO SCC 1.0 TERMS OF PAYMENT Pending completion of the whole works, provisional progressive payments for the part of work executed by the contractor shall be made by Owner on the basis of said work completed and certified by the Owner s representative as per the agreed milestone payment schedule and the percentage break-ups given below. Contractor shall submit his invoices to the Owner s representative monthly in the manner as instructed by Owner. Each invoice will be supported by documentation acceptable to Owner and certified by the Owner s representative. Payments made by owner to the contractor for any part of the work shall not deem that the Owner has accepted the work. The Contractor has to raise the RA bill on monthly basis and payment shall be made as per the following terms:- For SOR item % In continuous stretches of minimum 100 Mtrs. including trench less laying or total scope whichever is less after completion of trenching, lowering, electro-fusion jointing of pipeline, backfilling and compaction for the complete stretch as per the scope of work. 10% Testing of network, Pre-Commissioning of the system, installation of Permanent Markers & Valve chambers, 10% Commissioning or gas charging of the PE pipeline (case decided by EIC) and material re-conciliation 10% Submission of all documents, submission of NOC, Submission of As built drawings. Closure of contract, Submission of final bill. For SOR item % After Complete area wise restoration as per the standards (bidder may note that restoration work shall be carried out after successful testing and commissioning / gas charging in respective area). 20% After obtaining NOC from respective local authorities / Third party agencies designated by land owning agencies.. 10% After Completion of all works and closure of contract. For SOR item 1.3 to % Installation of casing & carrier pipe or only carrier pipe, electrofusion joining with main pipeline,

Any other work (Not mentioned above) a) Completion of individual work progressively : 90% b) Completion of all activities and their acceptance submission Of final documents, final bill and acceptance of these by owner thereafter for successful closure of work order: : 10 % Note: Any further breakup of each activity for the payment purpose can be done depending upon the site situation/requirement and recommendation by EIC and approval of construction in-charge.

Bidder shall enclose all documents as per checklist issued by GNGPL/ Mecon including during Kickoff meeting II. III. IV. The payment of the contractor will be released within 15 days from the date of receipt of complete invoice as per terms and condition of the contract. Employer will release payment through e-payments only as detailed in bidding document. All payments against running bills are advance against the work and shall not be taken as Final acceptance of work / measurement carried out till the final bill. V. Further break-up of Lumpsum Prices, if deemed necessary for any progressive payment of individual item may be mutually arrived at between Engineer-in- Charge and the Contractor. VI. VII. VIII. Successful bidder(s) to submit material reconciliation certificate along with each bill. Bills shall be raised by contractor in line with check list attached in Tender document. As per CBDT Notification No. 95/2015 dated , mentioning of PAN no. is mandatory for procurement of goods / services/works/consultancy services exceeding Rs. 2 Lacs per transaction. Accordingly, supplier/ contractor/ service provider/ consultant should mention their PAN no. in their invoice/ bill for any transaction exceeding Rs. 2 lakhs. As provided in the notification, in case supplier/ contractor/ service provider/ consultant do not have PAN no., they have to submit declaration in Form 60 along with invoice/ bill for each transaction. Payment of supplier/ contractor / service provider/ consultant shall be processed only after fulfilment of above requirement. IX. GNGPL s PAN No. is to be intimated later. All RA Bills shall be submitted to EIC of MECON / GNGPL

Kindly provide Drawing of Earthing Pit Construction of earthing pit is not kept in this tender scope We have successfully laid, tested kms of MDPE pipeline in Old Goa & Ponda and line is ready for commercial use. However due to non availability of DRS & natural gas, MDPE pipeline network is awaiting for commissioning. Normally GAIL/ Mecon except line completed and ready for commercial use as acceptable PQ. We request you to amend the clause in tender technical qualification accordingly. We have successfully commissioned GAIL steel pipeline project in Bangalore (Karnataka) and we are also bidding in GNGPL steel pipeline tenders. As you know that installation of steel pipeline has critical and too many procedures as compared to MDPE pipeline. Hence we request you to accept steel pipeline qualification also for Technical PQ. Therefore, we request you that kindly change your Technical qualification criteria clause on basis of above mention points and consider us for bidding in GNGPL TENDER "LAYING OF UNDERGROUND PE PIPELINES AT ROCKY AREA IN NORTH GOA GA- TWO YEAR ARC (Bid Document No.: 05/51/23SA/GNGPL/001D-ii)". Tender condtion prevails 12 In the SOR There is no item mention in SOR regarding water body crossing in Goa by using Trenchless (HDD). It is request you to kindly Tender condtion prevails add this item sepreatly in SOR so that bidder can quoted this item. 13 You are requested to kindly estimate rate for HDD in rockey strata as per difficulty of rock in Goa. Goa has Hard rockey strata which will need different rate for work.
