2 Northern Natural Gas Company Lake Mills Compressor Station Project Docket No. (CP ) Weekly Status Report No. 9 May 14, 2018 May 20, 2018 PROJECT DESCRIPTION Northern Natural Gas (Northern) is constructing and will be operating a new compressor station consisting of one 15,900-horsepower natural gas-fired turbine-compressor package in Worth County, Iowa. The facilities are required to provide the requested incremental firm transportation requirements on Northern s system north of Ventura, Iowa. Northern s customer will use the gas to serve customers in Rochester, Minnesota, and in surrounding areas. Appurtenant facilities also would be installed. About 60 feet of pipeline would be removed to facilitate tie-ins; a recycle line and suction and discharge piping also would be installed. Northern is constructing the Project in accordance with the FERC s requirements for prior notice blanket authorization (18 CFR (b)) and Northern s blanket authorization granted September 1, 1982, at Docket No. CP FEDERAL AUTHORIZATION STATUS Northern began consultation with the applicable agencies and tribes September To date, all federal authorizations have been received and are listed in the table below. Permits received July 17, Revised construction permits 17-A-238- S1 and 17-A-239-S1 received April 11, Informal review of listed species in October 20, Provided response to request for additional information October 25, Response received October 28, Consultation complete. No USACE Preconstruction Notification, therefore no Section 401 application required. The project falls under 40 CFR (c)(1)(iii) and no authorization under the CWA section 402 is required. 2

3 Administering Agency Permit or Approval Status A SWPPP has been developed for the Project. Iowa State Historic Preservation Office Water Appropriations Permit Section 106 Consultation, NHPA Received October 2, 2017, modified April 24, 2018 Literature review and Phase I Cultural Resource Report submitted for review and concurrence January 26, 2016; concurrence received March 2, Environmental Training One contractor is constructing the Lake Mills compressor station. The environmental training totals listed below reflect all training conducted for the compressor station. On-site Contractor: K & K Incorporated (K & K) Overall Construction Start Date: April 3, 2017 Environmental Training Conducted: This reporting period: 2 Total to date: 11 Construction Status K & K continued construction within the extra temporary work space (ETWS) by removing and hauling off excess topsoil to an approved location. K & K continued hauling in and spreading rock for the compressor station. K & K continued installation and maintenance of silt fence and erosion control devices (ECDs) along the workspace perimeter. K & K continued receiving and staging piping and building equipment within the ETWS. Station Civil: Excavation continued for the control and auxiliary building foundations. Clean rock was hauled in and compacted for the auxiliary building foundation. K & K continued installing rebar in the compressor and auxiliary building foundations and began installing concrete forms for the auxiliary building stem walls. K & K poured concrete for the compressor building foundation and the mud mat for the auxiliary building stem wall forms. Concrete trucks and pump trucks were washed out in the designated concrete washout area. Plastic sheeting was placed underneath the pump truck to prevent any leaks or spills. Braun Intertec was on-site to test concrete for compliance with the required specifications. Station Mechanical: K & K's welders continued pipe fabrication in the ETWS. Station Electrical: Sub-contractor (Apple Electrical Contractors) began mobilizing tools, equipment, and personnel. Construction Modifications No construction modifications occurred this reporting period. Stream Crossings and Environmentally Sensitive Areas No wetland or environmentally sensitive areas are present in the construction area. Rain Events No rain events in excess of 0.5 inch occurred this reporting period. To date, the project has received 8.26 inches of precipitation. 3
