2 Strand Plaza - Liverpool Status End of April 2018 Objective of this report To provide the Primesite Developments delivery team and Primesite Stakeholders with a monthly summary report capturing an independent assessment of all elements of project delivery, for this office-to-residential refurbishment at Strand Plaza Liverpool. Typically, this report will comprise; Executive summary of the Contractor s monthly report, including outcomes from the monthly meeting with Impel Construction and their design team Key issues/project risks from site Status of key supply chain partners Project handover planning This report should be read in conjunction with the monthly report issued by Impel Construction Limited. 1

3 Executive Summary Period ending 26 th April 2018 Headlines No accidents or safety incidents in the period Impel are reporting Levels 1-8 Handover is still on target for handover 27/07/18 Impel are reporting that there are delays to 9 & 10 of up to 6 weeks. Impel are currently looking at ways in which they can mitigate these delays to achieve an end of October 2018 handover. The power on date based on a new substation programme remains a key project risk. Site visits by Cladtech have raised some quality issues relating to the Curtain Walling. Impel have confirmed that the issues raised are not of a major concern and will progress as planned to mitigate any further delay to this package. Continental have responded to the comments raised and Impel have confirmed that action will be taken where necessary. Section 106 Agreement is now in place. This will allow for any planning conditions to progress to discharge status. The contractor has been asked to provide several detailed programmes that conveys enough detail to allow the client team to monitor progress towards completion. This has not been forthcoming. 1.0 Programme at week 41 of 70 (in line with current EOT Contract Programme) Programme Start Date 22/05/17 Anticipated Completion Date level /07/18 Anticipated Completion Date 9 and 10 31/10/18 Contract End date 31/10/18 2

4 Progress Impel have reported that there are recent delay factors to levels 1-8 programme (phase 1), but they remain confident that 27/07/18 can be achieved. These issues include delay in scaffold erection on the Beetham Plaza elevation which has in turn had an impact on the window installation programme. They are currently looking at ways in which they can mitigate this delay. Impel are also reporting that the delayed scaffold erection could also impact the programme for levels 9 and 10 (Phase 2). Impel believe that this delay could be up to 6 weeks. As with Phase 1 they are currently look at ways in which they can mitigate this delay however Impel have also reported that as the programme for Phase 2 was always fast-paced then mitigating this delay could prove to be challenging. Strand window removal and installation has commenced to level 5 with Curtain Walling installed to levels 8 and 7 and part of 6. This is currently behind Programme. Box Clever have requested a revised programme. Window removal has commenced to level 6 and window installation has commenced to Levels 8 and 7, Moor Street and Drury Lane elevations. Once windows have been installed to Level 8, this will then allow for these apartments to be final fixed and handed over. Impel are intending to hand over the first 4 apartments on this floor week commencing 29/5/18. The corridor ceiling on this floor cannot be closed up until later on in the programme as Scottish Power supplies are required to feed levels 9 and 10. Kitchens and laminate flooring are almost complete to Level 4. Kitchen installation has commenced to Level 3. Second boarding and skimming has commenced to Level 2. 1 st fix M&E is ongoing to Level 1. Metal and Board (1 side) is ongoing to the Upper Ground Floor with first fix M&E Works expected to commence imminently. Demolition works continue at roof level and parapet removal has commenced to Beetham elevation. Lift core blockwork continues to be constructed at both cores. 2.0 Key Project Risks Risk. Power on is at risk due to high number of 3 rd Party stakeholders involved Mitigation. Specific meetings to be held to manage the co-ordination of the incoming electric supply. Dedicated programme has been devised (not yet issued to client) for these Works and to be managed closely. Box Clever have requested a contingency plan from Impel. 3

5 Risk. Network Rail/Mersey Rail Authorisation of loadings Mitigation. Muirs to continue to chase authorisation. Site wide risks. Project team to review site-wide risk register as part of the monthly meeting review process to ensure project risks are being monitored and mitigated where necessary. Dedicated Project Risk Review meetings are to be scheduled once the Programme has been revised/agreed. 3.0 Safety No reportable accidents or incidents have occurred on site to date. Rawlings visited site on A score of 73.15% was received. Impel are to close out any reported issues. Impel confirmed that they had closed out the issues from the previous report. Primesite have appointed Project 4 Safety as Client CDM Advisor. Project 4 Safety are advising the Client in relation to their duties under the CDM regulations and will be monitoring H&S on site on behalf of the Client. Items this month that require improvement are: House Keeping Portable tools/electricity Trailing Leads, Poor Equipment PPE Operatives not wearing PPE Notices/Signs Signage lacking re: Restricted Areas/First Aid Access/Egress Stair protection coming loose Key site risks include; - Working adjacent existing openings falls from height Working at height Craneage Roof demolition works Maintaining a secure perimeter to the building Slips/trips/falls - Stair Protection, trailing cables etc 4

6 4.0 Third parties Fund Monitor. No issues raised by the Funding Partners team in the period. Planning Section 106 Agreement is now in place with LCC and Primesite have confirmed that payment has been made on 04/05/18 Façade Options. Planning for the façade was granted on the 19 th December It was agreed at the Progress Meeting that samples need to be submitted to LCC for approval. LCC would not approve until the Section 106 had been paid. As this was paid on 04/05/18 it is expected that any previous planning issues that were in abeyance due to this agreement being in place should now progress. Discharging current conditions. o o o o Planning Condition 3 is a pre-start condition that needs to be discharged. This relates to samples or specification of all materials to be used in the external construction of the development to be submitted to LCC prior to construction. Planning Condition 7 is a prior to commencement of development condition. This relates to waste management strategy. Evidence of this is required to discharge this condition. Primesites appointed building operator Urban Residential are responsible for developing this document. Planning Condition 8 is a limitation condition for the parking provision. Again, a statement is required from Urban Residential to discharge this. Planning Condition 4 is a prior implementation condition. This relates to CCTV and external lighting. BCA are liaising with KGA to collate this information. Non Material Amendment - BCA submitted a non-material amendment on 23/02/18. The validation letter was pending due to the Section 106 Agreement not being in place. This should now progress as above. Building Control Celtech continue to visit site and issue progress reports. The last inspection was carried out on Local Authority Hoarding and scaffold licences will need to be renewed in line with the EOT agreement. Insurers CRL have been appointed and have issued two reports following on from their site visits on and The reports have been forwarded to Impel for action 5

7 as the surveys highlight concerns surrounding cold bridging, damp penetrations and fire stopping. Merseyrail Muirs have approached Merseyrail with regards to their approval that the loadings are not an issue. Awaiting their response. Neighbourly matters Hardhat have been instructed to install cameras to the Days Inn and Beetham Plaza scaffolding on 04/05/18. Once the scaffold is fully erected Primesite are to contact the local authority to report the offending restaurant extract. Impel are to issue a letter to the tenants of Beetham Plaza in relation to the unknown satellite dish in order to try and identify an owner prior to removal. Control of noisy activities needs close monitoring in relation to the adjacent hotel. A penthouse tenant at Beetham Plaza has raised a grievance with Impel regarding scaffold loadings. Primesite are liaising with the tenant direct as he is known to them in order to reach a resolution. A loose manhole on The Strand is causing noise ingress to the building when vehicles are driving over it. Primesite are to report to LCC so that this is not an issue when the tenants move in (August). 5.0 Design A design workshop was held this month to discuss the specification for levels 9 and 10. Primesite have appointed MYO to deliver concept design/ look and feel for level 10 however level 9 fit out specification is currently in abeyance. It has been agreed that MYO are to deliver look and feel for level 10 and that this will form the basis of the direction for Level 9. KGA have delivered indicative M&E layouts for Levels 9 & 10. The gym space on the upper ground floor is approaching first fix M&E. Impel have requested an indicative layout from Primesite in order to ensure that this is fixed accordingly. Samples were presented and approved at this months progress meeting for Corridor lighting and balustrade system. These have been approved on site by Primesite. Impel are to present a corridor carpet sample for approval. Primesite are required to provide information with regards to: Gym Layout 6

8 9 & 10 Specification Canopy and Illuminated signage artwork 6.0 Procurement Impel have issued a revised Procurement schedule in line with the revised Programme. The cladding package for 9 & 10 is currently a significant outstanding package of Works. Impel are currently sourcing alternative systems/suppliers. 7.0 Utilities Power The substation design has now been approved by Scottish Power and MPAN numbers have also been issued. Primesite are currently progressing wayleaves for the substation with their legal team. Water United Utilities have been paid and Impel will programme the Works accordingly. Wi-Fi - Elanet have received a signed service agreement from Primesite and are progressing with their package of works. Gas A quotation has been received to completely remove the gas from the building. Primesite have confirmed that they wish to disconnect. Box Clever have instructed Impel that this is the Clients request. 8.0 Contract and Commercial 8.1 Contract The EOT Agreement has been formalised this month with a request in writing received by Impel on 15/04/18 and a response given in writing by Box Clever on 30/04/ Commercial 7

9 9.0 Project handover planning A meeting took place on 19/04/18 to discuss Project Handover. Primesites appointed building operator Urban Residential were introduced to the project and the meeting was minuted with actions delegated across the project team in order to ensure that any risks associated with handover can try and be mitigated. Follow up meetings have also been scheduled for week -10 and week -8. Impel are currently reviewing the handover rate for phase 1 and are to deliver a detailed handover programme. 8
