2 Position: Department: Salary: Benefits: Building Inspector Community Development $33.00-$36.00/hr. DOQ Yes EMPLOYMENT STATUS: 1.0 full-time equivalent. This is an at-will, exempt position. GENERAL STATEMENT OF DUTIES: The essential responsibilities of a Building Inspector are to serve as the residential and commercial plan reviewer and perform inspections of new and existing buildings to ensure compliance with the 2015 International Building Codes. The ideal candidate should possess a positive attitude, commitment to excellence, and a passion for the construction industry. This highly independent position requires a self-starter who can utilize the various resources within the department to effectively enforce the Town s codes while ensuring a smooth transition from plan review to final inspection. All applicants must be ICC certified with a minimum of four certifications, one of which must include a State of Colorado Electrical Journeyman s License. Non-certified parties need not to apply. SUPERVISION RECEIVED: Works under the direct supervision of the Certified Building Official. SUPERVISION EXERCISED: Supervises and monitors regular inspection activities in addition to assigning work duties and overseeing the day to day activities of the permit technician. ESSENTIAL FUNCTIONS: General Duties & Responsibilities: Inspects buildings and structures such as office buildings, residential, and commercial buildings to determine that construction complies with approved plans and applicable codes and ordinances. Performs commercial and residential plan reviews in the field and office. Inspects buildings and site plans in the course of construction, alteration, and repair for adequacy of foundation, grading, structure, safety, and conformity to existing code requirements; inspects footings, stem walls, Building Inspector Job Description Page 2

3 drainage, caissons, reinforcing, weather proofing, drywall and framing to insure adequate conformity to the design and codes. Examines plumbing and heating groundwork, heating and ventilation; checks construction plans for compliance with codes and regulations; advises plumbers, contractors, and homeowners in design or relocating plumbing, heating or other changes in new construction or existing buildings. Reviews inspection results with contractors, sub-contractors, homeowners, and other relevant parties. Makes corrections when deficiencies are discovered and assists builders and owners in determining how such corrections may be made to achieve code conformance. Identifies code deficiencies and details necessary corrections for changes. Participates in administering and enforcing codes pertaining to the construction, use, and occupancy of public and private buildings and structures; advises contractors and others on various installation problems as they relate to the Construction Code; confers with contractors and property owners to explain codes, standards, inspection processes and regulations; provides advice concerning development, review and modification of plans and specifications to meet code requirements. Prepares and maintains building inspection records and documentation. Interprets, applies, and responds to code related inquiries; conducts building code research. Makes recommendations on needed revisions to codes, processes, and procedures relating to the building department and helps educate the contracting community on building codes and standards. Shall, when directed, attend such schools, workshops, town board meetings and other meetings, as necessary and pertinent to this position. Works collaboratively with contractors and the general public to problem solve and handle complaints. Enters information into the computer and issues permits. Drafts codes and ordinances by reviewing building codes, drafting and reviewing adoptive ordinances, drafting office procedures and assisting in solving legal conflicts and court cases. Enforce zoning codes when reviewing plans. KNOWLEDGE, ABILITY, AND SKILL: Knowledge: Drafting materials, techniques, and practices; mathematics through algebra and trigonometry; language and terminology used in survey and office engineering; field and office engineering equipment and instruments. Extensive knowledge of the following codes: the International Building Code (2015), the International Residential Code (2015), the International Mechanical Code (2015), the International Fuel and Gas Code (2003), the International Plumbing Code (2015), the National Electric Code (2017), the ICC/ANSI Accessibility Standards (2017), and the Colorado Manufactured Home Installation Program of the State of Colorado. Ability: To use and understand drafting tools; map drawings, diagrams and field sketches; using field and office engineering equipment and instruments. Understand and carry out written and verbal instructions; read, understand, and draft maps; use hand drafting tools; make accurate mathematical calculations; learn the geography of the Town Building Inspector Job Description Page 3

4 of Gypsum; develop and maintain effective working relationships with individuals from a variety of cultural and socio-economic backgrounds. Work safely without presenting a direct threat to self or others. Skill: Excellent interpersonal skills; ability to work calmly in stressful situations, ability to handle difficult people with tact and diplomacy and dignity. Good organization skills. Must have four of the following five certifications and the ability to earn the balance within 12 months of the hire date. Electrical Inspector/Journeyman s Certification is mandatory. 1. State of Colorado Journeyman s License 5. ICC Plumbing Inspector (Residential and Commercial) ADDITIONAL REQUIREMENTS Must be physically capable of operating vehicles safely, possess a valid Colorado driver s license and have an acceptable driving record. Use of a personal vehicle for Town business will be prohibited if the employee is not authorized to drive a Town vehicle or if the employee does not have personal insurance coverage. This position requires the ability to travel independently within Town limits to perform the assigned duties and responsibilities. Personal protective equipment must be worn as necessary where the hazard exists (hard hat, safety shoes, work gloves, safety glasses, etc.). Must successfully pass a criminal background check and pre-employment drug screen. MINIMUM QUALIFICATIONS Education and Experience Associates degree in computer-aided drafting from an accredited two-year college, Seventy-five credit hours from an accredited college with coursework in engineering, drafting, AUTOCAD and mathematics including (geometry and trigonometry a must). Two years of work experience performing computer-aided design/drafting in the civil engineering field. Equivalent combinations of education and experience may be considered. Minimum of seven years related experience in construction, code enforcement, to include experience in and knowledge of plumbing, mechanical, electrical, and building inspections. Or Any combination of education, training, and experience which provides the required knowledge, skills & abilities.
