1 Solicitation Number: FA B-A001 Project Numbers: RKMF Demo Base Gymnasium & RKMF Demo Pool Facilities Responses to RFIs 1. Does all the building material get hauled off base? Response: All debris from the demolition activities shall be hauled to an appropriate landfill off base. See SOW paragraph and its subparagraphs. 2. Is there a area on base that accepts concrete for recycling? Response: There is no area on base that accepts concrete for recycling. 3. In the bid documents it talks about design, and says include new concrete details, is referring to an as-built of the concrete removed? Response: The SOW includes a requirement to construct (extend) a concrete sidewalk/curb and a concrete slab for the trash enclosure. Design and as-built drawings shall show details. 4. Does the base have preferred haul routes for the trucks, if so can a map be provided? Response: The haul route is through the Nellis Area II Gate across from the Las Vegas Motor Speedway. See Atch - Demo Gym Haul Route. 5. Will the base provide water and back flow preventer for dust control? Response: The base will provide water but not a backflow preventer. 6. If base water can be used, can the contractor hook to a fire hydrant close to each building? Response: The contractor can hook to a fire hydrant close to the facilities. However, it must be coordinated through the CE Utility Shop and Fire Department. 7. It says the water and sewer caps might be in the road, can we please get a map showing the locations of the water and sewer mains, including the laterals so we can determine how much of a road patch will be required at each location? Response: See Area Utility Map in Appendix B. See SOW paragraph for road patch requirements. 8. Is there elevations showing the depth of water and sewer mains? Response: All as-built drawings that CE has available on file were provided in Appendix D. 9. Will the base be responsible for all utility disconnections, electric, gas, and communication, we understand the water and sewer is on the contractor? Response: The contractor will be responsible for all utility disconnections. 10. The working hours are 7:00 am to 4:00 pm, will extended hours be permitted if the proper paperwork is completed? Response: See SOW 1.9.

2 11. Is there a current wage determination sheet? Response: See solicitation attachment for Wage Determination. 12. Is there a wage determination for asbestos work? Response: Wage Determination NV Dated 01/03/2014 NV4 has been added. The wage rate for asbestos worker can be found within the determination. 13. RE: Bldg 432, Sample # AB.30: Grey gasket in piping on the N.W. wall is identified as ACM. Please clarify: a. The number of pipes and type of gasket Response: There are approximately 8 pipes. Type of gasket is unknown. b. The number of gaskets and what size Response: Approximately 17 plumbing gaskets ranging from 7 to 9 in diameter. 14. RE: Bldg 432, Sample # AB.33: Adhesive mastic on piping penetrating the roof on the S.W. side of the locker rooms is identified as ACM. Please clarify: a. The number of pipe penetrations above the locker rooms Response: Approximately 25 pipe penetrations b. For bidding purposes should all ventilation protruding through the roof above the lockers rooms be presumed ACM? Response: Yes 15. RE: Bldg 433. SOW makes mention of Asbestos identified. However the survey identifies under Sample Assessment on pg 4 that the gray roof penetration mastic, 12x12 floor tile, and black floor mastic are all asbestos containing. Please clarify how this should be addressed in the bid. Response: Contractor is to include abatement of these items in their bid. 16. In past experience working at Nellis, a backflow was provided with a meter for the water. Will a meter or meter and backflow assembly for the waterlines be provided, or will both need to be provided by the contractor? Response: No new facilities are being constructed under this project; therefore, no meters will be required. However, a backflow preventer is required when hooking to the base water supply system. Any backflow preventer required shall be provided by the contractor 17. What is used for the fill in elevated floor in the gymnasium? Response: Please review the provided as-built drawings in Appendix D. 18. The bid package mentions appendices C and D are on cd and would need to be mailed. Can we please get a copy of these? Response: Appendix C is asbestos reports attached as 4a, b, c, d, e, and f. Appendix D is asbuilts attached as 5a and 5c.

3 19. For asbestos and lead abatement, will the Government be providing a consultant to provide abatement specs and abatement oversight with air monitoring, OSHA samples, clearance, etc.? Or will the contractor be expected to provide these services, or will oversight not be required? Response: The contractor is expected to provide these services per SOW paragraph and its subparagraphs. 20. Will lead abatement be required only for materials that are >5,000ppm, or is it for anything over 600ppm? Response: The government is in the process of conducting a TCLP test on all facilities. If results come back positive, an addendum will be issued. 21. The asbestos and lead inspections mention many areas that were not sampled in order to not destroy building components that were in use at the time of the surveys, including the pool and pool tiles, roofs, etc. Have these materials since been surveyed, and can the results be added to the bid package? Response: The roofs have been surveyed and copies of the reports were provided in Appendix C. The government is in the process of conducting a hazardous material survey on the pools. If results come back positive, an addendum will be issued. 22. We are very interested in bidding on the Pool & Gym Demolition project but were unable to attend last week's site walk because we just found out about the solicitation this week. Would it be possible if we can walk the site on our own? Or will there be security issues? Response: The site visit held on 29 January 2014 will be the only viewing of the property prior to bid opening. The minutes of this site visit as well as the attendance log have been attached to the solicitation. The government will not conduct another site visit for this project. 23. We did not make the site visit for the demolition of buildings 433, 434, 436 and 438, we understand there will not be another pre bid site visit, but can a contractor get on base to do some measurements? Response: See answer number Can we re-visit the job site and verify footages? We have current passes. Response: Passes used for site visits must be for the sole purpose of that site visit event on that date and must be approved by the Contracting Office. Any use of passes such as contractor passes for existing jobs or active/retire military ID for the use of a separate site visit is unauthorized. 25. In the drawings that were provided by the Government drawing number B438 sheet 2A the drawing shows a building approx 50' tall, on Google Earth I cannot find that building? Response: Bldg 438 is the Swimmers Bath House and is not 52 tall. Sheet 2A does not have a Graphical Scale on the drawing; therefore, the noted 1/8 = 1-0 cannot be used to scale the drawing. Additional as-built drawings have been provided on the solicitation on FBO. 26. What is the tallest structure to be demolished in this bid? Response: The gymnasium (Bldg 432) and the light poles are the tallest structures to be demolished.

4 27. Can concrete be crushed on site and used as backfill? Response: Concrete crushed on site can be used as backfill, as long as it is clean and meets the requirements of Appendix A. 28. Does the Government have a borrow pit for backfill material? Response: No borrow pit is available on Nellis AFB for backfill material. 29. The drawing list at Drawings does not indicate demolition drawings. Is the contractor expected to provide demolition drawings using AutoCAD Civil 3D 2009 (or newer version) accurately depicting the existing conditions at all areas to be demolished? Response: Design and as-built drawings of the finished product are required. DWG files shall be created using AutoCAD 2010 or newer version per SOW paragraph Is the contractor required to do a topographic survey or can the contractor rely on the Government Furnished Data to create design and as-built documents? Response: The contractor must not rely on the government-furnished data. An accurate topographical survey will be required for the design phase of the contract and in the submittal of the as-built drawings. 31. Will technical specifications be provided for new work including but not limited to concrete curbs, concrete sidewalks, paving, etc? Response: Technical specifications are required as part of the design submittal. See SOW paragraph In reviewing the bidding documents it was noticed that a Bid Guarantee was not required for this solicitation. I just wanted to double check to ensure we have enough time to secure one if one is needed. Response: A Bid Guarantee is required for this solicitation. As prescribed in FAR FAR Clause Bid Guarantee has been added to this solicitation. Please see clause for details. 33. There are two solicitation numbers. FA B-A001 listed on fbo.gov. And FA B-A001 listed on the SOW. Which one is correct? Response: The solicitation number for this solicitation is FA B-A001. The solicitation documents reflect this number. 34. Are there more floor plans available for Bldgs 432 and 434? Response: Bldg 432 is the gymnasium and 434 are the three pools. Additional as-built drawings have been provided on the solicitation on FBO. 35. For future building on this site (Bldg 432) utilities will be needed. It can be cost saving now and for later to cap utilities at the curb instead of crossing the streets. Is it possible to bid this as an option? Response: All bid options have been annotated within the solicitation and no other bid options will be considered for this project.

5 36. I just wanted to make sure that the 50% contractor self-performance is indeed what the AFB intended? It is a bit higher than usual HUBZone projects I have seen in the past? Response: See FAR Clause and (d)(3). 37. Can we get standard drawings for the site? Response: All relevant drawings have been provided. 38. Are there any survey monuments near-by? Response: The location of the survey monuments will be provided to the successful offferor after contract award. 39. Do you want the depth of the utilities in the final dwgs? Response: The depth of the utilities shall be shown on the as-built drawings required after completion of the project. 40. For bidding purposes what standards (to include this thickness, etc) should be used in sidewalk curb construction and can you provide some specifications? Response: Sidewalk and curb construction shall match existing. The sidewalk and curb are built to the Clark County standard. 41. The masonry block wall will match existing? Can you provide the CMU type? Will the foundation match existing as well? Is so what is the foundation requirement? Response: The CMU type is as follows: -Manufacturer: CEMEX USA -Texture: Split Face -Color: Brown The foundation required for the CMU wall of the trash enclosure is part of the design. 42. After review of the environmental survey documents and conducting the walk-thru, there is a need to re-inspect for asbestos and lead paint. Can the time clock for completion start after the re-inspections of the buildings? There may be additional materials to abate. That additional cost that will not be in our initial bid price and therefore, will need to be addressed as a change order prior to commencement of remediation and especially prior to notification to the State. Response: The period of performance for the project will commence upon issuance of the notice to proceed. No re-inspection of the facility will be conducted by the Government following award of the contract. Any re-inspection of the building and subsequent abatement will take place within that period of performance by the contractor. The bid proposed by the contractor shall cover costs for testing and removal of hazardous material. As the site is known to have hazardous materials, no varying site conditions will be considered for removal of said material and no change order will be made. 43. Will all chemicals, and any other similar materials in the pool facilities and elsewhere be removed by the government? If not, what are requirements for handling and disposal? Response: Pool chemicals and other similar materials will be properly disposed of at an off base location by the successful offeror.

6 44. In relations to performing locates before demo are those service done with AF personnel or do we bring outside locating service on base to perform locate. If there is a locating AF service we are to use what is the cost of that? Response: An Air Force locating service does not exist. The successful offeror will need to bring an outside locating service on base to perform these services, if necessary.
