It is intended that the updated version provides a clear and concise Method of Measurement that will be familiar to current users whilst also clarifying ambiguities from previous editions. 3 INTRODUCTION The Concrete Repair Association first produced the Method of Measurement for Concrete Repair document in The document was compiled with the support of FeRFA (The Federation for the Repair and Protection of Structures) many of whose members are, like those of the Concrete Repair Association, involved in concrete repairs and associated specialist activities. The Concrete Repair Association was also represented on a working party of the Concrete Society to produce a comprehensive model specification document for patch repair to reinforced concrete, being an update of an earlier document, and this included a section on measurement of repairs and was first issued in The Concrete Repair Association and the Concrete Society took care to ensure that the principles of the methods of measurement were compatible so as to produce a uniform approach within the industry. The Association issued User Notes within a Revision and Addendum leaflet issued in October This was appropriately incorporated into the updated Second Edition of the main document in The Third Edition was developed in 2013 to incorporate changes thought appropriate following useful feedback from users of the 2 nd Edition and also take into account the requirements of other Methods of Measurement commonly used within the industry such as SMM7 and CESMM3. The method of measurement includes for such activities as provision of access, surface cleaning, testing, repair items, surface treatments, etc., and these are treated using principles common in other areas of building, civil and structural engineering. With reference specifically to the Repair items within the method of measurement: a) A single item will include work and materials to complete the repair, e.g. avoiding feather edges, breaking out the existing concrete, cleaning and protection of reinforcement where exposed, applying the bonding coat and reinstating with mortar. b) Repairs are measured separately according to the orientation of the surface on which they occur, e.g. soffits of slabs are measured separately from vertical surface of walls; arrises of columns are measured separately from arrises of beams. c) Flat repairs are measured separately from those which contain an arris. d) Repairs are generally measured by number in bands of surface area and maximum depth. In the case of arrises they are measured by length or number in bands of girth and maximum depth. Patch repairs, as their name implies, are usually small individual items and the vast majority of repairs should fall into one of the specified area bands and enumerated. However, larger individual repairs are measured by area. The sub-divisions into different orientations, repair types, areas and depth can lead to a large number of item descriptions. For instance, when fully using the various depth bands and the area bands and taking account of possible sub-divisions for vertical and horizontal surfaces and also for repair items to arrises, this can produce in excess of one hundred different items of repair. However, it has been found that the system is simple to operate and it is expected that in practice most projects will be covered by thirty or forty items in total. The specimen Bill of Quantities is in abbreviated form and is for guidance only. There is a space for those using the document to include their own detail notes on the facing pages headed User Notes. The preamble item Bill of Quantities states that Bill of Quantities shall fully describe and accurately represent the quantity and quality of works to be carried out. In concrete repair contracts it is difficult to accurately quantify the amount of work at the time when the contract documents are being prepared. The depth and area of a particular concrete repair item

4 cannot usually be determined until breaking out is complete. The Bill of Quantities can therefore be regarded as approximate, the accuracy of the quantities depending upon the degree of initial survey and sampling and testing data available prior to production of the Bill of Quantities document. This should be made clear to all parties involved with the contract. To attempt to overcome some of the difficulties associated with this situation, where remeasurement is inevitable, and this method of measurement itemises time related elements such as provision of access and site facilities. These can then be adjusted as necessary if the quantity of work should differ substantially from that shown in the documents, dependent upon the conditions of contract. If there are limitations on the amount of work which can be carried out at one time, resulting from, for example, the extent of scaffolding permitted, it may be necessary to sub-divide the bill to reflect the phasing of the work. To reflect the variation in cost with height above ground related to the time taken for the workforce and materials to get to the place where work is being carried out, particularly in the case of access by cradle, work can be sub-divided into height bands above ground. However, this can lead to a proliferation of different items and subdivision by height above ground needs to be considered on its merits for each case and only used in appropriate circumstances. There are other occasions when sub-division is appropriate, for example, in cases of reduced headroom or confined working space. The method of measurement is ideally suitable for use with computerised systems for surveys, bill of quantities production, schedule of rates pricing and re-measurement and valuation of completed works.

5 SECTION 1: PRELIMINARIES GENERALLY Project, parties and consultants 1. The name, nature and location of the project shall be stated. 2. A general description of the works shall be given. 3. The names and addresses of the Employer and consultants to be named in the contract shall be given. 4. The names and addresses of any other consultants shall be given. 5. The address where drawings and other documents may be inspected by appointment shall be given. Description of Site 1. Information to indicate the boundaries of the site, the means of access and the position of the works shall be given. 2. Attention shall be drawn to any drainage, water, gas, power, communications and other services known to exist on or over the site. 3. Attention shall be drawn to any adjacent or abutting buildings including 3rd Party Stakeholders and any restrictions they may impose. 4. Information to facilitate visiting the site shall be given. Drawings 1. A list shall be given of the drawings from which the bills of quantities have been prepared and which will be available for inspection by the Contractor. The list shall indicate the location drawings which shall accompany the bills of quantities. CONTRACT Form, type and conditions of contract 1. Where the conditions of contract are standard and published for general use, particulars of the edition to be used and a schedule of the clause headings shall be given. Where the standard conditions provide for alternative or optional clauses, the clauses which are to apply shall be stated. Amendments to standard conditions shall be given in full. 2. Where the conditions of contract are not standard and published for general use, the conditions shall be set out in full in the bill of quantities or a schedule of clause headings shall be given where a full set of conditions is supplied with the bill of quantities. In either case where the conditions provide for alternative or optional clauses the clauses which are to apply shall be stated. 3. Where there is an appendix to the conditions of contract requiring insertions to be made, a schedule of the insertions shall be set out in the bill of quantities. Contractor's Liability The following shall be given. 1. Contractor's liability for risk or injury to persons and property and of damage to the works.

6 2. Where the Employer requires the Contractor to effect insurance in respect of the Contractor's liability for any such risk, the relevant particulars shall be given. 3. Where the Employer intends to relieve the contractor of liability for any such risk, the relevant particulars shall be given. Employer's Liability 1. Where the cost of insuring any liability of the Employer is required to be included in the contract sum such cost shall be given as a provisional sum. Local Authorities' Fees and Charges Unless the conditions of contract otherwise provide the following shall be given as provisional sums: 1. All fees and charges which the Contractor is required to pay to local authorities. 2. Rates on all temporary buildings. Obligations and Restrictions Imposed by the Employer Particulars shall be given of any obligations or restrictions to be imposed by the employer in respect of the following: 1. Access to and possession or use of the site. 2. Limitations of working space. 3. Limitations of working hours. 4. The use or disposal of any materials found on site. 5. Hoardings, fences, screens, temporary roofs, temporary name boards and advertising rights. 6. The maintenance of existing live electricity, drainage, water, gas, power, communications and other services on or over the site. 7. The execution or completion of the work in any specific order or in sections or phases. 8. Maintenance of specific ambient conditions. Alternatively a provisional or prime cost sum shall be given. 9. Temporary accommodation and facilities for the use of the Employer including heating, lighting, furnishing and attendance. 10. The installation of telephones for the use of the Employer and the cost of his telephone calls shall be given as a provisional sum. 11. Time of year the works are due to commence or other obligation or restriction. General Facilities & Obligations For convenience in pricing, items for the following shall be given. Maintaining temporary works, adapting, clearing away and making good shall be deemed to be included with the items. Notices and fees to local authorities and public undertakings related to the following items shall be deemed to be included with the items. 1. Plant, tools and vehicles. 2. Scaffolding and hoisting.

7 3. Site administration and security. 4. Transport for work people. 5. Protecting the works from inclement weather. 6. Water for the works. Particulars shall be given if water will be supplied by the Employer. It shall be stated if water generated by the works is to be collected, treated or disposed of off site. 7. Lighting and power for the works. Particulars shall be given if power will be supplied by the Employer. 8. Temporary roads, hardstandings, crossings and similar items. 9. Temporary accommodation for the use of the Contractor. 10. Temporary telephones for the use of the Contractor. 11. Traffic regulations. 12. Safety, health and welfare of work people. 13. Maintenance of public and private roads. 14. Removing rubbish, protective casings and coverings and clearing the works on completion. 15. Drying the works. 16. Temporary fencing, hoardings, screens, fans, planked footways, guardrails, gantries and similar items. 17. Control of noise, pollution and all other statutory obligations. Contingencies 1. Any provision for contingencies shall be given as a provisional sum.

8 SECTION 2: PREAMBLES Introduction This Method of Measurement provides a uniform basis for measuring concrete repair works and embodies the essentials of good practice but more detailed information than is required by this document shall be given where necessary in order to define the precise nature and extent of the required work. Bill of Quantities 1. Bills of quantities shall fully describe and accurately represent the quantity and quality of the works to be carried out. Work which cannot be measured shall be given as a provisional sum. Work, the extent of which is not known, shall be described as provisional or given in a bill of approximate quantities. Measurement 1. Where minimum deductions of voids are dealt with in this document they shall refer only to openings or wants which are within the boundaries of measured areas. Openings or wants which are at the boundaries of measured areas shall always be the subject of deduction irrespective of size. 2. Where classification is given in this document as being between two limiting dimensions then the interpretation shall be as exceeding the first dimension and not exceeding the second. 3. Depths of repairs are to be measured as maximum depths. 4. Unless stated in the item description, rates are not deemed to include the removal of sound material to provide a uniform shape in plan e.g. squaring off repairs. Item Descriptions 1. The order of stating dimensions in descriptions shall be consistent and generally in the sequence of length, width and depth. 2. Unless otherwise specifically stated in the bill or herein, the following shall be deemed to be included with all items:- a) Labour and all costs in connection therewith. b) Materials, goods and all costs in connection therewith. c) Fitting and fixing materials and goods in position. d) Plant and all costs in connection therewith. e) Dust suppression and associated costs. f) Waste of materials including disposal. Specialist waste requirements (including for water and arisings) should be stated separately. g) Establishment charges, overhead charges and profit. Drawn Information 1. Drawn information where required to be provided for the full implementation of this document is defined as follows: a. Location drawings.

9 i) Block plan. To identify site and outline of building in relation to Town Plan or other wider context. ii) iii) Site plan. To locate the position of buildings in relation to setting out point, means of access and general layout of site. General locating drawing. To show the position occupied by the various spaces in a building and the general construction and location of principal elements. b. Bill diagram. To be drawn information which may be provided with the bills of quantities to aid the description of the item. Information by way of dimensions or detail may be indicated, alternatively such information shall be included in the relevant description that accompanies the bill diagram. Quantities 1. Where the unit of billing is the metre, quantities shall be billed to the nearest whole unit, the minimum value being 1. Fractions of a unit less than half shall be disregarded and all other fractions shall be regarded as a whole unit. 2. Where the application of the above clause would cause an entire item to be eliminated, such item shall be enumerated stating the size. Provisional or Prime Cost Sums 1. Where this document requires provisional or prime cost sums to be given in accordance with this clause, the choice of terms shall be made in accordance with the following definitions. a. The term "provisional sum" is defined as a sum provided for work or for costs which cannot be entirely foreseen, defined or detailed at the time the tendering documents are issued. b. The term "prime cost sum" is defined as a sum provided for work or services to be executed by a nominated sub-contractor, a statutory authority or a public undertaking or for materials or goods to be obtained from a nominated supplier. Such sum shall be deemed to be exclusive of any profit required by the general contractor and provision shall be made for the addition thereof. Difficult Working Conditions 1. Alterations and work in existing buildings shall be so described. Handling materials and getting them in or out of such buildings shall be deemed to be included with the items. Labour on existing work shall be so described. 2. Work carried out in, over or under water shall be so described stating whether canal, river or sea water and (where applicable) the mean spring levels of high and low water. 3. Requirements for disposal of water and arisings including filtration, chemical balancing, obtaining licences, dispensations etc shall be so stated. Means of Access, Weather Protection & Hoisting 1. Responsibilities for the provision, erection, maintenance, dismantling and removal of means of access, weather protection and hoisting shall be clearly stated.

10 SECTION 3: NOTES ON REPAIR MEASUREMENT INCLUDING ILLUSTRATIONS General Repair and Repairs to Arrises a) In general, repairs on flat surfaces do not include for the re-creation of an arris the repair shall be measured by area and depth in accordance with Fig. 1. b) If a repair to a beam, column or slab edge includes one arris and the girth is <400mm it shall be measured in accordance with Fig. 2. c) If a repair to a beam, column or slab edge includes two arrises and the girth is <800mm it shall be measured in accordance with Figs. 3.1 and 3.2. d) Repairs to flat surfaces which include an arris and which lie outside the maximum girth of 400mm shall also be measured as two repairs. The arris repair shall be taken as 400mm girth as fig. 2 and the other repair shall be measured as a repair to a flat surface of the remaining area as Fig. 1. e) A similar approach shall be adopted if the repair covers two arrises and the girth of the repair is >800m. The repair would be measured as three separate repairs; two single arris repairs with a girth of 400mm as Fig 2. with the central flat surface measured as fig. 1. f) An exception to this is repairs to corners of slabs or balconies and the like. Repairs measured in this category include for the re-creation of three arrises e.g. two horizontal and one vertical meeting as a common point. In this case the area shall be measured as the sum of the areas on the individual faces and recorded as a specific item see Fig 4. g) Repairs including two corners of a slab or balcony and the like involving five arrises shall be measured as two repairs with the centre line of the slab taken as the dividing line between repairs and recorded as a separate items as fig 5. h) The depth categories are according to maximum depth of the repair measured perpendicular to the face of the member and taken within a substantial proportion of the repair area. Localised deeper areas which in total do not exceed 10% of the area shall not be taken into account when assessing the repair depth. Accidental overbreak shall not be included when assessing the depth of a repair. For repair to corners of slabs of balconies and the like, as in fig. 4, where repairs span more than one face of a member, the depth (including the specified depth of concrete removal from behind bar) shall be measured on the largest face and this depth used to categorise the repair. i) Large repairs comprising complex shapes are to be divided in an appropriate manner. Where three or more sides exist, large variations in depths occur or a significant number of small localised repairs (possibly of differing orientation) are deemed to be one complex repair, these shall be measured as individual repairs with the balance also measured as separate items.

14 SECTION 4: METHOD OF MEASUREMENT GENERAL, TRIALS AND ROUTINE TESTING A general description of the work shall be given. All concrete repair works shall be measured in accordance with this Method of Measurement, incorporating the Notes and Illustrations in Section 3. It is recommended that work to the external elevations of high rise buildings be measured and described in the following height bands above ground level. 0-12m above ground level 12-20m - ditto m - ditto m - ditto - etc. - ditto - Site Accommodation Items shall be given for providing, erecting, maintaining, dismantling and removing site accommodation. Means of Access, Weather Protection and Hoisting Items shall be given for providing, erecting, maintaining, dismantling and removing means of access, weather protection and hoisting. Temporary Propping Items shall be given for providing, erecting, maintaining, dismantling and removing temporary propping. Trial Sample Panels and Repairs Items shall be given for carrying out trial sample panels and repairs, including for taking test cubes, pull-off tests and any similar tests required to the samples. Sizes shall be stated for the cores to be taken which shall be deemed to be included within the item coverage. Routine Testing Items shall be given for taking test cubes and pull-off tests and any similar tests required, during the course of the works. The sizes for any cores to be taken and the frequency of any testing shall be stated. The item coverage is deemed to include any coring, testing, presenting the results and making good the tested area.

15 1.0.0 SURFACE CLEANING The required method of surface cleaning shall be stated as follows: Cleaning by water blasting Cleaning by water/steam blasting Cleaning by water/abrasive blasting Cleaning by open abrasive blasting Cleaning by vacuum blasting Cleaning by use of hand tools e.g. wire brushing, scraping etc Cleaning by use of hand held mechanical tool e.g. needle gun, etc The nature of the existing surface shall be stated e.g. bare concrete, concrete coated by a protective coating, concrete partially covered by paint etc If the cleaning process is required to remove all surface coatings then this must be stated The method of measurement shall be as follows: Surfaces of concrete walls, columns etc., over 300mm width. (m 2 ) Surfaces not exceeding 150mm width. (m) Surfaces over 150mm but not exceeding 300mm width. (m) Surfaces of concrete ceilings, beams, lintels etc., over 300mm width. (m 2 ) Surfaces not exceeding 150mm width. (m) Surfaces over 150mm but not exceeding 300mm width. (m) Surfaces of the top of concrete slabs over 300mm width. (m 2 ) Surfaces not exceeding 150mm width. (m) Surfaces over 150mm but not exceeding 300mm width. (m) Isolated surfaces over 300mm width stating the number of surfaces. (m 2 )

16 2.0.0 SURVEY The required method/type of survey shall be stated: Visual defect survey Sounding / delamination survey Cover meter survey, for a cover meter surveys the following should also be specified: a) The frequency at which readings should be recorded in terms of area or linear meters. b) If single readings are to be recorded or scanning is to take place to determine the highest, mean or lowest cover within a specified area or length of section c) If cover to primary and secondary steel is to be determined separately within each specified area or length of section An item shall be included for the preparation of survey documentation. A detailed description shall be included for the type of survey documentation required: Marking survey results on drawings provided by the Supervising Officer Preparation of full plan/elevation drawings of the existing structures Preparation of sketches showing plans/elevations of concrete members and indicating position of defects, repairs, carbonation tests, cover meter survey depths Dimensioned sketches of the above Preparation of measure defect log The method of measurement shall be as follows: Surfaces of concrete walls, columns etc., over 300mm width (m 2 ) Surfaces not exceeding 150mm width (m) Surfaces over 150mm but not exceeding 300mm width (m) Surfaces of concrete ceilings, beams, lintels etc., over 300mm width (m 2 ) Surfaces not exceeding 150mm width (m) Surfaces over 150mm but not exceeding 300mm width (m) Surfaces of the top of concrete slabs over 300mm width (m 2 ) Surfaces not exceeding 150mm width (m) Surfaces over 150mm but not exceeding 300mm width (m) Isolated surfaces over 300mm width stating the number of surfaces (m 2 ) Testing should be specified, providing reference to method or code of practice to be followed. The location of each test(s) and access requirement should also be specified if suitable access is not afforded Carbonation depth testing, stating element & location (No) Single increment dust sampling for chloride content (No) Multiple increment dust sampling, stating no. of increments and depth of each sample increment (No) Drilling to obtain core samples stating diameter, depth and orientation (No) Half-cell potential readings, stating grid spacing, area, orientation, element and method of reporting (No).

18 3.0.0 REPAIRS The method of concrete removal, preparation of the concrete and steelwork and the repair material(s) shall be stated Repairs shall be measured in the following categories: Repairs within areas of walls or column faces Repairs within areas of ceilings, or soffits of slabs Repairs to sides and soffits of beams and lintels Repairs to top surfaces of slabs Repairs to arrises of columns Repair to the arrises of walls Repairs to top and bottom arrises of beams and lintels Repairs to top and bottom arrises of slab and balcony edges Repairs to corner of slabs and balconies Within the above categories 3.2.1, 3.2.2, and repairs shall be enumerated stating the surface area in the following stages: Surface area not exceeding 0.01m Ditto over 0.01 but not exceeding 0.05m Ditto over 0.05 but not exceeding 0.10m Ditto over 0.10 but not exceeding 0.25m Ditto over 0.25 but not exceeding 0.50m Ditto over 0.50 but not exceeding 1.00m Surface areas over 1.00m2 shall be grouped together and stated in m Within the above categories the maximum depth of the repair (to include the specified depth of concrete removed from behind bars) shall be stated as: Not exceeding 25mm deep Over 25mm but not exceeding 50mm deep Over 50mm but not exceeding 75mm deep Over 75mm but not exceeding 100mm deep Over 100mm but not exceeding 125mm deep Over 125mm but not exceeding 150mm deep and thereafter in increments of 50mm Arris repairs within the above categories 3.2.5, 3.2.6, and shall be measured by stating the maximum depth in categories to and the maximum girth in the following stages: mm - 150mm girth mm - 300mm girth mm - 450mm girth Each arris repair is deemed to include the recreation of one arris only. Should a repair span around three faces of a member, a two arris repair shall be measured by stating the

19 maximum depth in categories to and the maximum girth in the following stages: mm - 300mm girth mm - 600mm girth mm girth Arris repairs shall be measured in linear metres, except repairs not exceeding 300mm long and repairs 300mm - 600mm long, which will be so described and enumerated Corner repairs within the above category shall be measured by measuring the sum of the repair areas to the faces of the member to be repaired in accordance with Section 3 and surface area categories to and using the maximum depth of the repair in accordance with clause and depth categories to 3.4.7, depth measured perpendicular from the face with the largest area. Recreation of arrises is deemed included in this method of measuring Each corner repair is deemed to include the recreation of three arrises only. Should a repair span around four faces of a member, two sets of measurements shall be made. The mid point of the member shall be taken as the division point between the two repairs Each corner repair is deemed to include the associated provision, fixing, working around stated projections and striking of formwork Repairs that are to be finished to directly receive the finished coating system must be so described. The type of finish required for the repair is to match the existing/surrounding area. Any deviation from this shall be so stated All repairs are deemed to be finished flat unless otherwise stated. Any forming of sloping surfaces should be described including details of any specific angle of slope required All repairs are measured net of any deductions. No deductions shall be made for reinforcement, steel sections < 0.5m², cast in accessories or individual voids < 0.05m Cutting out of steel reinforcing bars shall be measured by number.
