2 Roseville OFFICE* 1911 Douglas Blvd, ste * Roseville, CA Phone (916) * Fax (916) * October 4, 2016 Mr. Matt Smith Camino Union Elementary School District 3060 Snows Road Camino, CA Dear Mr. Smith: This letter contains the results of a NESHAP survey conducted by Hazard Management Services, Inc. (HMS, Inc.) at Camino Elementary School s Maintenance Building. The inspection was performed in preparation for the demolition of the building. This survey was conducted by Shannon Johanson and Jay Viodes on September 27, Ms. Johanson is an EPA-Accredited Building Inspector, Cal/OSHA Certified Asbestos Consultant, and California Department of Public Health (CDPH) Certified Lead Inspector and Risk Assessor and Project Monitor. Mr. Viodes is an EPA-accredited Building Inspector and CDPH Certified Sampling Technician. HMS, Inc. personnel certifications are attached to this letter. Procedure - Asbestos While performing the walkthrough of the building, HMS, Inc. collected samples from suspect materials. Each sample was given a unique number, identified on a chain of custody, packaged, and sent via FedEx to Forensic Analytical Laboratories, Inc. (FALI) in Hayward, California for analysis. FALI is accredited by the National Institute of Standards and Technology s National Voluntary Laboratory Accreditation Program for the analysis of bulk asbestos fibers by polarized light microscopy (PLM). See attached FALI laboratory accreditations. Results- Asbestos A total of ten samples was collected from six identified suspect materials during this inspection. Of these materials, one was found to contain asbestos. The material found through bulk sampling to contain asbestos during this inspection is: Material White Drywall with Joint Compound Asbestos EPA NESHAP Category Content & Type 2% Chrysotile Regulated Asbestos Containing Material (RACM) Approximate Quantity 3,500 SF Recommendations and Requirements - Asbestos Disturbance of any asbestos-containing material (ACM) or asbestos-containing construction material (ACCM) that could generate airborne asbestos fibers is regulated by the California Division of Occupational Safety and Health (Cal/OSHA).

3 Mr. Matt Smith Camino Union Elementary School District October 4, 2016 Page two The contractor is required to have a DOSH registration for abatement activities involving more than 100 square feet. For compliance with Title 8, California Administrative Code, Construction Safety Order 1529, Asbestos Regulations, the asbestos abatement contractor must send written notice at least one day (24 hours) prior to start of any work which will impact any asbestos. The contractor also must perform all work in accordance with Cal/OSHA requirements (8 CCR 1529). The US EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) regulation, as enforced by the California Air Resources Board (CARB), requires the abatement of materials containing more than 1% asbestos prior to any demolition or renovation work that may cause the materials to become friable. A written notification is required to be filed with the US EPA and CARB at least 10 working days prior to demolition activities impacting more than 160 square feet of regulated asbestos containing materials. It should be noted the demolition of a structure is also required to be filed. Procedure - Lead HMS, Inc. visually inspected the coated components of interior and exterior of the building for lead-based and lead-containing coatings. Bulk paint chip samples were collected from coatings to determine the presence of lead. Each sample was given a unique number, identified on a chain of custody, packaged, and sent via FedEx to Forensic Analytical Laboratories, Inc. (FALI) in Hayward, California for analysis of lead content by Flame Atomic Absorption (Flame AA). See attached FALI laboratory accreditations. Results - Lead The following paint was found to contain low-level lead by laboratory analysis: Material White Paint on Wood Trim Location Exterior of the Maintenance Building This paint should only be impacted by workers with lead-awareness training, at a minimum, using lead-safe work practices. Depending on the method of impact, additional training and requirements may apply.

4 Mr. Matt Smith Camino Union Elementary School District October 4, 2016 Page three Recommendations and Regulatory Requirements - Lead Cal/OSHA regulates lead in paint at any detectable amount, so whether a paint or coating contains lead at lead-based paint levels or at levels below lead-based paint levels is irrelevant; if a paint is not lead-free, lead safe work practices must be used by anyone disturbing any paint or coating. Workers impacting paints or coatings that contain lead must have Cal/OSHA lead training sufficient for the method of impact. It should also be noted that paints, whether they contain lead or not, may contain numerous other hazardous materials such as cadmium, barium, or arsenic, among other things, and should be handled in a fashion that prevents exposure to any of these potentially hazardous materials, and prevents them from being distributed around the construction site or into the environment. This can be completed by using wet methods during demolition to prevent visible emissions (required by the US EPA NESHAP regulation) and cleaning any remaining paint chips with a HEPA-vacuum. To comply with California Department of Toxic Substance Control requirements, any waste streams that contain lead must be profiled prior to disposal. Components that contain lead paints or coatings can be recycled, but the lead content of the materials should be disclosed to the recycling facility. Materials that contain asbestos cannot be recycled. Attached to this report is a CDPH Form This form is required anytime a lead paint inspection is performed in California. This form should be retained for your records. PCBs Various light fixtures within the Maintenance Building were observed. All ballasts that are not electronic in nature and are not labeled as PCB free must be handled and disposed of as PCB containing ballasts. Electronic ballasts will still need to be disposed of as electronic waste as part of the project. Freon Equipment containing Freon may exist as part of cooling systems in the Building. Freon containing systems that are impacted by the upcoming demolition project must have the Freon recycled by a certified refrigerant recycle technician. Silica in Concrete Silica in concrete, and other cement-containing materials (stucco, tile grout, brick and CMU mortar, etc.) and in materials such as drywall, is not a hazardous material nor a hazardous waste, but can present a hazard for construction workers health.

5 Mr. Matt Smith Camino Union Elementary School District October 4, 2016 Page four Cal/OSHA regulation 8 CCR requires workers to either wear suits and respirators while handling materials such as concrete (for installation, removal, or clean up after installation or removal) or to collect personal air samples on workers and prove the protective suits and respirators are not necessary. This potential hazard should be addressed when the demolition specifications are written for this project. Room and Sample Location Maps Room Area Designation and sample location maps, attached, identify rooms based on a system that was previously assigned. This allows rooms to be easily identified within the written report. These maps were also used as Sample Location maps identifying the locations where samples of various types were collected. Disclaimer Any materials that are discovered during demolition activities that were not previously sampled must be treated as though they contain asbestos and/or are coated with lead until sampled and proven otherwise.
