4 1 Scope of Works This document covers the design and construction of the following: Upgrade Sunrise Lane from Wilmatha Road to the Site Access Road Upgrade the intersection of Wilmatha Road and Sunrise Lane New access road from Sunrise Lane to the Accommodation Camp; and Construction camp car park and bus turning circle. The project is located approximately 4km north-west of Fifield in the Central West region of New South Wales (NSW). Figure 1 Project Location 1.1 General The Scope shall comprise the provision of all plant, labour, materials and services necessary to carry out the design, transportation, construction, installation, quality assurance, inspection, testing, and commissioning together with the provision of all necessary services required to complete the Works. The Contractor will comply with all applicable standards, reference specifications, drawings, specified in this document. The Contractor shall carry out work in compliance with NSW legislation and statutory regulations, this scope of work, the project specification, contract documents and the applicable Australian codes and standards. 4

5 The Contractor shall include in the scope of work items, accessories and services that are usual or necessary to complete the Works, but which may not have been specifically mentioned herein. 1.2 Reference Documentation The following reference documentation is applicable to this Scope of Work: Table 1 Reference Documentation Document No. SK02 ES-1b Description Camp Layout Appendix A Site Plan Appendix B 1.3 Key Terms and Definitions For the purposes of this Scope of Work, the following key terms, definitions and abbreviations apply: Table 2 Key Terms and Definitions Term Approval Company Contractor Definition Formal confirmation by the Company or authorised representative that activities laid down in a document or a service/product is acceptable. Clean TeQ as Owner and its authorised representatives and respective affiliates. An entity, engaged or approved by the Company or authorised representative that is bound by a contract to perform work or cause work to be performed. 1.4 Work Included The scope shall comprise all works for the design and construction including but not limited to, supply of all materials, plant, Subcontractors, inspection and testing and commissioning as detailed below: A Geotechnical assessment of the existing ground conditions along the alignment of each element of works described above. This may involve test pits to determine subgrade conditions. The proponent s design engineer should inspect all test pits to be fully informed of the design parameters and how any existing materials can contribute to the final design. As part of the geotechnical investigation for the main project two test pits were excavated in the area of the proposed camp carpark. An assessment of imported sub base and base course materials required to achieve the lines and levels of the upgraded roads, their material properties and performance characteristics and how they influence the design. It is considered an important aspect that the design is based on the materials that are readily available in the region rather than importation that involves excessive manufacturing or transportation costs. Design that meets the applicable standards as per Modification 6 of the Project Development Consent and specifications that apply to construction of regional roads. The Contractor is to nominate what road standards the design meets. The camp carpark is to be designed to the appropriate Australian and NSW standards for carparks and interconnecting roads and be capable of accommodating semi-trailers and loaded agitator trucks, A feature survey that details the topography associated with the existing and new road alignments that clearly shows all aspects of the built environment, including existing culverts, power infrastructure and below and above ground service utilities. The Contractor is to confirm gazetted boundaries and report any discrepancies to the Client before any clearing work and construction can commence. Design of all components associated with the road upgrades including: Finished seal design pavement design 5

6 horizontal and vertical geometry Intersections Access to existing residential properties (if applicable) Drainage including swales as necessary, modifications to existing culverts and additional culverts as required. The Contractor is to nominate the storm event that has been considered in the drainage design. Road furniture including signage, line marking and road markers Mobilisation of all labour, materials, equipment and consumables required for the works Provision of fuel required for all equipment Scheduling, planning and project management of all activities associated with the works Liaise with the Company and other participating organisations to ensure full coordination of the design, supply, installation, training and commissioning throughout those activities. Refer to section 2 for division of responsibility matrix showing what is expected of the Contractor and the Client. 1.5 Work Excluded The following shall be excluded from this scope of work: Perimeter camp gravel track Existing site access road to the Sunrise property homestead. 1.6 Reporting The Contractor shall provide monthly written reports detailing: Safety performance statistics Schedule update Expediting and inspection reports Work plan for the next period Issues and concerns Resources being used. The progress of any subcontractor s shall also be addressed within these reports. 1.7 Battery Limits The battery limits for this scope of work are as follows: 1. Intersection of Wilmatha Road and Sunrise Lane 2. Limits of the Accommodation Car Park and Bus Turning Circle. 2 Contractor Requirements The Contractor responsibilities associated with this work scope are detailed in the below table. 6

The Contractor shall provide all required laydown areas for receival and storage of materials associated with the Works. In addition, the Contractor shall be responsible for: Supply of all water required for the execution of the Works. Supply of all power required for the execution of the Works The safety, security, housekeeping and on-going clean-up of all areas of the construction site and the Contractor s yard The disposal of waste (noxious or otherwise) in a manner satisfactory to the Company s Representative and the local authorities The disposal of any excess excavated materials to the satisfaction of the Company s Representative Management of interactions with fauna at all site areas. 3 Health, Safety, and Environment 3.1 Safety and Environmental Management System The Contractor shall execute the Works in accordance with the requirements of the NSW Work Health and Safety Act and Regulations. Under the NSW Work Health and Safety Act, Scope of Work will be deemed a Construction Project for which Contractor will be identified as the Principal Contractor. 7

8 The Contractor shall implement a Work Plan and Safety Management System (SMS) to meet statutory requirements, environmental obligations and minimum requirements established by the Company s plans and procedures. The Contractors plans shall be focused on delivering the scope of work safely, in an environmentally responsible manner and with the best interests of the community in mind. The Company s plans and procedures include: Environmental Management Plans required under the EIS 18 Major Hazard Standards Overarching Health and Safety Procedures. The Company will undertake audits and inspections prior to and during execution of the scope of work as deemed necessary to ensure compliance requirements are consistently met to the required standard. 4 Quality Assurance Quality Assurance shall be completed in line with the Project Quality Requirements Specifications. Inspection and Test Plans shall be developed for all works undertaken by Contractor as well as compilation of hand over documents including but not limited to as-built drawings and material testing certificates. The Company reserves all rights to undertake Quality Audits of the Contractors HSEC plans, work procedures and site management documentation at any time. Contractor must maintain all required documentation onsite related to Safety, Training and Personnel records (applicable documents only such as Verification of Competency). 8
